Dearborn County Commissioners Meeting Notes
Present: Jeff Hughes, President, Tom Orschell, and Shane
McHenry
Also present: Gayle Pennington, Auditor, Teresa Randall, County
Administrator, and Andy Baudendistel, Attorney.
OLD BUSINESS:
OKI Funding Contract agreement- Terri Randall asked to bring
this back at the Nov 7th meeting after she can meet again with OKI.
Tabled.
NEW BUSINESS:
none
HIGHWAY DEPARTMENT:
Todd Listerman, Highway Engineer- line striping has started and should finish
next week. Chip seal contract and paving are starting next week. Lower
Dillsboro Bridge should be done next week. Shortridge Road is out for bid.
Tim Grieve, Highway Superintendent- Mt Pleasant project is
turning around really well. Hogan Hill road will be done tomorrow.
ADMINISTRATOR:
Teresa Randall- Bob Hrezo was brought in to update Hardintown water project,
which is finished and they are waiting for the grass to grow now in the
restoration of the properties after the construction of the lines.
Bids out on the Votaw project. They plan to use the brick
grindings as fill. There is an agreement with ATC for the evaluation of brick
to be used as fill for $675. If they look at Shumway, that would be a separate
agreement and fee. Hrezo said it would be good stewardship to reuse the
materials if they can. Commissioners signed the contract.
County surplus vehicle auction is sat Oct 13 at EMA parking
lot at 9 AM. Hughes will be there to sign off on titles. If you buy a sheriff’s
vehicle they may have to repaint if it’s the same as current paint colors used.
Jail committee expects to bring the schematic design to Nov
7th meeting. Sheriff’s administrative area, JCAP area etc. are being
looked at in more detail for the architect to do. $13,000 additional work fee will
be paid out of the jail budget for increased architectural fees for this extra
work. Rosser International is the architect firm. Commissioners agreed to alter
the current fee structure to accommodate that with Hughes abstaining.
AUDITOR: Gayle
Pennington- resolution regarding SBOA form 17T refund form for county use. This
way the form is on their computer and they just fill in the blanks for their
ordinances sent on to SBOA. This allows submitting electronic forms to people
also. Passed.
Claims approved.
Hughes asked if Council had employee raises. Penninggton
said Council plans a 2% bonus will be given for 2% of 2012 salary paid in
December 2013. New employees in 2013 will not be eligible. This will be decided
at the Oct 12th budget approval meeting.
ATTORNEY: Andy
Baudendistel- letters for Stateline Road project that he and Listerman
discussed. Commissioners were OK with these.
COMMISSIONER COMMENTS-
Shane McHenry- said he’s still working with Phil Weaver on trying to work
around metal detectors for early voters at the courthouse.
LATE ARRIVAL

PUBLIC COMMENT- Phil
Darling- asked Commissioners to
look at some slips getting worse on SR1.
He wondered if Listerman could call INDOT. Listerman said he called them
last week. They are aware of it. He will try to follow up on that.
Mrs Wessler
thanked them for their work on her road. She wants to know how to be sure it
gets on the list to get sealed. When should she come back for this. Orschell
said after a year the grindings will settle down. Hughes said she shouldn’t
have to ask- it should be fixed in order of priority. Wessler wants it done at
the earliest possible time.
