28 April 2025 Dearborn County Plan Commission Meeting Notes
Present: Dennis Kraus, Jr., Chairman, Russell Beiersdorfer, Jeff Hermesch, Mark Lehman, Jake Hoog, Jim Thatcher, and Eric Lang
ABSENT: Joe Vogel and Dan Lansing
Also Present: Nicole Daily, Planning and Zoning Director, and Andy Baudendistel, Attorney.
Baudendistel read the Title VI statement as legally required.
ACTION ON MINUTES- March 31, 2025 Minutes- Approved (Beiersdorfer abstained as he was nor at that meeting)
OLD BUSINESS: Britton Rezone will be tabled again for the April meeting- Tabled as the applicant has not been able to get needed info in yet. TABLED till May 27th Meeting.
NEW BUSINESS:
Request for a waiver of the panhandle separation requirements to act as road frontage for a new buildable lot. The property is owned by James and Pamela Monnig and located along Beneker Road and Kidd Lane in Kelso Township, Parcel #15-02-10-300-080.001-010-
Dennis Kraus,Jr removed himself from the room as he was involved in the surveying. Mark Lehman took over the meeting as Acting Chairman.
Nicole Daily, Planning Director gave the summary of the property particulars.
Mark Lehman asked several questions and it turns out it was supposed to take place under prior ordinance. It did not get done.
Jeff Stenger -surveyor - presented for the applicant. He also explained why it was a unique circumstance. This is cleaning up a situation and they chose the method that the Planning Office thought was best.
No PUBLIC wanted to speak on this. There were several people in the room who were here to listen to the case.
The panhandles are not for access- it’s just to satisfy the ordinance requirements for this.
Lang motioned to approve the waiver at Kidd Lane and Beneker Rd in Kelso Township. Beiersdorfer seconded. Approved unanimously.
ADMINISTRATIVE:
Have had minor subdivisions with private streets without the asphalt. Some are just an easement on the plat.
Some were set up as a shared lot owned by all in the subdivisions. Stenger said that he didn’t think this option met the old and current ordinance.
The board agreed- they did not like the second option as it was not clear and created problems for taxation. Nicole used Grand Oaks as an example and Kraus said there were ways to annotate this to show it clearly. They should be using easements and maintenance agreements in the ordinance. Decided.
Had the first master plan update workshop on April 24th. About 20-25 people showed up. Got 15 surveys in. Trying to notify more people. 14,829 property owners in the county. Cost is $8,304 to mail postcards. ( Expense issues) She wants to run 30 sec commercial on WSCH and a small tile ad on website. This could take them to the county website. This is one way. $675 for each month. 3 times during the day. Run for a month. They can use the county’s Facebook page also.
Discussion about the number of items on the next agenda. One is an appeal.
