3 OCTOBER 2023 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Alan Goodman and Rick Probst

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
Thatcher- Welcomed new commissioner Alan Goodman- they have been friends for many years
OLD BUSINESS- none
NEW BUSINESS
Burn Ban - Director of EMA, Jason Sullivan- needs a ratification of that he and Thatcher decided and it will be in effect until fire chiefs and EMA director come to Commissioners for it to be lifted. Approved.
Ordinance to Establish Health Dept Fees— Michelle Woodruff- Manager of Health Dept and Doug Baer- the fees were updated to reflect food, environmental, and vital records were set to be more in line with other counties in Indiana. Thatcher encouraged them to review them more frequently, like yearly. They were encouraged by Council to have fees reflect the work being done so that they aren’t losing money. Ordinance to establish the new fees effective January 1, 2024 - Approved.
Water Quality Characterization Report (WQCR) for MS4- Baudendistel- this is part of the MS4 unfunded mandate. GLAD ( Greendale, Lawrenceburg, Aurora, and Dearborn County.) This authorizes Dennis Kraus, Jr to execute the certification. OHM prepared the report. Approved both the letter and the report.

Small Structure #148- Huseman Road- McAllister Excavating and Dearborn County Agreement - Approved.
Bridge #32 North Hogan Rd- O’Mara and Dearborn County Agreement - Approved.
Bridge #72- St. Peters Rd- Duncan Robertson Inc and the County Agreement- Approved.
Construction Observation Agreements for the same 3 items above with FPBH for all three: The fee differences are mostly due to differences in the size of the structure.
Small Structure #148 Huseman Rd - NTE $26,300- Approved.
Bridge #32 North Hogan Rd- NTE $32,280 - Approved.
Bridge #72 St. Peters Rd- NTE $40,0080- Approved.
Listerman notified Commissioners that he will be on vacation Friday thru the next week but will have computer and phone with him.
ADMINISTRATOR – Sue Hayden- nothing today.
AUDITOR – Connie Fromhold -Claims/Payroll and September 19th Minutes- Approved
ATTORNEY – Andy Baudendistel- nothing more.
COMMISSIONER COMMENTS:
Probst- welcomed Alan- congratulated Mark Dole who was caucused in and thanked the other 2 that put their names in for giving a choice. Harvest time with tractors on the rd- be more attentive.
Goodman- Thankful for opportunity to serve and happy to report Little doing well recovering.
Thatcher - said that Little walked him out to the car with him when he visited so he’s doing well.
LATE ARRIVAL INFORMATION:
Shane McHenry- congratulated Goodman also, and reiterated what Probst said congratulated Mark Dole for being caucused in to replace Goodman’s Council position. Apologized for getting this to them late. Council approved the raise request he proposed graciously. And it’s hard to get people to do the police jobs. Issues with maternity leave and covering that. Said they are getting good younger applicants with the raises. Have had 2-3 veterans. Discussing ISP getting applicants from the sheriff’s depts. Nothing against the current ISP leadership at Versailles- they get along and help.
Baudendistel rewrote and clarified lateral transfer rehire policy for sheriff’s office- this allows years of service with other police work to be counted if they return to work at the county. Approved.
