Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, Tim Doll, Council and Commissioner elect, Jeff Cotton.
ABSENT: Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
Moved up as she has United Way meeting-
YES Home- Amy Phillips-Parking lot for new renovation- with expanding they will need more staff so need more parking. Thatcher- no bidding? No public funds expended on this project- so she can stay with Maxwell per Baudendistel. There will be a major site plan permit and review per Baudendistel. They will have 32 parking spots. At least 10 new staff coming on board per Amy Phillips.
OLD BUSINESS
Dog Ridge Road Maintenance Access Use Agreement- Baudendistel- Set for December 9th on our motion to dismiss The earlier injunction at the beginning of this was denied. Grant Reeves Atty for the owners- sent proposed specs. Baudendistel warned them to not that there was pending litigation still.
Commissioners approved the Dog Ridge Rd Maintenance Road agreement.
Commissioners allowed Grant Reeves to object - Reeves wants their letter into the record and issue about lack of notice for this to be on record. Wants that incorporated for the court review. OK per commissioners.
Citizen Review Committee- Commissioners still are behind this and are continuing this into the process answered in response to Bischoff. No vote- just verbal support. Turner agreed and Thatcher said he hoped that when it gets to us at the end it’s a good solid ordinance we can agree to. How many meetings? He also said they will trying to get thru this depending on people’s schedule on that committee. Having to work around holiday and traveling. We were doing one a week- or maybe twice if needed. Turner and Thatcher were ok with that.
NEW BUSINESS:
Maintenance- Appointing Maintenance Supervisor.- Eric Hartman- retiring Friday. Kidding about calling him back. Jason Hornberger is the guy he hired, Jack of all trades - master of none- like me- per Hartman. <Laughter> He also hired his assistant- Amy Care ( sp?) who already works there- a self-starter. His resume stood out above everyone else. HAs the demeanor to do this. Told Jason to keep the hot spots cool. Assistant has a lot to learn. She is aggressive about fixing things on the spot- not waiting for others to do it.
Almost 40 years. Started when he was 28 and had 10 years experience working. He had 2 kids and needed benefits back then. The commissioners wished him a very deserved retirement and thanked him for his many years of experience. Over and out! And said- Get back to work. <Laughter>
Commissioners approved the 2 hires that Eric had talked about.
[NOTE: Eric Hartman has a huge amount of institutional maintenance memory. He’s the quiet one working in the background, who kept the wheels moving on the county campus. He will be missed.]
Health Board Appointment- Dr. Stephen Eliason, Bruce Canfield & Dr. Jill Tibbe.- Approved.
Dearborn County Redevelopment- 2026 Givaudan TIF Resolution-2026-015 - Mike Perleberg presented. Process started at Oct meeting- went to PC who approved this allocation area and now goes to you for your part. This is part of the incentives package and starts a new 25 year clock on just this parcel. This was necessary to secure their investment in Dearborn County. Approved.
