15 APRIL 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
EXECUTIVE SESSION @ 5:30 IC 5-14-1.5-6.1(b)(B) Initiation of litigation or litigation that is either pending or has been threatened specifically in writing. As used in this clause, "litigation" includes any judicial action or administrative law proceeding under federal or state law.
MEMORANDUM OF EXECUTIVE SESSION- Baudendistel- had the boat certify thatchy only discussed what was advertised. Approved.
ACTION OF EXECUTIVE SESSION- Baudendistel is to negotiate on the matter they discussed.
OLD BUSINESS
Cemetery Board - open 5-yr term position - continued tabled- no recommendation yet. Tabled again til May 6th.
NEW BUSINESS
Jason Sullivan, EMA/EMS Director:
Ratify Signatures on Disaster Declaration due to flooding - Approved
Level Orange Travel Advisory due to roadways closed etc. - Approved
Per Baudendiatel- The Governor declared a state of disaster in parts of the state including Dearborn County.
Cross Parking Easement Agreement- Baudendistel- pertains to the transfer of hospital property to St. Elizabeth. The apt building for CMHC is staying with the county, because they lease it from the county for $1.00. The other parking lot is used by everyone- but the maintenance of the parking lot with the apts and panhandle is the county’s responsibility. Approved.
Amendment #1 to the 2025 EMS Contract with Lawrenceburg Fire Department- Mark Fette contacted Baudendistel as this is to satisfy State Board of Accounts. Approved.
Ordinance 2025-002 to Amend the Subdivision Control Ordinance- Nicole Daily, Planning Director- These changes are regarding MS4 and tech standards that came into them on Jan 1. This will also go thru the zoning ordinance to reflect that MS4 material later. This got favorable recommendation from the Plan Commission.
Reminded them of the Master Plan update workshop here April 24, 2025.
Discussion Regarding Secondary Public Safety Access Point- Kevin Turner- This was discussed over 10 years ago and he wants to revisit this with EMA and 911 Board. He wants to bring back their findings to the Commissioners. Jason Sullivan and Kris Heitmeyer agreed. Approved to revisit getting a secondary safety access point in case of emergencies, floods, etc.

AUDITOR – Connie Fromhold -Claims/Payroll and April 1st Minutes- Approved
ATTORNEY – Andy Baudendistel- nothing more
COMMISSIONER COMMENTS: Turner- proud of all the workers during the flood.
Thatcher- Close to 90% on response times now. Was concerned about Manchester - but they are doing great. Very proud that is happening,
LATE ARRIVAL INFORMATION: Hayden- April 13-19. Professional Public Safety Telecommunications Week- Thanked Kris Heitmeyer 911 and gave Kris the proclamation that Baudendistel. Approved and took a picture
Gov. Braun has done this for the state as well.
