 1 DECEMBER 2020 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Art Little, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney,( VIA TELEPHONE)  and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Rick Probst as legally required.


OLD BUSINESS

DC Redevelopment Commission - Jim Deaton DCRC and Mike Perleberg One Dearborn - Resolution Approving Amendments of the Plan for West Aurora Expanded Economic Area- Deaton reported that they have gotten the tacit approval of Beth School Superintendent. This is for the expansion of Kaiser Pickles with 20 new jobs and $2 million in construction. Kaiser Pickles makes pickles for other company labels mostly. They also own the old Zimmer Building in the Aurora Industrial Park. They use it for storage now. The new expansion will have cold storage also. Commissioner approved and signed the resolution approving amendments to the plan for the West Aurora Expanded Economic area.  


Appointments to Board of Health- Gerald Miller and Dr Harbans Gill- The health board highly recommended reappointing them. Commissioners approved the appointments.


Highway Engineer- Todd Listerman:

2021 Road Materials Bid plus fuel only from Laughery Valley Ag Coop- All bids were accepted so they can choose by site that is closest to the job. Only one bid on fuel as we are a small site and have no underground tanks anymore. They just finished cleaning up their last underground site in the county. There is an escalator clause and de escalator clause on fuel for the year. 


Signatures for Form 96- 2021 Line Striping-  Line striping was not done this year. Some are being done under the chip seal contract. Already approved for $76,250.29. Commissioners signed 


Signatures to Form 96 - Chip Seal/Fog Seal Subdivision Contract $1,095,552.00- This is to preserve existing road to get longer service life. This is trying to get into preventative maintenance and cost savings. Approved. 


The chip seal fog seal SUBDIVISION contract was already bid and opened. Award and form 96 to be signed.There are 44 subdivision roads they are doing this year. 3 bidders. Pavement Solutions (Middletown IN), Paul Rohe, and O’Mara.  Low bid was $324,105.00 by Dave O’Mara.Commissioners approved award and form 96.  Grieve has to prep the rough spots on all these roads. 


Tim Grieve gave update on Georgetown Road. They have 3 sites to prep there and they have done 2 sites so far. Both contractor crews got Covid and so they have to halt for a while to do site 3. They will get to that in the spring. Site 1 is done, and 2 is also. They have to get the contractor equipment and waste removal out of the way. The contractors owe $1000 a day for each day of delay. The contractor will come backing the spring to finish. Thatcher said he has not had any complaints.  


Bridge #30 (North Hogan Road NW of Short Ridge) Epoxy Overlay Quote- Listerman- Similar to the chip seal fog seal- this is what they do to bridges. Enneking Pressure Cleaning in Osgood is the only local person to do this for small jobs. The price falls in line with last years prices. This prevents salt and chloride from leaking through to the steel. He is pre-qualified by INDOT. He does the approach slabs as well as the bridges. Patching the approaches will be done first and this work will be done next spring when it is dry and 50 plus degrees. $49,717.50 cost. Commissioners approved. 


Lower Dillsboro Slide Contract - INDOT LPA Contract - United Consulting contract did this engineering work. INDOT will reimburse $186,400 to the county for that in an 80/20 deal for the 2026 project on this slide. Approved.


Turkey Pointe- land is secured but the budget has not funded it this year again. Someday we will have to look at the cum bridge tax. It’s at $840,000 now. 


ADMINISTRATOR – Sue Hayden- Geri Bruns from Knights of Columbus # 1231sent a letter that Prayer on the Square for Jan  2021 is cancelled.


AUDITOR – Connie Fromhold  -Claims/Payroll and November 17th Minutes are approved.


ATTORNEY – Andy Baudendistel- updated on property transfer to St. E’s. The apartment complex that County Mental Health leases that was out to a 99 year lease. St. E’s is agreeable to having that lease assigned to them and so the land goes to St. E’s and the county does not have to partition out that land. Some surveys have to be done. Much thanks to Beaker in the surveyors office for helping track that all down. 


COMMISSIONER COMMENTS-

Probst- the environment is more dangerous as more people are testing positive.

 

Little- Our Thanksgiving dinner got cancelled so Ruth Ann and I took meals out to some others to use up the food she had prepped. (Thatcher said he had invited them, but cancelled) People are going to mix in the holidays. Maybe in February things will improve then. Check on neighbors in the winter.


Thatcher- the county is still red and will be so for 6-8 weeks. They do have plans for administering the vaccine when we get it. 

. 

LATE ARRIVAL INFORMATION- Listerman- forgot to mention that actual stone on the bridge comes out of Oklahoma that is hard enough for the bridges - it’s a bauxite stone.
