Review Encumbrances- List that carried over from 2025 was approved by the Council after review by members. 

Discussion of the meeting videos and how to improve that brought up by Glenn Wright and he had heard from public regarding that.  Tim Doll offered to work with him to resolve the issue with improving video and audio.

Glenn Wright asked about Attorney Andy Baudendstel who was also at the meeting in Indy for the depositions on DEAU, in addition to another attorney for Thatcher. Thatcher said Baudendistel drove and the other attorney was required as Baudendistel was not well versed in the issues. The bills will be at auditors and Fromhold said that he and any public could view those bills. 

Tim Doll was asking about the 911 bill passing. There were shortfalls for county taxes in SB1. Morris said there will be a bumpy ride this legislative session. Also with the LIT tax percentages. Senator Maxwell is representing us on this per Doll.

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


Baudendistel stated that there is nothing on solar farms tonight. That will be at Feb 23 Plan Commission Meeting, 


OLD BUSINESS

Property on Westside Dr., Aurora - Review Bid - $15,500  - only bid received which was the minimum bid. This can only be approved after a public meeting has been advertised. They will shoot for the February 17th meeting for this public hearing on the sale of this property. Commissioners will advertise for this public hearing.

NEW BUSINESS


Community Bridge - Tamara Taylor- organization that does fundraisers for non profits. Have done 3 fundraisers in past. This all goes to Jail Chemical Addiction program that Judge Sally McLaughlin started . Sept 19th is the next one on the George Street Bridge in Aurora. The Bridge will be closed for Friday night to Sunday morning. Commissioners approved closing the bridge without Thatcher’s vote as he abstained as he is on that Community Bridge Board. 


Agreed Termination of License Agreement for Secondary Helipad Site with St. Elizabeth- Baudendistel said that St E has another site behind Beacon Building there on Campus Dr. So they don’t need this site. Approved.


Bid Award 2026 Paving Beatty Road - County Engineer, Todd Listerman- January 14th received 2 bids. $364,862 O’Mara was lowest bid. Rice also bid. Approved O’Mara’s bid. Listerman said prices are coming down as the price of oil has gone down. 


ADMINISTRATOR – Sue Hayden

Farm Services Agency Committee Election- This is like the Conservancy District- she can be their proxy. There is only one candidate. Lisa Holman is candidate. Approved for Sue


Sue Hayden presented for For Gerry Bruns for Prayer on the Square this Friday the 23rd.  Approved


Sue Hayden presented for For Shane McHenry- Jail Medical Services - $237,794.99 from Quality Correctional Care- They have done this for a long time here. Approved.


AUDITOR – Connie Fromhold  -Claims/Payroll and January 6th Minutes- Approved


ATTORNEY – Andy Baudendistel-nothing more


COMMISSIONER COMMENTS: Kevin Turner- said 2 sheriffs deputies- Purceval and Lusby broke up dog fight and tracked them down and he wants do give them 

Bischoff- hot topic is the Solar farm issue- wants everybody to be civil as this moves forward.


LATE ARRIVAL INFORMATION: Andrea Sparks- Veterans Services. Standards have changed for accrediting Veterans service officers. They have to be accredited. Have to work 1000 hours a year- about 19 hours per week to stay accredited. Dave Currence is in compliance with these guidelines. Office hours have to be posted on the door and have to have. Dedicated private space to discuss finances etc. She went thru all the items and stated Dave is in compliance with these. He uses the Claims Management System. He is also able to look at all the service records. Training and testing- they have to attend 3 meetings in the district each year. Federal training is now annual and he will be doing that this year. New hires have 30 days and then 90 days to complete all training. Key performance indicators- Dave meets all of these too. If the service officer is not in compliance- they can lose their accreditation. She outlined how to remedy this - but says Dave will have no problem along these lines. Those are the new standards. She is pleased with what he does. He has the passion for this job.  


PUBLIC COMMENT: Anonymous man( said he wants to be anonymous) resident of Center township- SB 258- aims to move Fan Co  (First American Nuclear) closed fuel cycle nuclear energy park in the state. Transition from gas to nuclear. Moving from Washington State to Carmel IN. He addressed this to Mr Maxwell as well. 


ANONYMOUS - SB 54- also gets into solar. And he won’t discuss it, because the county attorney said they were not going to tonight. Bischoff said he thinks this bill will help them- the county-  control solar. 


ANONYMOUS- Port of Lawrenceburg- Baudendistel said the Port Authority has been dissolved. Baudendistel said that site is Lawrenceburg’s jurisdiction.

Meeting started late at 5:40 PM due to interviews.

The Dearborn County Regional Sewer District held an executive meeting on January 15, 2026 at 3:30 in the Dearborn County Administration Building. Lasted until 5:40.

 

Executive sessions are governed by I.C. 5-14-1.5-6.1 which is part of the Indiana Open Door Law.  The purpose of this meeting is confidential under I.C. 5-14-1.5-6.1(b)(5): To receive information about and interview prospective employees.  

Renihan stated- No decision made on the interviews.

Stenger read the Public Access Statement as legally required.

Minutes: December 18th minutes - Approved

Public Comment: Chris Powell and Brad Lusk from SE IN Shrine Club out at Lake Dildear asked about being served by the sewer line being put in out there. Cline told them they would have to see if Dillsboro could treat them if they hooked up. And they would have to go under US 50 to serve them. Banquet Hall would be for 100-200. 

They have minimal water usage (served by Hoosier Hills Water) so small amount of sewage. It’s basically a weekend event type place. Discussion about whether two have lateral or main and also the use of ROW from US 50 and boring under US 50 costs. In addition what other uses along the side road would be included. See if neighbors like the vet clinic want to hook on too. Renihan said they need to come in with the engineering and if any other immediate users are interested. Vet already has a mound system, but they can still ask. Meinders thought they could put a larger casing under US50 for future, but put a 2 or maybe 3 inch in it for this project. 

Board wants them to put a plan in writing with short term and long term uses they are requesting.Hopes to get info to them by next meeting.

Soil and Water Conservation is wanting to test the water at Lake Dildear  to see if and how much it improves over the course of time. Beiersdorfer suggested they come to Farm Bureau on Monday night to check on money to help pay for that. 

Treasurer’s report: Cline $159,354 on the report. Wastewater income is getting close to matching expenses. Baer thanked them. Approved.

Project Updates: Christy reported- passed out the reports on both.

Guilford- putting walls up at control building and the air relief valves and starting at the lift station at the park. We have recorded the land for the water meter and Frank has info on RR permit. 

Frank Kramer prepared the quit claim deed for the Fox piece for $4500. Also have a deed for Rosemeyer and Fox parcels to DCRSD as they have to own where the water meter goes. 

Annual fee of $625 for the CSX RR permit per Frank. You can ask for a one time fee to buy it out. They should do this now and then Frank will ask about the buy out fee. So they don’t have this each year. 

Water bore with a plastic casing along with the steel casing per Meinders. Will find out what RR requires on that.  

High Ridge WWTP -none

High Ridge West Expansion - none

Moores Hill- none

Dillsboro- Lake Dildear- huge lead time for the flowmeter due to the brand. Once settled they will be ready to go Starting to work on lift station out there. Grinder pumps are available on hand. Other than the sewer flow meter Meinders thinks they have everything. Guilford supplies are all there too. Meinders to let them know what pay is needed at next meeting. $2500-3500 might cover the request for the Shriners. Meinders to get a good change order for this task. He doesn’t like to put stainless steel tapping sleeves as the polyethylene doesn’t take it well- due to expansion and contraction of the plastic. Wants to have a cold tap and not a hot to do while in use.

New Business: none

Office Update: Hayes Asher should be a 120 or 240 volt. Christy should look into it. He’s on the peninsula.

Larry Earhardt Burzelbach Rd in Guilford. He’s 4 miles from where the sewer is at. He won’t be served by this project.

Lynn Rupe on Wilson Creek - she is billed by LMU. This is debt service paid plus 6% interest. Will get answers.

Pastor Hicks- for church on US52- Christy to get with Kelly on that to get the paperwork. They want to be a paying customer. 


Claims: $4,900.93- for operating claims Approved. $1740 for recording system plus $50,059.50 for Guilford.Hold the $50,059.50 check until they get with Meinders to get electrical info to him so he can finish the contract. Approved.

Billing adjustment- $4.68 For Ken Cleeter Approved

Discretion of the Board: Meinders thanked everyone and noted the board members being approved. 

All officers same as last year for DCRSD- Approved.
