Commissinoers approved 

CASA drug Free Fund grant – Amy Rose, Tobacco Prevention & Cessation Coordinator- Criminal Justice,$7850 for Safe Direction $ 5173.40 L -bg police 5500 G- dale police etc- numerous recipients of these drug free funds. - Approved

One Dearborn 2022 Contract – Mike Perleberg, Executive Director One Dearborn, Inc.- submitted their annual agreement- nothing substantial changed in this agreement- same costs- $15,000 annually. Their report included the $12million Dyke Industries  and $15 million for SEI READI grant (American Rescue grant funds that will be used by 6 counties and their board of directors will decide hoe it gets spent) that One Dearborn supported and helped get. Perleberg explained how that works. Business retention and expansion program is a community wide program. Nothing is imminent for 2022 yet. Commissioners complimented Perleberg on his energy and work for the county.  Approved the agreement and funding for One Dearborn.

PAWS 2022 Agreement- Sue Hayden- $120,000 per year ( $10,000/month)-  Same as usual- Approved.  

Lease Agreement January 1 – June 30, 2022 on Building for Covid Testing-  with Regency Seymour LLC- $1,000/month- Total $6,000. - Approved.

ATTORNEY – Andy Baudendistel:

RFP for Employee Benefits- Baudendistel reviewed and Barnes and Thornburg looked it over. It outlines what we are looking for and the evaluation criteria. They can run it in the paper and/or send it to people for their proposals. Commissioners have ultimate decision even though there is a group to review and submit recommendations in the future. Cost savings and having the great benefits they currently have. This is just to look at benefits from time to time- nothing wrong with the current brokers. Approved. 

Ordinance Establishing County Hospital Remainder Fund- Baudendistel- the transition committee as it goes fully over to St. Elizabeth. There MAY be funds that come to the county and there needs to be a spot to pay the bills etc. This is for the Auditor because of the State Board of Accounts. This is being done under Home Rule per Baudendistel. It is a non reverting fund.Approved. 

ADMINISTRATOR – Sue Hayden- 2022 EMS Squad Contract- Aurora- $40,000 for 2 squads.  There are 3 contracts  left to get. Approved. 

AUDITOR – Connie Fromhold  -Claims/Payroll and January 4th Reorganizational Meeting Minutes - Approved.   Encumbrances Notification- Fromhold had a list of Depts  in their packet- Approved. $330,000 Public Health Grant for the schools. Approved.

COMMISSIONER COMMENTS:

Probst- Extension Office- John Hawley moving on to a position in Montana. He will be really missed. 

Working with OKI have IU intern working with OKI to evaluate Electric car installations. Thatcher said he’s been working with a person who lives here that has been doing this kind of work for 10 years. Probst also noted that it costs nothing for us thru OKI.

Thanked Denise Driehaus in OH for her actions on helping with the Rimpke dumping issues.

Thatcher- This past week Art Little lost his granddaughter. He lost a daughter whence was very young and a son 15 years ago and now this. Keep him in your prayers.

13 January 2022 Dearborn County Redevelopment Meeting Notes

Present: Diane Bender, Chairman, Dave Deddens, Jim Helms, Jim Deaton, and Alan Goodman.

Also present:Sue Hayden, county administrator and minute taker and Andrea Ewan, attorney.

ABSENT: Jamie Graf (non- voting school board member) and Connie Fromhold, Auditor and DCRC treasurer.

APPROVAL OF MINUTES- November 10, 2021 minutes approved

CLAIMS AND FINANCIALS- One Dearborn qtrly payment for $10,000 was approved and the bill for Seitz Agency for the bond insurance was ratified.

OLD BUSINESS: Guilford properties- Mike Perleberg said the demo contractors had finished up. Looking better and there will be grass springing up there. Future use has been discussed. York Township turned down owning them and the properties in the area are being considered. The future of those properties has been discussed with adjoining owners.  

Bender thanked Perleberg for the work he did with his kids in cleaning out a truckload of trash there.

Dana Glasgow (sp?)  from the York area wants to think about turning it int a park. Bender introduced her. Discussion- the board wanted to have a community organization formed to have a firm plan of commitment. Perleberg noted that they could put an economic agreement in place with the group that is formed and hold them to certain standards to keep it kept up. 

Helms complimented Dana for her efforts and said that they were on the same page. The board will see her in March at their next agreement with further plans fleshed out.    

NEW BUSINESS: Renewed their agreement with One Dearborn. Complimented Mike Perleberg on his nearly 2 years as Executive Director. Communication has been very good between them and its the best informed they have ever been.The One Dearborn Agreement is the same as for 2021. Approved. 

Mike Perleberg- wants the board to be able to approach him with any needs.

Deddens said he may have something for the property out near Project Open Door and Hirlingers. Will advise in March.

Perleberg said the Board of Commissioners owns some properties in Bright and they are trying to get them on the tax rolls again. There is a list. They are thinking about focusing on one area at a time. The Commissioners have certain restrictions on what they can require. One acre total on Professional Park Drive is the first one they are looking at and it is zoned as local business. Commissioner Thatcher met with them to look at this originally. 

Perleberg will set something up with Deddens, himself, Thatcher and Baudendistel to get further input.

ONE DEARBORN REPORT:Perleberg- was thanked for all his work and presentation on SEI READI funding. No decision has been made yet on where the funds are going to be used in each county and on which projects. Thanked the DCRC for agreement renewal again. 

Identifying trends in supply chain challenges etc for businesses. He passed out their annual 2021 report. 31 RFI requests were answered this year. Hopes the flow continues the same pace with site visits etc.   

ATTORNEY’S REPORT- Ewan said she will present her invoice for last qtr 2021 at March meeting.

Water Rescue Lease Agreement 2022- Meghan Keith- President Water Rescue- Approved  the lease renewal same as previous one. Also last year they had to release a member of the team and they have a no trespass order that needed to be signed on that. Approved and signed, 

Juvenile Detention Nurse and Doctor Contract 2022- Traci Agner, Juvenile Center Director No changes in the salary or liability insurance amounts $13,000  for nurse and $11,500  for doctor. Approved. 

Amendment #1 Bridge Inspection Contract w/StructurePoint – Todd Listerman, Engineer -  (out sick so Sue Hayden presented) - it modifies how low gradings are reported. The rest is the same. Approved. 

ADMINISTRATOR – Sue Hayden- 

Certification of Nepotism - each year they have to certify that all elected officials have signed these forms.all received. 

2022 Meeting Dates- 1st Tues at 9AM and 3rd Tues at 5 PM  CHANGES - Sept 19 at 9AM instead of Sept 20,October 18th as a morning meetingsame as previous approval,  May 4th instead of May 3rd for elections. Changes approved.

2022 EMS Squad Contracts- Greendale, Lawrenceburg , Sunman, and Bright- $20,000 each are the ones they got paperwork on so far. Approved. Others are not in yet due to issues getting their year end financials. She will continue to try to get those in.  

AUDITOR – Connie Fromhold  -Claims/Payroll and December 21st Minutes approved

2022 Contracts with Fire Depts and EMS for Riverboat Distributions- There were 21 of them to be signed- approved.

ATTORNEY – Andy Baudendistel- Thanks for reappointing me as attorney- this is his 12th year. Federal OSHA has no authority over local gov’ts. INDIANA OSHA has jurisdiction and they have not put any vaccine or masking rules in. Indiana has ability to put and emergency standard in. There will be some legislation to limit that perhaps. The supreme court will hear this Friday. OSHA does have a template out a template out there. In case they have to move quickly. This is because the county has over 100 employees. There is substantial penalty power with federal OSHA- nearly $14,000 per day per violation. INDIANA OSHA has different penalties. 

Baudendistel thinks some of these rules will survive- so be prepared. Elected official are included as employees. s a breakout year

Little- school is back so watch out for kids.

Probst- nothing

Thatcher- Hope that 2022 is a breakout year-and happy new year.
