Present: Jim Deaton, Chairman, Dennis Kraus,Jr.,Tom Tepe, Trevor Bischoff, Jim Mansfield,Doug Baker, and (non- voting school board member)

ABSENT: Jordan Hoffman


Also present: Sue Hayden, county administrator and minute taker, Anthony Smart, attorney, Connie Fromhold, Auditor and DCRC treasurer.

Meeting started at 5:15 PM

EXECUTIVE SESSION 4:15 p.m.

• IC § 5-14-1.5-6.1(b)(2)(D): For a discussion of strategy with respect to a real property transaction including: a purchase; a lease as lessor; a lease as lessee; a transfer; an exchange; or a sale; by the governing body up to the time a contract or option is executed by the parties. 

• IC § 5-14-1.5-6.1(b)(4) Interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by: a governing body of a political subdivision. 

IC § 5-14-1.5-6.1(b)(19): To have communications with an attorney that are subject to the attorney client privilege

Certification of Executive Session- Board certified that they only discussed what was advertised.

Housekeeping:

Approval of Minutes:  April 13, 2026 Meeting - Approved

Claims: Bayer Becker $6,540 for Task 5B - bidding of Moore Dr. project and Bright TIF District Update; Bayer Becker $1,335 for Bright TIF District Update; Drake Lawncare $1,050 for mowing W. Aurora property, W. Harrison property and road ditch 4 times each and spraying billboard property Total $8,925- Approved

Financial Review- passed out to board.

Old Business

TWG Development project update - One Dearborn- Mike Perleberg- short update on the Ludlow Hill project- Bayer Becker Patriot Engineering working with them . Targeting starting this summer.

Dearborn County Park Board request for funding assistance update - Doug Baker but Deaton presented-  They had previously pledged $100,000 and then pledged ANOTHER $100,000 and Council approved them using that money from the General account. 

Project Compass update - Jim Deaton- West Harrison TIF potential and attorney work on the contracts- but neither have been executed yet. 


Purchase offer for US 50 Business Park 1.0 Acre Site on Randall Ave. & US 50 update - Jim Deaton- No decision.- will try again next month. 

Purchase Agreement and Economic Development Agreement- Wait another month on this.

New Business

2026 DCRC TIF Capture Resolution DCRC -001 - Anthony Smart- The letter is prepared and will be sent when the resolution is approved. They are not contributing any money this year. Approved letter and the resolution. 

One Dearborn Report: Perleberg presented:

READI 2.0 grant update- include deadlines in their packets and info. Have to submit first draw for $250,000 for the Moore Drive by Sept 2026.

Schedule DCRC Annual Presentation- This is by statute hat they have to do this each year publicly- can do it as soon as June if you wish. They will send out letters to taxing units also.

Bayer Becker Report: Perleberg presented for Rosenberger who was absent. 

West Harrison I-74 EB Ramp-  Land Consultants - Land Consultants survey of 25 ft strip along I74.— scope- working with them and any other project to be sure the land stays open for a future ramp to I-74 there. $2,750- Approved

West Harrison Moore Drive and Railroad Crossing-  $451,723 O’Mara and  $492,073 Rohe. Bids are lower because the RR is kicking in $150,000 per Doug Baker. Approved Dave O’Mara as lowest bid.  

Downtown Bright infrastructure- Move forward with the dedication of Merileee’s Hardware piece for paving of the streets. $32,560 This is Task 6 b. Kraus questioned survey costs. Approved but striking the certified survey ($7,980) for  ROW dedication. [NOTE: These tasks are adding up to sums that perhaps would be subject to bidding rather than just assigning all the “tasks” to one company without competitive pricing.] 

Geotechnical services- This is from Atlas - this was for Moore Drive- Construction materials testing $12,825- Rosenberger had wanted them to consider this. This has to be done while they are doing Moore Drive. Approved 

Discussion about Rosenberger not making these Monday DCRC Meetings anymore due to a conflict with a new board he is on. Options were discussed.
