4 Aug 2015 Dearborn County Commissioners Meeting Notes

Present: Shane McHenry, President, Art Little, and Kevin Lynch

Also present: Andy Baudendistel, Attorney and Terry Randall, Administrator, who arrived late.

ABSENT: Gayle Pennington, Auditor 

OLD BUSINESS: none

NEW BUSINESS:

Soil and Water Conservation District- Grant Application- Heather Wirth- Terry Hall president of the board introduced Heather and said they wanted to be sure they were communicating to the county about the grants they were applying for.  Heather said the purpose of the grant is to help improve water quality in the watersheds of the county. She also submitted their budget. McHenry asked about their partners and what would happen if some did not participate. She said they would still proceed. Lynch aid OKI is involved with this and it is nota  conflict of interest. Commissioners approved. Soil and Water will also send budget to council. 

HIGHWAY DEPT. Todd, Listerman, County Engineer- LPA Contract for ROW and Environmental Engineering. Bridge over Laughery Creek Road $102,694 to Jacobi Toombs and Lanz out of Clarksville. This is an 80/20 contract with INDOT. 
Proceeding with other two bridges now also. ( Saginaw and Schwipps)

Heart House - Ratify Signature on Document- McHenry signed for the $45,950 grant application. Ratified by Commissioners. 

AUDITOR- Connie Fromhold- June 2 minutes approved and the July 21st board meeting minutes. Claims approved. 

ATTORNEY- Andy Baudendistel- nothing

COMMISSIONER COMMENTS:
Lynch : noted and commended Art Little and his wife on the Bright Parade Grand Marshalls.
Today is Sue Hayden’s birthday. She is the Commissioners administrative assistant . 
County Adm - Terri Randall was a presenter at Much in Common program at the Greater Cincinnati Chamber and she did very well  per Lynch. 
Tomorrow will be 3rd annual congressional job far with Luke Messer and Chamber and Lynch is excited at quality of companies there who have jobs. People leaving this even have jobs.
Tomorrow they will also be hosting the OKI luncheon  first time ever in Indiana at Event Center. It is sold out - first time that has ever happened. He thanks all the SE IND groups who will be attending- they have an opportunity to really shine. 
Little- thanked Kevin for spotlighting our region and county.
McHenry- a lot of people will be able to see our convention center. He reiterated Little’s contributions to Bright as well.

ADMINISTRATOR- Randall-  Council is meeting Aug 12. She talked to Gayle Pennington and Randy Lyness.  If Council makes a decision to move forward on funding the annex there is a 6 month lead time to get it to bid. Prices will go up. [NOTE: Says who?] She is recommending an additional $275,000 appropriation request to keep the design project going with Maxwell and DLZ- if Council decides to go ahead with this. It would only go thru if they decide to first fund the project. This money is to come out of the Council annex funding money.  [NOTE: This was advertised for Council on July 28th - last week- before the Commissioners voted to approve the additional appropriation. Maxwell has a $343,000 contract already ( which will add approximately $250,000 in supplementals just like the jail did. DLZ was appropriated $250,000 for the design. Is this in addition to that money? Is this money going to be accounted for in two separate accounts so that DLZ and Maxwell Construction Management money is easily tracked this time? ]

LATE ARRIVAL- Bill Black- They trailer is gone. Laughter.
McHenry read a certificate to Bill Black and also noted the retirement luncheon they had for him Friday. He said it would be difficult to replace someone who has been here as long as Bill and is as knowledgeable as he is. He told Bill we are probably never letting him retire as he will be our safety net as someone learns the job. 
Lynch also noted that Bill is known in the region and across the state. He always hears about al the things has done over the years. It makes him feel good to know that he is on the ball and was in charge, He set the benchmark very high.
Black said it has been a lot of long nights but he has enjoyed it. It is time to let someone else have a turn. APPLAUSE
