7 March 2024- DCRSD Board Meeting Notes
Steve Renihan - President, Brett Fehrman - Vice President, Russell Beiersdorfer, Bill Shelton, Jeff Stenger( arrived later at 5:25PM), and Steward Cline
ABSENT- Doug Baer and Board Attorney - Frank Kramer
Also present: Bob Hrezo and Christy, Rick Probst and Jim Thatcher, County Commissioners
Renihan read the Public Access Statement as legally required.
Minutes: Approved February Minutes with Beiersdorfer abstaining as he was absent for that meeting,
Treasurers Report: Reviewed as of the end of January. The asset list will get together in April after taxes. Barnes and Thornburg need the fixed assets. Cline wanted the separate reserve account with the money received from the county council- about $519,000 showing what it has been for. Fehrman asked to have it for Guilford and Lake Dildeer also. Approved the financial from the CPA.

Project Updates:
Guilford- IDEM permit is ready for this. The collection system will be submitted by the end of next week. Applying some tweaks to the plan per Hrezo.There will then be a discharge permit.
High Ridge WWTP
High Ridge west Expansion - Texas Gas Rd- nothing
Wilson Creek Project- checking with Doug Baer to see if the last one had hooked on.
Huesman Rd and Cole Lane- nothing
Harrison TIF/Stone Project- Jim Leslie is retiring in city of Harrison. Kramer had reached out to them regarding the maintenance agreement.The agreement does say they are in charge pf maintenance. Pumps are doing fine, the flowmeter needs ti be looked at.
Scenic Ridge/148 Sewers /Outer Drive- Fehrman said that he spoke to mayor of Aurora and city manager. There are quite a few who need sewer. They have a bulk rate agreement with Aurora. There were problems with LMS water before. There were some annexation discussions per Fehrman. Options to fix this by going thru Lawrenceburg, through Aurora, or down thru Pribble to Guilford.
Stateline Rd- nothing.
Serenity Ridge Tranquility Court- another house or 2 there being built snd one more on Henderson that will hook on there per Renihan.
Moores Hill- nothing more from them. 50-60 homes out there.
Dillsboro- Lake Dildear-asked for 2 meetings a tech one and a business one in the next 2 weeks per Cline and Christina.
Stenger asked- There is a slip on SR1- and they are looking at the Guilford project but it won’t affect it per Christina
New Business: Feb 22 meeting with Brett, Steve, and Steward with Chris from Barnes and Thornburg who took them thru the draft RFP. Cline said the intent was to provide enough detail so that different entities could go deeper in their proposals. There are a lot of words in here to be sure applicants are qualified. Suggested grading system for them proposals on weighing each section. Applicants need to understand the utility today. They need to understand the capital expenditure problem we have. Have the applicants clearly state what they would of in the first 5 years and the next 10 years for example. With the large region with substantial assets that are fairly new- 12 years or less. We can stop any time. The cost to respond is all on the respondents. We can review the responses and elect not to go forward.Entities are expected to respond primarily as acquisition but there is an option to respond as an operator. We did ask Barnes and Thornburg without committing that an RFP is coming. They asked Barnes and Thornburg to seek applicants that could respond. We have a superintendent now and maybe that person could follow along after the acquisition. No response on that. We got questions back on Monday. They will have a conference call next week and will revise the RFP to have a meeting in April. Renihan said they will come to April 18th meeting. We need questions and comments from the board by middle of next week so they can relay that to Barnes and Thornburg to work on revised RFP. We have potential hotspots that they need to consider for this RFP. Steward Cline said that they need to see what they plan and how they can pay for it. We need to have a place the public can go to with problems that does not require going to the IURC. Brett said we were thinking of what should be done in the next 10 years. We want to give them expectations of what we are delegating. They need to make that list. Pump and haul is an option for people to stay in their house. It’s expensive though until sewers get there. Doug and the health dept. should have a pretty good idea on where the hot spots are. More discussion on getting the 400 homes from Outer drive area and SR148 to Guilford plant. Talked about Pribble and more likely Kaiser to get it there. Think thats a better option than giving it to Aurora. Trying to make money as a utility now that they will have this sewer plant. Cline said Chris from Bones and Thornburg was very receptive to changes suggested to RFP.

Comments:Renihan has been traveling a lot more for work now. He will be gone on 4/18 and first Thursday of May and also March 21. He wants to make then aware. He wants them to think about who might want to step in as President of this board.
Frank Kramer said RR easements are all agreed to in call to Renihan.Main job now is to get the Guilford out to bid.
