 21 May 2025 Greendale Special Council Meeting Notes


Present: Mayor Vince Karstetter, Erin Marqua, Brett Hamilton, Mike McLaughlin, Kurt Mollaun,  Richard Steuer. 


ABSENT:Ryan Goode and Dave Hall 


Also present: Anthony Smart, Attorney and Becky Lyons 


Discussion prior to UDO passage for Bob Folke and Harlan Burlage with farm land Greendale annexed in 1997 - 

Anthony Smart gave them certifying letters. The letter does show Farm uses in the Suburban Residential Zone that they are in. Smart did not want record the opinion he’d issued in the letter. These letters were to certify that the new ordinance allows them to continue to farm on their properties that were annexed. It also states that their heirs and/or other parties that may purchase the farm are covered for farming also. The letter does not guarantee that further legislations or zone changes might be in the future.Smart told them they would be notified of any zone changes in the future. 


Board passed the 2025-05 Ordinance approving a  loan agreement and promissory note LBB- 2nd reading- Approved.


Board passed the 2025-07 Ordinance Unified Development Ordinance - 2nd reading - Approved. 


Council approval to Reallocate the Riverboat Roads Project Funds. - $175,000 - discussion of Community Crossroads Funds. Oakey cannot be paved without being excavated. 

Questions on Re-opening Tennis and Pickle Ball Courts- subsurface issues trying to redo this while it it wet. Big problems with all the rains this year. Linda Cromer- explained the money issues with getting it done. $49,000 is the high number. $43,900 is lower number without fabric. 3 dimensional cellular system was a really high number. $62,300. There was also an old skating rink under it.

Approved moving the Riverboat Revenue Project Funds. 


Nicole Daily- Dearborn County Planning and Zoning- with Grace Klare sp? intern for Tree Canopy Assessment. This fellowship pays for it. Assessment of the area  and includes 100 trees and 3 year maintenance program. This would have cost about $140,000. Map of the areas to assess.  Grace is a McKinney Climate fellow thru IU. From Aurora. Bulk of her work is to look at data collection. Hoping to get 100 trees planted throughout the 3 cities. 

Data collected can help each city decide to add more perhaps. Ridge Avenue to Highway 50 is the permissible area to plant for Greendale on their map. 


Land Consultants have surveyed Ridge Avenue for Community Crossings -and part of this is to locate utilities. It will be added as a layer to GIS in the county.


Mayor Karsteter said they are auctioning vehicles at Lutz Auction. Combining with Lawrenceburg on this. 

Planning for fishing derby- need 250 pieces of candy from each council person.
