April 17, 2025 Minutes for DCRSD Meeting

 The following are the official minutes from the previous DCRSD Meeting, as I was unable to attend. CBM 

DEARBORN COUNTY REGIONAL SEWER DISTRICT 

April 17, 2025 5:00 PM 

Roll Call: MEMBERS PRESENT: Brett Fehrman - Vice President & Secretary Doug Baer - Environmental Health Jeff Stenger Russell Beiersdorfer 

ALSO, PRESENT : Mike Hrezo, Hrezo Engineering Christina Harlan, Hrezo Engineering Brian Roth

 Russell Beiersdorfer, Reading of the Voluntary VI Public Involvement Survey. As a recipient of federal funds, and in the support of Dearborn County’s efforts to ensure nondiscrimination and equal access to all citizens, the county gathers statistical data regarding participants in county activities. Therefore, we have provided a Voluntary Title VI Public Involvement Survey at this meeting. You are not required to complete the survey. However, the form is anonymous and will be used solely for the purpose of monitoring our compliance with Title VI and ADA. 

MINUTES Russell Beiersdorfer made a motion to approve the April 3, 2025 minutes with the correction to eliminate: Grantee shall not be responsible for odors originating from the Dillsboro Treatment Plant. This may require odor equipment on the part of the Grantee’s sewer line off of the Grantors. Seconded by Doug Baer. All in favor. None Opposed. Motion passes 3 to 1. Jeff Stenger abstained. 

TREASURER'S REPORT Doug Baer is still working with Boggs & Race. The meeting was rescheduled until after tax time. Financial reports to come after meeting with accountants. 

SBOA -Russell Beiersdorfer made a motion for the DCRSD to adopt the Internal Controls, Resolution 1-2025, to approve this whereas a meeting of the Board of Trustees of the Dearborn County Regional Sewer District was held on April 17, 2025 on which a meeting quorum was present and whereas the Board of Trustees of the Dearborn County Regional Sewer District desired to adopt Uniform and Internal Control Standards for the Indiana Political Subdivisions. Now therefore, being resolved that the board of Trustees of the Dearborn County Regional Sewer District hereby adopt as policy the Uniform Internal Control Standards for Indiana Political Subdivisions as expressly written and published by the Indiana State Board of Accounts in September of 2015, as amended from time to time. A copy of which is attached here to incorporate within exhibit A will be approved today. Seconded by Jeff Stenger. All in favor. None Opposed. Motion Carries. All members of the DCRSD will sign the document.

 PUBLIC COMMENT: Brian Roth expressed interest in extending the main line 700 feet to Mallard Lane. He inspected septic at 10827 Mallard Lane. This home is interested in hooking into the sewer. The other homes on Mallard Lane will be notified to see if there is more interest in the area. Brett Fehrman made a motion to have the engineers work on an estimate extending the line. Russell Beiersdorfer seconded the motion. All in favor. None Opposed. Motion Carries.

 PROJECT UPDATES: 

GUILFORD: Mike Hrezo met with Meinders and EarthTek. A revised schedule was handed to the board members. Mike also reported that the railroad insurance is completed and valid for a year. The line is in progress. Discussion of a receiving station took place. Automatic system, keypad for operator of truck and camera systems would be options, plus a meter to charge. There is not a letter with the homeowners responsibility on file.

 HIGHRIDGE WWTP: Capacity was discussed. Christina Harlan reported there is capacity for all current and non connected residents. Vacant lots with no structures have no capacity fee. The plant is designed for 40k gallons per day. If residents hooked on early the cost was $5500. Currently the charge is and will be $7500. Double wide on High Ridge needs to be checked as a potential customer. 

TEXAS GAS ROAD PROJECT: Nothing to report. 

WILSON CREEK PROJECT: Nothing to report.

 HUESMAN RD & COLE LANE: Nothing to report. 

WEST HARRISON TIF/STONE TRUST UPDATE: Nothing to report. 

SCENIC RIDGE/148 SEWER/OUTER DRIVE: Nothing to report. 

STATE LINE RD: Nothing to report. 

SERENITY RIDGE, TRANQUILITY COURT: Nothing to report. 

MOORES HILL: Nothing to report. 

DILLSBORO-LAKE DILLDEAR: Frank Kramer reported that the SEI Data easement is still in progress. Frank Kramer gave the board members the proposed easement, emails, and replies of Tony Clark. Doug Baer made a motion to accept the amended easement that was received on April 17, 2025 at 3:38pm. Jeff Stenger seconded the motion. All in favor. None Opposed. Motion Carries. 

NORTH HOGAN RD ISSUES: Project complete. 

NEW BUSINESS: Jeff Stenger has been working on the RFP rough draft. He will be taking input from the Board and Doug Price on items to be listed in the RFP. Discussion of a few items to add were: 811 ability, up to date mapping, GIS, check pressure on lines, working with engineers and office staff. 

OFFICE UPDATES: Kelly Shelton made a reminder to update the Users Agreement. Boyce Software has not answered questions submitted yet. Salary Ordinance was questioned, if in progress. 

CLAIMS: Jeff Stenger made a motion to approve the billing adjustments of 21.86 for James Nickolas. Seconded by Russell Beiersdorfer. All in favor. None Opposed. Motion passes. Jeff Stenger made a motion to approve the $4,848.75 claim for Guilford bills. Seconded by Russell Beiersdorfer. All in favor. None opposed. Motion carries. Jeff Stenger made a motion to pay operating claims $2,541.47. Seconded by Russell Beiersdorfer. All in favor. None Opposed. Motion carries. Jeff Stenger made a motion to pay the Lake Dilldear claims of $92.50. Seconded by Russell Beiersdorfer. All in favor. None Opposed. Motion carries. 

DISCRETION OF CHAIRMAN: Brett Fehrman thanked the members for attending the meeting.
