16 November 2020 Dearborn County Plan Commission Meeting Notes

NEW BUSINESS:
- Request: To make a determination regarding whether a resolution and an amendment proposal to the economic development plan for the West Aurora Tax Increment Finance (TIF) District area, as forwarded by the Dearborn County Redevelopment Commission, conform to the County’s plans of development. Applicant: Dearborn County Redevelopment Commission Site Location: Parts of U.S. 50 & Marsh Rd. Sections: Parts of 2 and 12 Township #: 4 Range: 2 Political Township: Washington Zoning; affected parcels: I-1 (Light Industrial) Size: 32.667 Acres
Mike Perleberg (One Dearborn) and Andrea Ewan (DCRC Attorney) were present for this item. Mark McCormack presented that the last time they had done anything in this area was in 2017. There was one parcel number that wasn’t listed in the previous TIF even though it was within the boundaries. That is being included tonight. Marsh Road and Randall Avenue area and the Kaiser Pickle property are on this. This has 95 parcels and 756.0206 taxable acres. They are adding 4 parcels and some of them are housekeeping items as noted above. The Kaiser Pickle addition is the new addition. The school board does not have to be consulted on this- but they did them the courtesy of letting them know about this.
Perleberg spoke to add a couple items. DCRC already passed their part. Your process is to insure that it is within the scope of the master plan. Then it goes to the Commissioners if this board passes it. The tax impact is minimal for the schools there. They were OK with this TIF addition.
Public Discussion was opened and no one spoke. The PC Board then closed. They discussed the item briefly. Hoog thought it fit in well. Lehman agreed. Ullrich also. Plan Commission acknowledged that the proposal from One Dearborn was consistent with the Master Plan. The Plan Commission agreed to the resolution. Passed and signed. [NOTE: Why is One Dearborn proposing this and not the DC Redevelopment Commission? Isn’t the DCRC in charge of TIF’s?]
2. Request: Primary approval to re-plat Lot 157 of the Villages of Sugar Ridge, a proposal which involves the creation of 12 residential units as well as waiver requests for: 1) a waiver to not construct sidewalks within the proposed development area; 2) a waiver to not install curbs and gutters for the proposed residential street, as required by Article 3 of the Dearborn County Subdivision Control Ordinance. Applicant / Owner: FT Golf Course Management Co. Site Location: Muirfield Pt., approx. 2000 feet from the northern Augusta Drive / Stateline Road intersection (on the eastern portion of Augusta) Legal: Sec. 13, T6N, R 1W, Parcel# 15-06-13-400-038.000-020 Township: Miller Zoning: Planned Unit Development (PUD); Residential Size: 7.514 Acres
McCormack presented- This is less than what could be allowed on this parcel. The developer wants to change this to be more consistent with what is along Augusta Drive. This is similar to Part 1 Muirfield Point that was approved before. This is about 1.25 units per acre less than the approved plan. This PUD has a requirement from the PC in 2006 to come to the PC for changes in its plan due to issues that were encountered earlier on in the development.
They want a waiver to NOT have sidewalks and instead continue a 10 ft wide multi modal path along the roadway that was approved in Nov 2017. There are also long term plans for trails in the county that may connect to this. The 2nd waiver is to not install curbs and gutters in the street as there are none in the other areas of the PUD, so this is consistent with the pattern in Villages of Sugar Ridge. If the replay is granted then the county needs to be able to maintain the drainage outside the proposed ROW associated with the Muirfield Point Road extension. This is a continuation of what was approved before this on that lot 156 part of property.
Hrezo Engineering staff was here to answer questions for the applicant. The multi model path ties into the golf path and to the cul-de-sac. The connection is not through Sugar Ridge Lane but back through the golf course. Letters were sent to the 3 adjoining owners.
No Public discussion- PC discussed this as a continuation of the previous approvals and wanted to be sure the path was to be done. PC approved the 2 waivers for lot 157 for FT Golf Course Management Co. as requested.
ADMINISTRATIVE- To review and discuss proposed ordinance amendments the Dearborn County Zoning Ordinance and the Subdivision Control Ordinance, and to discuss other administrative items—including updates related to Planning & Zoning staff activities and projects.
McCormack went over the zoning update project, gathering survey results and rough update maps. 43 surveys turned in. Board members who did surveys were eliminated. These surveys were well advertised. McCormack went over the survey results and comments. People were basically interested and were more interested in what will happen when there is a map drawn up.
They took draft info and tried to draw a map. Existing zoning map is pretty much the same as 1997. Except now it is in colors. Draft maps went thru GIS. Future land use map has more on it. They are looking to do more on the alternative maps. The purpose of the future land use map is to try and Pace and Place development. The consultant wants to meet and do workshops with the public. This may go out to Feb or Mar due to COVID surges. Board wants to have people feel comfortable getting out to participate. McCormack wants more data and better maps before he goes public also.
Next meeting is December 14.
Discussing electronic message signs rules for BZA and then have PC look at it. Nicole Daily will get the BZa to work on that.
