Vieste Writes Their Own Letter of Recommendation
The following is a letter drafted BY Vieste, LLC and delivered TO the County by Dick Robertson. They want the County Commissioners to sign this as part of their separation agreement.
The separation agreement has a clause, which states:
“Section 5. No Disparagement. The parties agree their determination to terminate the Service Agreement was mutual and the separation is amicable. As a result, each party will refrain from making any disparaging or derogatory statements about the other except as may be required by subpoena or in connection with any investigation by a law enforcement or regulatory agency. In addition, CLIENT will provide CONSULTANT with a letter of recommendation covering CONSULTANT’S services in form and content satisfactory to CLIENT.”
It is important to note that CLIENT is the COUNTY and CONSULTANT is VIESTE, LLC.
This letter was drawn up by Vieste and emailed to the County be printed on County letterhead:

RE: Letter of Recommendation – Vieste, LLC
To Whom It May Concern:
On September 12, 2006, the Dearborn County Board of Commissioners (“County”) engaged VIESTE, LLC to develop a Comprehensive Capital Program Management Plan for the County.
Phase I of the project included an assessment of immediate, mid-term and long-term capital requirements for the County. An audit of the County’s financial processes, along with alternative funding strategy recommendations, was developed and submitted by VIESTE and the County’s financial advisor. The comprehensive plan that was developed by VIESTE is a critical piece of the economic development in Dearborn County.
However, because of the lack of political consensus within the community, it was the joint conclusion of the entire team, including VIESTE, that more time was needed by County government to garner sufficient community support to ensure a successful Phase II implementation.
Phase II of the project was scheduled to commence after completion of the assessment. VIESTE and the Capital Program Management team were to oversee implementation and execution of all capital projects, including those identified during the Phase I study.
For the record, Dearborn County was very pleased with the deliverables and overall work performed by Vieste, LLC, and would enthusiastically endorse the use of the firm to others. The Dearborn County Board of Commissioners thanks VIESTE and its team for their time and efforts in furthering the interests of Dearborn County.
Sincerely,
Jeff Hughes, President Dearborn County Commissioners

It just keeps getting better and better and better...
How about a letter that states:
”We, the undersigned, dissolved and suspended our relationship, at a fast gallop, ahead of posse of angry taxpayers!!!”
Was this the sort of "Letter of Recommendation" that led to our County hiring Vieste?

What's this all about. Viesta et al are the ones who put,all together, put 2K dollars into the Linkmeyer campaign. Why'd they do that?
It all gets so wearysome.

Did a County Attorney even peruse this one-sided contract?
Or was it just too “pro-development” to turn down?
Land Title Attorneys love unrestrained development!
Thanks for looking out for us, Counselor!!!
I think that Vieste was doing the job that they were hired to do by the County. Vieste wasn't able to finish because people started throwing a fit over something they didn't understand. The study was going to be a comprehensive plan for possible future economic development. This study could have been used to help the County look at areas for possible commercial and industrial growth.
It is a shame that even a study can't get completed in this County. Whats next are you going to drive all the bsuiness away so I can't even buy milk in this county without having to drive to Cincinnati.
"Thanks for looking out for us, Counselor!!!"
Friggen lawyers!
Some folks produce wealth, some folks consume wealth, and lawyers just bounce around somewhere in the wealth transmission stream, creating ways to pick off other people’s dollars!
...throwing a fit over something they didn't understand.
This "fit," as you so phrase it, took place after the citizens and taxpayers began to fully "UNDERSTAND" what Vieste and their soul-mates at the DCEDI had planned for "their" County!
"It is a shame that even a study can't get completed in this County. Whats next are you going to drive all the bsuiness away so I can't even buy milk in this county without having to drive to Cincinnati."
You might want to alter your driving route.
Because, apparently, you have not traveled Hwy 50 between Aurora and Greendale.
Lots of milk, and other items, can be found along that stretch of road!!!
And if you hurry you might also see a hillside next to a flood plain, side by side, before the bulldozers refuel!!!
There is a lot of good to be said about being a "Bedroom Community." It is nice to have a peaceful place to come home to.
I'm sorry, if that does not fit into some folks' "business plans!"
But my vote is every bit as valuable as any realtor/developer's vote.
Sorry!
If the development that is already taking place in this County is not profiting enough of our realtors and developers, maybe some of the less successful ones need to take up massage therapy or anything that does not require my tax dollars!
"It is a shame that even a study can't get completed in this County."
It seemed to me, it was all but completed, but for the fact of cramming it down the throats of the public!
You are dealing with people who have either lived here their entire lives, or moved here, because they like the environment as it is.
Telling someone how this development is going make their lives so much better, when the reality that they see is made up of costly enforced sewer hook-ups and pastures paved over with asphalt, is bound to be a “NO SALE!”
Calling them ignorant and selfish, will not ingratiate them “more” to your side!
Some of us actually chose the rural lifestyle. Now we are being told we were somehow selfish for making that choice and for fighting now to keep and maintain our rural lifestyles.
Vieste is a joke and so are the commissioners if they sign this and send it back to them.
Vieste gave this county nothing, absolutely nothing and will be paid like they did. Who in the world is worth $300 an hour and not have to deliver anything? Nothing?
Again, if the commissioners sign this for them it just goes to show this County really is a sideshow for their circus.
The foolish trio signed a contract, basically holding our County liable if we speak ill of Vieste, no matter how poor a job they did or would do, short of the Courts having to get involved. Insult to injury, we have to give them a good letter of Recommendation!
Time to lose the other two of that foolish trio!
The only ones that you can blame for Vieste not finishing their work is you the public. You finally got your way so the project was stopped. Thanks to the NW Quad for wasting the tax payers money.
Now we know why Vieste did not want to support any candidate with a degree and some business sense!
Thanks to the NW Quad for wasting the tax payers money.
The ineptitude and incompetence exhibited by Vieste and the DCEDI as well as their many political stooges, played no part in this fiasco?
Just the citizens of the NW Quad, who were not even given the respect to be part of a plan, from the very beginning, that directly affected their community?
You are a real piece of work!
The bully’s bullying failed so he blames the bullied!
And was it the citizens of the NW Quad, who made those silly three commissioners sign this abhorrent contract?
"The only ones that you can blame for Vieste not finishing their work is you the public. You finally got your way so the project was stopped. Thanks to the NW Quad for wasting the tax payers money."
Call them the NW Quad- try forgetting they are real flesh and blood people with dreams and visions of their own. Maybe you can sleep better at night when you think of it as "just business."
JB
Who would even hire a roofer, where his contract for services, demanded a letter of recommendation, no matter how poorly he may perform?
The realtor/developer/banker/lawyers got their money's worth from their three little stooges!
Usually, it is the party who is trying to be retained to make the most concessions in a contract. Not the employing party, who is usually in the proverbial “Cat Bird’s Seat!”
But not with our “Development At Any Taxpayer Cost” Commissioners, Benning, Fox and Hughes!!!
What attorney allowed this contract to be signed?
It would seem that Benning, Fox and Hughes were the "anti-everything" candidates:
Anti-all-legal sense
Anti-all-business sense
Anti-all-common sense
Development is out of control.
The county is being developed in record numbers. New roads are putting a burden on the people of Dearborn County. Developments are being filed in record numbers at the planning commission.
Lets listen to what professional residents have to say about how to address this development wave for they know what is good for us. Please guide us to your utopia.
THIS LETTER READS LIKE IT CAME STRAIGHT FROM THE COUNTY ADMINISTERS DESK, THIS IS HIS MIND SET.
Lets listen to what professional residents have to say about how to address this development wave for they know what is good for us. Please guide us to your utopia.
Well, smartass, if you would have just "LISTENED" instead of trying to steam-roll all those who don't share your "vision" of this County...
...well, what could have been!
As future elections come and go, you will find yourselves with plenty more time to listen!
Lets listen to what professional residents
Hey, genius, there are professionals, farmers, tradesman and other hard-working citizens who are also residents, not a one would have signed such a "hair-brained" and "one-sided" contract, as you Einsteins did!!!
So, tell us again how much smarter you are than the rest of us!
Please guide us to your utopia.
Let us first guide you to a Contracts 101 course!
"for they know what is good for us."
No, you are confused. That was how you "development" folks carried yourselves before, and after, the NW Quad debacle.
You might want to better study the core attributes of the citizenship, next time, before you take it upon yourself to act in their “better interests.”
Maybe, we were not the "Rubes" you tried to characterize us as?
Try spending a little less time with the likes of the Bennings, Foxes and Hughes in County Government!
They lower the over-all grading curve!
Now we know why Vieste did not want to support any candidate with a degree and some business sense!
They also appreciated our corrupt attorneys and easily stroked narcissistic and self-important county administrator and other Dearborn County Republican flunkies.
It's fun pissing you people off.
Business will prevail and the county will completely be paved over.
It's fun pissing you people off.
Business will prevail and the county will completely be paved over.
Be content with your adolescent and imaginary bits of bliss.
Now that you are the laughing stocks of the county.
It will be a high hurdle for the next group of fools trying to put together a “more” asinine contract!
The idiocy will have to be first rate, first class to surpass this mess of a contract you idiots foisted upon the taxpayers!
Vieste writes their own rfq's and their own letter of recommendations...This just smells funny. But, "it's just a study".
"Vieste writes their own rfq's and their own letter of recommendations...This just smells funny. But, "it's just a study".
They pretty much wrote their own paychecks too!
They played our "gushing" and "weak-minded" commissioners like con artists playing gullible and unsuspecting “marks” on the boardwalk!
Since we have Ralph Thompson's signature t o this fake laudatory leteter one would have to surmise one or both of the following:
1. There was language in the original contract to prevent county officals from bad mouthing Viesta
OR
Republican stalwart Ewbanks warned the commishes of liable issues.
Perhaps no one read the original agreementr other than the Vista side. Do we have any one down there in L'Burg who can read????
Thsee Viesta boys had the Indianapolis law firm Ice Miller help their people with that lawrence Indiana water deal.
What's really neat about that is Ice miller was giving Dearborn County advice on TIF bonds!!!! So Ice Miller are our buddies also.
This was a time to retreat, too bad but we got screwed.

On September 12, 2006, the Dearborn County Board of Commissioners (“County”) engaged VIESTE, LLC to develop a Comprehensive Capital Program Management Plan for the County.

I have refused to sign this letter as presented.
Ralph Thompson, Jr. P.E.
Ralph, thank you for helping to usher in a new era of responsibility and accountability in County Government!
One shutters to think what taxpayer dollars and rights the “development at any cost” members of the DCRSD have or are willing to sign away!
"Lets listen to what professional residents..."
I am thinking this is the “charming” and “endearing” mindset and approach that queered the NW Quadrant deal?
You know, the old saying:
YOU WILL CATCH MORE FLIES WITH HONEY, THAN BY RANTING AND RAVING AND PISSING YOURSELF!!!!
For some reason there are few of you out there that that seem to want speak to county matters on my behalf. Being a resident of the county quit making comments as if you are protecting my taxpayer rights.
You are not my representative.
And then there are the realtor/developer/banker/lawyers and their political "bo-bo's" with their tax payer financed shadow government the DCEDI, who don't seem to think the rest of us should have a voice at all when it comes to "our" taxpayer rights or in the spending of “our” tax dollars.
When the government is your solution for everything- including economic development- you have already given up your freedom and rights - taxpayer or not. It's an attitude. Whether to let big brother decide what's best for us or not.
CC
"Being a resident of the county quit making comments as if you are protecting my taxpayer rights."
On this blog, you can address whatever rights you have.
This is not the “Development” controlled Commission or Council or Sewer Board or their silent partner the DCEDI.
Jim West seems to think he can speak for all of us, as continually uses the term the "Community" whenever he expresses the needs and desires of his narrow, myopic little group!
"or their silent partner the DCEDI."
I would have to disagree with you here!
The “Development” controlled Commission, Council and Sewer Boards have become the "SILENT PARTNERS" of the DCEDI!!!
For some reason there are few of you out there in the Dearborn County Republican Leadership, who seem to want to speak for all of us Republicans and know better than we who we should support for political office.
Last election, the Dearborn County Republican Leadership decided we really wanted Democrat Linkmeyer over our Republican choice of candidate!
You are not my representative.
But not for Ralph Thompson, the average "non-developer" citizen of this County would not have a representative.
Ralph works for developers. I do not understand what you are saying.
Ralph works with developers and the citizens.
He understands both side's needs!
You "everything-for-development-folks" only understand the needs of your individual bottom lines...to hell with anyone else!
If Ralph was involved at the launch of the NW Quad mess, he could have articulated the likely feelings of the citizens of the NW Quad and then maybe, their interests would have more respected from the very beginning and possibly there might have been a different outcome!
But Vieste and DCEDI chose to keep everything close to the vest, until, there were already realtors canvassing property owners to sell their property, before the very same property owners knew anything about this NW Quad plan!
Did any of these realtors trying to buy land in the nw quadrant inform the potential buyers that they may have had inside knowledge of the the DEAL? Or was Vieste and this DCEDI groups' goal to help the realtors make as much money as possible even if it meant the citizens up in the nw quadrant might be getting taken?
I meant to say potential sellers not buyers, sorry.
And how many realtor groups were up in the quadrant?
Fehrman and Red Apple that I know of.
even if it meant the citizens up in the nw quadrant might be getting taken?
Your taxes at work!!!
”Your taxes at work!!!”
Funny!
They spend our tax dollars while keeping the taxpayers in the dark until those our tax dollars are subsidizing can get the best deal from the kept in the dark taxpayers!
The level of such corruption leaves your head spinning!
The corrupt development faction of this County, who tried to muscle into all aspects of County Government, to influence and control all with their back room deals and serial meetings…
…have set back those who make up the honest, sincere and straightforward development industry, that is still a large part of our community…
…this corrupt development faction, has set back this “honest” brand of development decades!!!
Who would have thought that the ham-fisted, harrying and autocratic style of governance exhibited by our development stooges in local government, would not have been successful in places such as the NW Quadrant!!!
Maybe the DCEDI need to do another $300,000.00 study on how not to be absolute and unqualified pricks!!!
Run for office you dingdong.
Make a difference. Quit hiding behind the computer.
If I run and win the primary, will your side cry, try to take the ball home with you and run another stealth, covert and clandestine candidate whose only qualification for office is being yet another toady for you unrestrained style of development?
"Quit hiding behind the computer."
Quit hiding behind closed doors and serial meetings!
"Make a difference."
I think you will be unpleasantly surprised about the candidates who may be running in the next election cycle and where such election will leave your dreams of running (over) the County! The people are going to take back "their" government!
My question concerning all the tax dollars spent on the NW Quadrant:
What was the back-up plan if no one would sell their properties for this project?
And don’t you think, by including members of the NW Quadrant Community, early on in the process, would have saved many of our tax dollars? Did not Vieste, the DCEDI and their supporters in government, act as poor stewards of our money?
Or did the proponents of this deal have ideas of eminent domain actions?
The Dearborn County Republican Leadership’s disclaimer on all their Primary Campaign material and signage:
”WE VALUE YOUR PRIMARY VOTE, UNLESS YOU VOTE FOR THE NON-DCEDI-APPROVED CANDIDATE, THEN WE WILL RUN ANOTHER CANDIDATE IN THE GENERAL ELECTION, JUST TO SPITE YOU UNGRATEFUL SOBs!”
You forgot to add that the Dearborn County republicans will run a democrat in the general election!!!
Gotta love our bought and paid for local political apparatus!!!
Let's say- for the sake of argument- that the commissioners actually sign this letter at their next meeting.
That still doesn't silence the news media or the citizens. Anyone really wanting to check out Vieste only has to run an internet search.
Still- it would be hard to sign- in good conscience. Almost like perjury.
CC
Will somebody please tell me where all of this out of control development is happening in this county?
There is no development happening at all.
Almost like perjury.
I don’t know about perjury, but I would think it would make us accessories before the fact of Vieste’s next crime against the taxpayers of another, naive community!
There is no development happening at all.
None at all?
Could it be some of the developments already given the go ahead have to be continually halted because the developers keep ignoring the board approved plans of the projects?
As if the rules do not apply to them?
Or maybe some developers are hoping against hope for a reversal of their political fortunes and more Benning types of stooges are elected to office, who will just give them the County and all the County’s resources, everyone else be damned!!!
So you are agreeing that development is not happening in the county.
I am glad you finally see this and recognise it.
What should the businesses such suppliers, contractors, restaurants do to keep there businesses operating and the employees employeed?
”Could it be some of the developments already given the go ahead have to be continually halted because the developers keep ignoring the board approved plans of the projects?
As if the rules do not apply to them?”
For an example:
Consider some of the comments of members of the Planning Commission, concerning Villages of Sugar Ridge Planned Unit Development:
Feiss- I was here when this was presented- unfortunately- I thought it was a good product- but the few times I went through there I was appalled. We’ve given him control to do a project we approved and he’s NOT doing what we approved.
Hall- Everything is shifted- there are a lot more private roads showing up than originally planned.
So you are agreeing that development is not happening in the county.
Thank you for misstating my answer.
I don’t see a dearth of development.
And in those cases were approved development is at a standstill, because of the developers mis or malfeasance, well that is the developers problem, not mine.
And how much development is enough for you all?
You seem to want what took other communities 50 years to develop, to be done in a decade!
Now, your zest for development has become a political issue because of your heavy handedness and at least in the short term, you will be stymied.
Maybe you all need to hire better, more articulate promoters for your cause instead of dictators with their briefcases full of dictates for the rest of us?
And finally, the question has been asked: ”What was the back-up plan if the folks in the NW Quadrant would not sell?
In fact, it was the pro-development's zest "everything-for-development," that gave us this mess of a Vieste Contract. A contract that a first year business student would find humor in!
Development is slow now here and nerly everywhere- it's a buyer's market. Look at the amount of empty approved but undeveloped lots in our county. There's at least 5 year's supply out there in the county alone- not counting cities and their plans.
And while we're moaning and groaning about local's jobs- have you been to any construction jobsites lately? Look at the license plates and look at the workers. NOT LOCALS.
JB
Again, what should businesses do to stay in business if there is economic activity?
"And while we're moaning and groaning about local's jobs-"
The moaning and groaning is only coming from the realtor/developer's corner. Because of their entitlement mentality, the believe the entire county should just be assigned over to them.
Again, what should businesses do to stay in business if there is [sic] (no?)economic activity?
Where are all these businesses that are suffering so?
If the citizens of this county do not share your vision of vast development, will you continue to try to run "end runs" around them via your political goons?
And what was the back-up plan if the folks did not want sell their properties for your "much" needed development up in the NW Quad?
And what was the back-up plan if the folks did not want sell their properties for your "much" needed development up in the NW Quad?
”Maybe you all need to hire better, more articulate promoters for your cause instead of dictators with their briefcases full of dictates for the rest of us?”
With Jim West, when he is not dictating, he is hallucinating about what the ”COMMUNITY” seems to be telling him!
Jim West:
”He said there has been discussion from the ”COMMUNITY” wanting a comprehensive strategic economic development plan.”
There is no backup plan for the NW.
There are so many owners that are willing to sell, it's just you don't know it.
Yeah! Sure!
And Mr. Iida, of Honda, told you specifically that the NW Quad would be a great place for secondary suppliers!
You have already shown more than just a willingness to stretch the truth! Hell! You have shown a down right enthusiasm for stretching the truth to the point where it loses all elasticity!
I am amazed that do not believe that there are hundreds of acres of willing sellers?
They are just not telling you because they do not want to listen to you.
"No develop happening at all"
If this is the case I would fire Jim West. What has he done? He has a whole list of sites on the DCEDI website that are available and FOR SALE. Look at the old Biggs building, look at all the empty spaces across the road on highway 50. Seagrams hired back 65 people. WEST, WHAT ARE YOU DOING? Do you need to buy "cheap" land to put a feather in your cap? There is a lot of land for sale in this County and West can't fill it up. Fire him now!
"I am amazed that do not believe that there are hundreds of acres of willing sellers?"
Interesting, I see you glossed over completely your Honda Secondary Suppliers lie...
...a lie made public by David Iida himself!
“”Do you need to buy "cheap" land to put a feather in your cap?”
These “big time” businessmen cannot afford to buy business zoned land.
They need to pull their political strings and buy land zoned rural then have their little miserably mange infested bitches in government change the zoning after the fact!
The laws of "Supply and Demand" are not being met in Dearborn County.
The supply of Realtors, Developers, Bankers and Lawyers, far exceeds demand!
"They are just not telling you because they do not want to listen to you.
Just like all those Republican Primary voters really did not want Thompson over Benning?
There is no backup plan for the NW.
There are so many owners that are willing to sell, it's just you don't know it.“
Then, where was the big “Kum Ba Ya” press conference in support of the NW Quad initiative with all these willing sellers ?
Anonymous sure has a lot to say and I for one am glad to see it!
Its just a suggestion but...
...Try checking the "Other" button in the identity section and put some pen name or other in the name box. It should make it easier to follow the dialog of different voices.
Here is what needs to happen in this County: we need resignation letters from West, Hughes, Fox, Messmore and Ewbank. Let's start there and this County will get on the right path. If you need an explanation on each or all just read the meeting notes or go to a meeting. It will be obvious to you why these people are over paid based on their ability.
What ever happened with the "no forced sewer hook-up" letter the commissioners were sending DCRSD?
"What ever happened with the "no forced sewer hook-up" letter the commissioners were sending DCRSD?"
Don't be surprised if this was nothing more than a way to save Fox and Hughes' rearends considering the upcomming election.
Don't be surprised if Ewbank and Messmore sit on the Letter till after the election.
Snakes that they are!
ok cliff
ok cliff
Wrong again, peaches!!!
You development stooges just "cannot" read the public, can you?
We see the letter dictated by Viesta re essentially no recriminations against Viesta.
Well, if and when any of us hear of disparaging remarks made by the whole batch from Viesta about Dearborn county, citizens of Dearborn County and commissioner that Viesta tried to keep from being elected we must hold for neglegence the original signers of the contract with Viesta. Why did they not want protection for us such as Viesta is demanding for themselves?.
Why must Viesta need such assurances, wassa matter Viesta, where does it hurtcha, Huh.
Alan S Freemoond, Sr.
Jackson Township
Why did they not want protection for us such as Viesta is demanding for themselves?.
The rush and the scuttle by our local officials and their handlers, to have the taxpayers sponsor their fortunes, might have led to such an egregious oversight!
Or
Our local officials are just plain stupid!
The second option above says it all.
I'll second the second opinion.
We need more interested successful business type people running . The problem IS the successful business people want what we presently have in political power.
Things need to change(period)!
"Some" controlling "successful" people like the easily led dolts in power now!
Most of the "successful" people just want an honest, open and fair government...
...not controlled by one faction or another!
I think BOTH sides resist change.
"I think BOTH sides resist change. "
Both sides need to work out their differences in public.
This cannot be done by delegating authority to groups like the DCEDI.
Nor can these differences be avoided by sham proceedings such as serial meetings.
First they have to let both sides speak at meetings!
One side was not allowed to "speak" at meetings.
The other side did all their "speaking" outside of meetings. Outside the purview of the public.
Enquirer Business this morning-
Pernod Ricard moving up to 30 executives to HEBRON, KY in the Duke Building.
Where was West and DCEDI on this?
Where was West and DCEDI on this?
The DCEDI spent so much of their time trying keep information from leaking out to the public, that the "wall" errected to keep out the public also acted as a barrier to incoming information!
Thanks for the OTHER button on this and a Place to put our pen name. Much better than a string of anonymous postings.
Re the above: You might have a point there- the best salesmen the county has are its own residents. And they aren't being informed.
Problem is, that the DCEDI does not view the residents as partners.
Partners would not play dirty politics against other partners.
Partners would not try to cut off their partners’ voice in government.
Partners would not expect the other partners to have to expend thousands upon thousands of dollars, in sewer hook-up costs, to buttress the other partners’ profits.
This will never be a partnership as long as one side only sees the other as cheap and easily discarded tools!
Has the DCEDI ever even appeared to be "resident" friendly?
When was their last "open house" for the non-$5,000.00 dollar residents of this County?
I would imagine that the DCEDI would view 99% of the "residents" as "anti-everything" types of people.
Maybe, since the DCEDI folks so want to repeat the ”MISTAKES” made in places such as Warren County Ohio, or the Counties of Northern Kentucky, they should just hurry the process along and bulldoze the remaining hills in South Eastern Dearborn County into the Ohio River and create a land-bridge to Northern Kentucky!
