OLD BUSINESS
Sewer Disposal Ordinance-Tabled - per Baudendistel- 2 bills passed and Doug Baer is reviewing them and also the Building Dept- TABLED
Quit Claim- Properties in Bright Business District- Baudendistel- 4 lots from Commissioners being transferred to DCRC ( Redevelopment Commission) Approved and signed.
NEW BUSINESS
Owner Occupied Rehab Grant Opportunity- SIRPC- Patty Jackson- Mary McCarty presented -USDA released this and its due June 5th. There are over 35 families on waiting list. Typically their pair those with OCRA funds and they suspended the funding this year. If it comes back we will try to do that another time. Families must live in their homes and pay taxes. Income based. SIRPC is the applicant. She will do some in the summer and fall. They have a system for approval- 65 and older and lower income. Roofs, furnaces, water heaters, and ADA accessibility
are big items.Passed out info to commissioners. SIRPC handles this.
Election Update- Gayle Pennington, Clerk of Courts- had a really good day with experienced poll workers. Tech from Omaha came in and upload was in by 7:20. Added polling places in Greendale.This was the 3 city elections this year. If we open another center we need additional machines. This would require Council and hoping for 2 more for the main elections. Copies of drivers license must be submitted fir absentee ballots. Security is a big issue. They lock ballots up. Security is foremost in Secretary of State’s mind and also Homeland Security. We were very grateful for all the training sessions for the workers. Is there enough space to store additional machines?Yes she said. She’s bringing the election report back before meeting is over.
Ratify Signatures on Community Corrections, Probation, and Problem Solving Court
Grants- Steve Kelly- Director of Court Services Received $144,900 and the other grants 515371 Community Corrections $83.322, Probation $77725 JCAP, .About $126,000 Problem Solving Court. All approved.
County Engineer- Todd Listerman:
HWC PAMP Contract- for 2023 pavement assessment management plan.$21,500 NTE- Approved This is required for Community Crossings Grant Applications They often use interns trained in the PACER system Approved
2022 Highway Annual Report- Listerman said as required by state law they upload these reports on local roads and streets and bridges. This is the certification for that report. Last year we spent $11.3 million, In state funds we spent $4,336,000, Grants or casino funds $6,965,000. Going to Council to get next years . We have Community Crossings Grants, and other grants we get or NRCS that Tim Grieve gets for slips etc, Hopefully with the grants that Council has funding, They have always helped with the funding, maybe not the level I’ve liked but they keep helping. Approved the report.
Going to Council on the 23rd of May for funds.
Appointment to Cemetery Board= Sue Hayden- Cassie Blankenhorn resigned in March. Recommend ed by Cemetery Board - Mike Metcalf to be the replacement for Cassie. He has been attending the meetings and is interested. Approved.
Tax Sale Services Support Addendum- Rise in Cost- Connie Fromhold- said SRI does this normally for us- there is a rise in cost. Approved
Grant for Nursing- Health Dept- Commie Fromhold presented $59,662.89 Approved.
ADMINISTRATOR – Sue Hayden- nothing more.
AUDITOR – Connie Fromhold -Claims/Payroll and April 18 Minutes- Approved
ATTORNEY – Andy Baudendistel- nothing more
COMMISSIONER COMMENT:
Rick Probst: Lot of road construction so be careful. Congrats to Election winners. Particularly I want to thank the election losers. They gave voters a choice and that is what elections are all about.
Art Little- Even Abraham Lincoln lost some elections. Every road you drive ion there are all kinds of utility workers etc- Be careful.
Jim Thatcher - Agree reads getting better. And the other comments.
LATE ARRIVAL INFORMATION- none
PUBLIC COMMENT- Brian Ponsler- Indiana Farm Bureau. Dearborn County Farm Bureau is one of the 6 I work with in the area. Thatcher joined a couple years ago on a zoom meeting,. Thatcher reminded him that Russell Beiersdorfer represents the county- and he’s a good rep for years. Probst thanked them for the IN Broadband project. He left his card and some information.
