4 January 2024- DCRSD Board Meeting Notes

Also present: Jim Thatcher, Commissioner (who left half about way thru the meeting) and Rick Probst, Commissioner and Christy and Bob from Hrezo Engineering
Fehrman read the Public Access Statement as legally required.
Decided to wait on electing officers until Beiersdorfer arrives as expected.
Minutes: December 7th minutes were approved with an amendment of Guilford Plans FOR instead of FROM as suggested by Bob Hrezo.
Treasurers Report: none
Public Comment: Mr Madden- has a family compound on Justis Rd sewer expansion. (He’s about a month out from finishing the first house and it’s his mother in laws.) There is a Rule 25 issue there- regarding a period of 10 years for some money to be paid back to the original installers. Stenger thought it wouldn’t have to relate to this one which is a new line. Tying into these Crossroad (former LMH) utilities. Cline asked for a map of this as they need to see specifically what they are doing and what specifically is the request. It’s connecting to the line that DCRSD first installed and they have rights as first depositor. It’s in LMH’s territory. All the people hooked on are LMH customers. Frank Kramer- Badinghaus contributed $15,000 to the lines and he initiated it. The total coal was $134,000. Christy has a nap and will send it to the board via email. Madden can proceed with construction because this is just about reimbursement issues.
Russell Beiersdorfer arrived at this point- 5:20 PM.
Election of officers: Stenger said he had a discussion with Renihan and he is willing to continue as President. Baer is still OK with secretary. Fehrman is staying as VP and Secretary. All approved to stay the same.
Project Updates: Christy updated-as below.
Guilford- Christy- still in design and wrapping its up and the Firehouse will get a tap on Main Street. They will have to lateral to that. The neighbor on the other side of the Firehouse elected to do a septic instead. Too much expense for him. Still trying to get water to the sewer plant as it has a sink there. Probably a well or cistern.
Kramer- has not heard back from the Railroad to go under the tracks. They need an easement from Ray Fox. He is to get back with him by this coming Monday. Of we cannot reach agreement they need appraisals. This is a small 20x40-ish size easement. It’s near the one he also has for the gas company. Kramer was authorized to move forward on appraisals etc IF he does not get an amenable offer. Board was willing to offer $1,000.
Cline is there any other public notice required on this if the rest of this is finished as discussed.We need to review a draft of what the notification was going to be before we get to this stage. There will be mandate that the sewers will be installed and the people need to know that they have to pay for the electric panel and the connection from the grinder to the home. Some older homes need more electric than they have in the electric box. We need to make them aware of this as soon as possible per Baer. Cline- we also need to get Brock back in here to talk about the rates.
High Ridge WWTP- IDEM letter was responded to. Also - High Ridge plant does not have a water line to it.

Dillsboro- Lake Dildear— Christy 95% complete on the survey. Also need to be sure they don’t hit anything on the way to the plant. Cline is trying to get with Watson the attorney. Christy needs to know if they can use ten easement thru the subdivision. Checking to see if there were any vacations out there. They board remembered 2 but they are not in her line. The paper ROW is way she wants to use to make a loop and come out by the BP station. Stenger- send it to Beaker- Dave Jeffries in the surveyors office- to get the info. Bob Hrezo- gathering info on they lift station at West Harrison- but there is still a question about who is going to maintain it. Kramer said Harrison maintains the line and the lift station has the line in it. If they said they wanted to have the system. If they dispute any of this - then have them come in and meet with the board. Baer said that he is willing to meet with them and Steve Renihan on this. Frank Kramer should be there too.
New Business: Fehrman- said he has a lot of pumps that have thermal protection to shut them down. Robert Lischkge installed a Meyer pump and it burned up in a place that has little water use. Finally the breaker kicked off. They want Christy to get this in the specs for new pumps.
Also trying to get pumps installed - about 20 almost that are stored over 1.5 years.
Stenger- Emails came out that old checks need to be cashed. He has lost them -or never got them. They were put in the folder and if you weren’t at the meeting it goes back to office. Some others had that issue. Going to ask the accountant about what to do about the missing checks and also the ones from even 2 years ago.
