Stenger read the Public Access Statement as legally required.

Minutes: January 15, 2026 minutes- Approved

Reviewed Annual report for Gateway  and Approved

Treasurers Report- Doug Baer presented - Approved. 

Public Comment: Theresa Meyer (and husband)- bought 13784  SR350 purchased and getting ready to work on plumbing. Septic got inspected and sewage goes right passed our house and best thing is to hook up to it- but it is on the other side of SR350. Moores Hill. Discussion was to get a line under SR 350 and get started on a relationship with Moores Hill ( interlocal). Decided to have Christy contact Moores Hill to look at a simple solution to get sewer on the north side of SR350 and get cost estimate. They will probably have a grinder pump - but the sewer could be gravity maybe. Hope to have an answer on the next meeting for the Meyers. 

Kevin Hay- new licensed engineer hired to join Hrezo Engineering was introduced by Mike Hrezo.  

Project Updates: 

Guilford- construction slowed due to snow issues.Have materials etc worked out for lift station at  Guilford Park. 

High Ridge WWTP -

High Ridge west Expansion - 

Moores Hill

Dillsboro- Christy -got a quote ($3,377) for the Shriners-to have a T and valve for a main to the other side of US50.  Approved and made it a change order for Installer CH&M ) Will have the cost of the 400 ft extension by the next meeting per Meinders.  And the equipment for the headworks and now down to the individual grinder pumps for the system. $6,909.90 cost of service agreement for REMC.Approved

2 change orders - one for Lake Dildear- #2  - $89,733.67 Over $52,000 of it is due to tariff increases. Approved after some discussion. There is a very small amount out in contingency for this project. Stenger- noted that doing this without an interlocal with Dillsboro at the beginning- and now we are having to pay for that. 

The other change order #4 is for Guilford- Used $100,000 of Guilford contingency so far. First is items listed that were missing from the original EarthTek design so as not to have competitors get that info.  Another big one on tariffs cost. $105,569.60 is the total. There is about $200,000 left in Guilford contingency. Neither Hrezo or the contractor had that info when they gave their bids. Now they have to add to their tasks. Approved.  

RFP Discussion and Review- not addressed tonight.

OLD BUSINESS: 

High Ridge WWTP Expansion- Preliminary Engineering Report- Christy will have this before the next meeting. 

DCRSD Asset Management Plan

New Business: 

Office Update: $5,000 from Harrison on debt service received every 6 months- per Baer.

Claims: $ 5125 claim paid that was already accepted at previous meeting. Approved

4,519.10- operating claims approved. 

Discretion of the Board: They will schedule a 4PM executive session before the next meeting.
