 9 July 2024 Dearborn County Redevelopment Meeting Notes


Present: Jim Deaton, Chairman, Dave Deddens, Jim Helms, Mark Dole, and Daryl Cutter (non- voting school board member)

ABSENT: Jim Mansfield


Also present:Sue Hayden, county administrator and minute taker, Anthony Smart, attorney, Connie Fromhold, Auditor and DCRC treasurer.

EXECUTIVE SESSION @ 8:00 a.m. 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC 5-14-1.5-6.1(b) (4) (A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivisio

 Memorandum for Executive Session- The DCRC board verified that the board only discussed what was advertised as stated above.

 Action from Executive Session- 

1. Board approved for Mike Perleberg to apply to work with READI in West Harrison TIF district prior to their July 31st meeting.  

2. Board approved 26 acres in W. Harrison TIF to get appraisals.


Approval of Minutes for June 11, 2024 Meeting- Approved 

HOUSEKEEPING:


Claims: $3,980.00 to Smart Law, LLC for March-June billings; $1,520.00 to Drake Lawn for mowing Aurora 5 times, Bright 2 times, W. Harrison 4 times and Lawn repairs in Aurora; $12,500.00 to One Dearborn for Second quarter billing and $4,320.00 to Bayer Becker for portions of Task #4 & # 6       Total: $22,320.00 Approved 

Financials – Review

OLD BUSINESS:

Bright TIF- Deaton said they had previously discussed the establishment of a TIF in Bright area. They have been provided with a declaratory resolution to establish the Bright TIF. Anthony had not brought a copy of it- but Perleberg had. It goes to the PC for hearing and the Commissioners and then back to DCRC . Resolution # 2024-DCRC-003 was approved and signed. 

Property on Campus Drive by Hospital-there is a field there that is going to need attention. Board approved Drake Lawn Care to mow that about twice a year. It is the 2ndary site for the helicopter to land for the hospital. Smart is going to check on the license agreement. Perleberg is checking on the highway dept mowing it also. 

Bayer Becker Updates- Mark Rosenberger trying a letter to see how effective it might need to be for the 10% match of cost for the I-74 Ramp project. 

Task #6 Business Park Dr and Professional Park Drive need to be accepted and they need to be finished up. He will provide costs after talking to Todd Listerman. 

NEW BUSINESS

Connie Fromhold requested to have BakerTilly do TIF Neutralization- Approved to do that again this year.  

2025 Budget- Sue Hayden- kept budget the same about every year. Marketing fees moved to Professional expert. Turned in on Friday as due then. Most items are paid out of TIFs. $75,000 is in there and mostly was the attorney fees. Billing is increased with Smart per Ewan. TIF can pay for billing if related to those districts. TIF budgets need to be turned in to the state. This is a new requirement for TIFs. It is included in Baker Tilly’s budget. It has to be approved in December. Smart and Perleberg will tae a look at that and get back to them. Approved the  2025 BUDGET

ONE DEARBORN REPORT:

Perleberg- Bright TIF requirement- needs a tax impact analysis. Would you like Baker Tilly to perform this. This is a statutory requirement to establish the TIF. Needed by the public hearing. Takes about 30 days in the past. This is needed to be done now. Approved.

Also June 18 - Suzanne Crouch, Lt Governor, announced OCRA Stellar Pathways Finalist - Dearborn County is one of 4 Finalists. Greendale mayor  and Dillsboro Town Council Chairman and the  County Commissioner President are in this. Will find out in January 2025 if we win.

Cushman Wakefield - July 24th is monthly check- at 9 AM- virtual meeting  in- he wants to know who wants to jump in on it. Smart volunteered.
