6 NOVEMBER 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Alan Goodman, and Rick Probst
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

NEW BUSINESS
Brief on election process and outcome- Wendy Beatty, Clerk of Courts- she had election business to complete still and will report at the next meeting per Thatcher.
Ratify Quote for Well Cover at YES Home- Amy Phillips, Executive Director- It’s done and she brought pictures. Also brought pictures of the patio and downstairs renovations. Phillips is excited for when they will be able to introduce that to everyone. Commissioners were pleased with the improvements. $4,750 was ratified for the quote by Commissioners.
2025 Purdue Extension Contract- Liz Beiersdorfer, County Extension Director- Liz said the increase was 3% which was less than the past years. This is separate from rental agreement. It is a services agreement. Approved and signed.
Approval of Stormwater Technical Standards for MS4- Sandy Whitehead, MS4
Coordinator- Dennis Kraus, Nicole Daily, Kyla Dick, Potter Soil and Water, and Andy Baudendistel.
Kraus, Jr. spoke to the meandering of creeks and how to mitigate water hazards.It creates corridors to these and it’s an optional requirement for MS4. He was concerned about people’s property rights. He wants to research this first. 3 more meetings per Andy Baudendistel before Jan 1. Thinks they should table until Commissioners review the 130 pages hey have in email. Tabled for now.
Sandy Whitehead - also had sent them a timeline so they know where they all are in the process.They purchased iWork’s ( sp ?) - the same access to permitting software and will be used for enforcement as planning and zoning, highway and building inspector’s office use.This will keep them approved of where they are in the process.
Redaction Services and Support Agreement- Joyce Oles, Recorder- this allows her programming vendor to get rid of Social Security #s from any items sent out from the office. Lengthy discussion on the types of records needing this and how far back the SS #s have been redacted from historical documents too. Approved the $5,000 from the perpetuation fund
Bid Awards- Todd Listerman, County Engineer:
Small Structure #213- Lower Dillsboro Road- 4 bidders - Lowest was $439,111.75 for McAllister Excavating from Patriot IN. Approved by Commissioners.
Bridge #58- Wilson Creek Road Rehabilitation. -$435,000 LOWEST BID from Dave O’Mara. They are keeping the $7,000 in it for traffic control there. (Rohe Paving had withdrawn their bid as they found they had a substantial error in their bid )
FPBH contract - for observation and testing for Bridge #58 Wilson Creek for $48,240 and for $27,800 NTE for Small Structure #213 for Lower Dillsboro Rd. Approved.
Sneakville Rd Federal Aid project will be let next week, and Bridge #215 will be let also. - So 3 major bridges under construction in the county.
Hope to hear on Community Crossings this week or next. They wanted to wait till after the elections.
Almost $15,000 was awarded thru INDOT to paint all the RR crossings in the county.
And another little project Thatcher wanted him to look into is on his radar still.
2025 Claims and Payroll Schedules- approved.
2025 Meeting Schedule- new commissioner wants to have some input on this per Thatcher. Tabled until first January meeting so Duane Bischoff can have some input. TABLED.
Aurora Life Squad EMS Representative Appointment- Probst wants to send it back and ask them to adjust it so that the Commissioners can appoint one representative OR a Commissioner. He did not want it to have to be a Commissioner. Approved to send letter.
ADMINISTRATOR – Sue Hayden- nothing
AUDITOR – Connie Fromhold -Claims/Payroll and October 15th Minutes Approved.
ATTORNEY – Andy Baudendistel- has ARPA agreements. Convention. At Auditor’s $150,000 and 627,000 and just over $750,000 are contingency funds. They want to be sure not to lose these funds . They will have these amendments approved by DCRSD and then go to Council Nov 14th who will then agree to expending County funds in that amount back to DCRSD. This secures we do not lose any ARPA money. Approved and signed.
Baudendistel contacted Bill Ritzman and Carl from DCHospital transition committee trying to get these properties transferred and the reports etc signed in the future. Hoping to get that all closed out.
COMMISSIONER COMMENTS- Probst- thanked the election workers and volunteers for absentee board. Averaged 500 /day in early person voting. Good turnout. Congratulations to LHS Girls Soccer team on state championship.
Goodman- nothing.
Thatcher- watched election results until 3:30AM - thinks we will have about 80% turnout here.
