Dearborn4 December County Commissioners Meeting Notes
Present: Jeff Hughes, President, Tom Orschell, and Shane
McHenry
Also present: Gayle Pennington, Auditor, Teresa Randall, County
Administrator, and Andy Baudendistel, Attorney. Commissioner –elect Kevin Lynch
was in the audience.
OLD BUSINESS:
none
NEW BUSINESS:
Three OKI matters: The agreement with OKI as Baudendistel was looking into the
MPO funding etc. There are some issues that are pressing with the
municipalities and OKI also. The contract can be terminated at any time just by
a letter to OKI. She showed them the urban area boundaries for the MPO. In
order to get certain funds requires membership in an MPO. STP funds- CMAC funds , HWY safety funds etc.
require membership in MPO. The Greendale project at Stateline and US 50 is one
of these as is the cameras and message boards on I-275. There are INDOT funds
that hinge on this also. There is an updated map required from census 2010. The
3 cities got a letter from INDOT that states these cities can get funds from
the MPO and INDOT funds. This wasn’t clear enough so they got their areas
removed from the map so that no one would confuse the interpretation of the law
and so they will be able for the next 10 years to still get INDOT funds for
their big projects. She needs them to sign the map and also the agreement. The
map stays in effect for 10 years but the agreement can be changed at any time. Commissioners
signed the map and the agreement with Hughes abstaining on the map and voting
nay on the contract. McHenry said he attended the OKI meeting with the
municipalities also and they basically put OKI on notice that they are to pay
attention to the county and we will be looking at them to see that they do.
$16,537.00 is the fee for the contract.
OKI Citizen Appointment by Commissioners- Mayor Donnie
Hastings is the current member and commissioners decided to table this.
HIGHWAY DEPARTMENT:
Todd Listerman, Highway Engineer- $0 change order for articulated block in
floor of a structure that required a change of specs due to INDOT changes in
requirements for North Dearborn Road. Commissioners approved.
North Dearborn is open for the winter and will shut back
down again in the spring for work to resume when weather permits.
Tim Grieve, Highway Superintendent- 2013 road material bids
were all accepted by commissioners so they can pick and choose depending on the
area needing material. (Fuel, asphalt, aggregate)

AUDITOR: Gayle
Pennington- Nov 7, Nov 20, and Nov 26 meetings were approved by Commissioners.
Claims were approved without Hughes looking over them. The other two approved
and Hughes abstained.
