AGREEMENT
This Agreement is executed by the City of Greendale (“Greendale”) and the Valley Rural Utility Company (“VRUC”) in order to facilitate the provision of wastewater collection, treatment, and disposal service for unincorporated Dearborn County and in order to provide water service for VRUC’s customers. This Agreement is premised on the following recitals:
A. Greendale is a municipality in the State of Indiana. Greendale provides sewer collection and treatment service and water treatment and distribution service in and around its corporate limits.
B. Wastewater collected by Greendale is treated at the South Dearborn Regional Sewer District (‘South Dearborn”) plant. Pursuant to a contract among South Dearborn, Greendale, the Cities of Lawrenceburg (“Lawrenceburg”) and Aurora (“Aurora”), and Pernod Ricard USA (Seagrams), the contracting parties Greendale, Lawrenceburg, Aurora and Seagrams each own defined capacity in the South Dearborn treatment plant. A copy of that contract is attached hereto as Exhibit A (the “South Dearborn Contract”).
C. VRUC is a public utility and a sewage disposal company pursuant to I.C. 8-1-2-89, possessing certificates of territorial authority (“CTAs”) to provide sewage disposal service in certain unincorporated areas of Dearborn County issued by the Indiana Utility Regulatory Commission (“IURC”). VRUC is also a water utility.
D. VRUC’s most recent sewer CTA was issued pursuant to an order of the IURC issued July 6, 2005 in Cause No. 42673 (the “Expansion Territory”). The Expansion Territory is shown in yellow on the map attached hereto as Exhibit B. Greendale is presently providing sewage utility service to the Sugar Ridge Development in the Expansion Territory, but the balance of the Expansion Territory is presently unserved. Unless Greendale provides the treatment capacity, VRUC is incapable of providing sewer service to the Expansion Territory. Greendale has sewer facilities in the immediate vicinity of the unserved portions of the Expansion Territory, and the Expansion Territory lies within the area to which Greendale is lawfully authorized to provide sewer service.
E. For the most part VRUC’s sewer service consists of service to the platted subdivision known as Hidden Valley Lake (“HVL”). Except for a few customers who are already connected and being served as of the date of this Agreement, VRUC’s existing service area (the “Existing Service Area”) is shown in green on the map attached as Exhibit B. The Existing Service Area does not include the area shown in pink on Exhibit B except to the extent of customers who are already connected and being served as of the date of this Agreement. Treatment for wastewater collected by VRUC is provided through Greendale at the South Dearborn treatment plant. At one time this service was provided pursuant to an agreement with Greendale, the term of which has since expired. Since the expiration of the term of that agreement, such wastewater treatment service has been provided by Greendale to VRUC pursuant to Greendale’s schedule of sewer rates established by ordinance.
F. Greendale and VRUC desire to enter a new agreement specifying the terms under which Greendale will provide for wastewater treatment service to VRUC and providing for the provision of sewer service to the Expansion Territory.
G. VRUC also provides water service to its members in HVL and a few existing customers located outside HVL, and Greendale provides water service to VRUC for a limited time pursuant to a Settlement Agreement dated October 31, 2005, between the parties. The parties desire to extend the duration and further define the terms for such water service.
NOW THEREFORE the parties agree as follows:
1. For a period of thirty (30) years commencing from the date of this Agreement, Greendale shall provide sewer service to VRUC for all wastewater collected by VRUC in the Existing Service Area (the Existing Service Area shown in green on Exhibit B plus other customers who are already connected and being served as of the date of this Agreement) pursuant to the following terms:
(a) For the entire 30-year period, VRUC will deliver to Greendale at the current point of interconnection all wastewater collected by VRUC in the Existing Service Area.
(b) Greendale shall charge VRUC for all wastewater delivered a rate of $2.18 per 1,000 gallons, which rate may be changed from time to time by ordinance subject to the following limitation: any changes to the rate will be made at the same time Greendale changes all of its sewer rates based upon volumetric water usage and must be made in the same percentage as Greendale changes such rates generally applicable within the corporate limits of Greendale.
(c) For all new connections or new construction or remodeling of existing construction producing additional wastewater flow in the Existing Service Area, VRUC shall pay the Greendale system development charge per equivalent dwelling unit pursuant to Greendale Municipal Code § 53.15(B).
(d) The service provided pursuant to this paragraph shall be construed as a requirements contract. During the thirty (30) year period, VRUC shall not displace the wastewater treatment service provided by Greendale under this paragraph by building its own sewage treatment capacity or contracting with any other person or entity for wastewater treatment service to the Existing Service Area.
(e) VRUC shall not deliver to Greendale quantities of wastewater in excess of Greendale’s capacity to accept, treat, and transport such wastewater.
2. VRUC agrees that VRUC and all VRUC customers shall be subject to such sewer use ordinances that Greendale may adopt on a nondiscriminatory basis and which are consistent with the definition of “Sewer Usage Ordinance” in Sec. 1.35 of the South Dearborn Contract and with the requirements of Section 4 of the South Dearborn Contract.
3. For a period of the longer of (a) twelve years from the date of this Agreement or (b) with respect to each Subdivision (as defined herein), when that Subdivision has been annexed into Greendale, VRUC shall be the wastewater treatment provider for the Expansion Territory exclusive of Sugar Ridge Development (the “Subdivisions”) pursuant to the terms of this Agreement. Each “Subdivision” within the “Subdivisions” shall refer to each particular platted subdivision development within the Subdivisions. VRUC shall provide such service only pursuant to the terms of this Agreement and shall not serve the Subdivisions through any other means. Developers of the Subdivisions shall construct sewer lines, pumps, valves, appurtenances, and such other sewer facilities necessary to serve the respective developments and connect them to Greendale’s existing sewer lines. To the extent recoupment and/or reimbursement may be owed to other customers and/or developers related to the facilities to which such sewer facilities will connect, the Developers must agree to pay such recoupment and/or reimbursement. The design and construction of these sewer facilities shall be subject to Greendale’s reasonable approvals. Upon completion of construction, the ownership of the sewer mains, pumps, valves, appurtenances, and other sewer facilities to serve the respective developments will be dedicated by the developer(s) to Greendale, subject to a lease of such facilities to VRUC for a period of the longer of (a) twelve (12) years from the date of this Agreement or (b) with respect to each Subdivision, when that Subdivision has been annexed into Greendale. Upon such dedication and acceptance, Greendale shall commence serving these customers directly as the agent of VRUC. No rent will be owed by VRUC or otherwise for such lease, but VRUC will hold such leasehold interest pursuant to this Agreement throughout the period of the lease as set forth in this paragraph. Upon the termination of the lease, these customers shall become direct customers of Greendale and VRUC shall no longer have the right to serve them.
4. Greendale’s sewer service to these customers in the Subdivisions will be commensurate with the service and level of service Greendale provides its own customers. Greendale shall be responsible for all aspects of service, including maintenance, repairs, capital improvements (as necessary), customer service, billing, and collecting of payments. The treatment capacity to serve the Subdivisions will be provided from Greendale’s capacity in the South Dearborn treatment plant. The wastewater flow from the Subdivisions shall not be subject to the volumetric rate provided in Paragraph 1.(b) of this Agreement.
5. Throughout the term of this Agreement, VRUC’s generally applicable schedule of rates as approved by the IURC shall apply to service provided to the Subdivisions. Greendale shall bill and collect from customers in the Subdivisions VRUC’s rates and charges so approved for VRUC.
6. For all new connections or new construction or remodeling of existing construction producing additional flow in the Subdivisions, VRUC shall pay the Greendale system development charge per equivalent dwelling unit pursuant to Greendale Municipal Code § 53.15(B).
7. As compensation for operating and maintaining the system and providing service on a contract basis to the Subdivisions as provided herein, Greendale shall receive the portion of the receipts from customers in the Subdivisions which is equivalent to the rates and charges that would have applied and been collected as if the customers were direct customers of Greendale. On a daily basis, Greendale will deposit all funds collected from customers in the Subdivisions into an account in VRUC’s name with a financial institution in Greendale or Lawrenceburg. On a monthly basis, Greendale shall provide a report showing all funds collected, the portion of the funds collected which represents Greendale’s compensation hereunder, and the remainder which is VRUC’s portion. Within five (5) days of receipt of such report, the VRUC shall transfer to Greendale the portion which represents Greendale’s compensation hereunder as shown on such report. If VRUC fails to pay the amount shown, Greendale may provide thirty (30) days notice to terminate the lease provided in Paragraph 3 of this Agreement. If VRUC has not paid in full by the conclusion of such thirty (30) day period, the lease shall be terminated immediately, the customers in the Subdivisions will become the direct customers of Greendale, and VRUC shall no longer have the right to serve customers in the Subdivisions. In addition to authority to terminate the lease for nonpayment by VRUC, Greendale may offset the amounts due and owing by VRUC against the daily deposits of funds collected from customers in the Subdivisions pursuant to this Paragraph.
8. Pursuant to Ind. Code § 36-9-22-2, Greendale’s contract with the developers of the Subdivisions for the construction of the needed sewer main extensions shall include on behalf of the developer and the developer’s successors in title the waiver of the right to remonstrate in a future annexation by Greendale. The contract will be recorded by Greendale before the sale of lots by the developer. Before being permitted to connect, any customer served by these mains must also waive the right to remonstrate in a future annexation by Greendale.
9. For so long as Greendale is providing sewer service to VRUC, VRUC agrees not to seek to provide sewer service to areas outside the Existing Service Area (shown in green on Exhibit B together with existing customers who were already connected and receiving service as of the date of this Agreement) and outside the Subdivisions as provided herein and not to seek additional or expanded CTAs from the IURC without Greendale’s consent. Greendale will consent to the provision of such service in the area shown in pink on Exhibit B but only pursuant to the same terms set forth in Paragraph 3-8 herein as apply to the Subdivisions. This term shall survive the expiration of the thirty-year period set forth in Paragraph 1 herein and shall continue thereafter for so long as Greendale provides service to VRUC at the conclusion of such period.
10. For a period of thirty (30) years from the date of this Agreement, Greendale shall supply and VRUC shall purchase all of VRUC’s requirements for water to be supplied to VRUC’s existing customers and VRUC’s future customers within HVL. Such service shall be provided at a rate of $1.08 per thousand gallons through October 31, 2007. The rate will change to $1.11 per thousand gallons effective November 1, 2007, and again to $1.15 per thousand gallons effective November 1, 2008. After October 31, 2009, the rate shall be the lowest volumetric rate in Greendale’s rate schedule as established by ordinance. Thereafter, such rate may be changed at such time as Greendale changes all of its volumetric rates for water service and in the same percentage as Greendale changes its volumetric rates for water service generally applicable within the corporate limits of Greendale. Greendale shall not have an obligation to deliver quantities of water in excess of its capability to deliver water to VRUC. In the event of a shortage of water supply, supply may be limited to VRUC on the same terms as such supply is limited to all Greendale customers. VRUC shall be responsible to maintain its own system to maintain minimum pressures and fire flows which VRUC considers to be necessary and adequate. Greendale shall only be obligated to provide water to serve VRUC’s existing customers and VRUC’s future customers within HVL and shall have no obligation to provide VRUC water to serve customers in any other location. VRUC shall not extend its water lines within HVL to serve areas outside HVL. The service provided pursuant to this paragraph shall be construed as a requirements contract. VRUC shall not displace the water service provided by Greendale hereunder by constructing its own source of supply or contracting with any other person or entity for water supply. VRUC may, however, make provision for a redundant source of supply for emergencies or water shortages and shall be permitted to utilize that redundant source of supply as necessary in order to flush lines connecting to said supply.
11. Greendale shall not be liable for an interruption in water or sewer utility service occurring due to circumstances that are outside Greendale’s reasonable control or occurring absent gross negligence on the part of Greendale.
12. Greendale shall be the owner of the water and sewer meters that measure the water and wastewater flow for purposes of the volumetric rates provided in Paragraphs 1 and 10 of this Agreement. Greendale shall have the right and the duty to test, repair and replace such meters in its discretion. Not any more often than once every 12 months, VRUC may request that Greendale test either or both meters. When a meter is found to be inaccurate by greater than 2%, the meter shall be repaired or replaced by Greendale as necessary. Bills for service to VRUC shall be corrected for the period of the inaccuracy, but not for more than one year, by using flows measured from a comparable period.
13. At the conclusion of the thirty (30) year periods provided in Paragraphs 1 and 10, the parties may negotiate new agreements pursuant to terms that are mutually acceptable. In the event new agreements are not negotiated for water and/or sewer service, VRUC may continue to receive water and/or sewer service pursuant to rates and charges duly adopted by ordinance by Greendale for all customers of VRUC who are connected and receiving service as of the conclusion of such thirty (30) year periods. Greendale shall have no obligation to supply water to or to receive wastewater from customers of VRUC who were not connected as of the conclusion of such thirty (30) year periods.
14. Neither party shall have right to assign its interests under this Agreement without the consent of the other party.
15. Each of the undersigned represents that he is duly authorized to execute this Agreement on behalf of the respective party.

You need to check your crystal ball again! The senior four have avoided negotiations with Greendale, so how can they get any credit?
Not only is the "Old Guard" holding out for an 8 times more expensive (to HVL residents) contract, but at this point, a contract that is not even in the theoretical or hypothetical realm!

I've been told that this is an offer that was submitted by Greendale around the middle of July.
There have been two revisions to it since then. That's what's called "negotiating"!
Let the 2 negotitate and come to an agreement. Then I don't know what you'll do with all of your spare time.

Any negotiating taking place now is not to get the residents a better deal, but to get a few local developers a better deal, regardless of where that leaves the residents.

Hope after hope that the DCRSD rides in to save the day, with a contract 6 or 7 or 8 times the price of Greendale’s offer, but a deal that will give local developers the best chance to make a buck at the expense of HVL residents!

The last revision dealt with an exit clause that could be initiated if the DCRSD became viable.
Even with "viability," the DCRSD would still be at least seven times more expensive than Greendale.
So what is the VRUC holding out for, other than the slim chance the DCRSD could still step in and permit unrestrained development outside of Hidden Valley on the Hidden Valley Resident's dime?
Let us not discount the little extras that come with a contract with the DCRSD!
Not only would HVL get much higher rates, they will get the sage advice of sewer "Grand Poobas" such as Brett Fehrman, Rodney Dennerline and the always wise and development "Kiss Ass" expertise of Secretary Vera Benning!

So SDRSD members have created a sewer entity that they can each feed into.
Each of these three entities (L-bg, G-dale, and Aurora)surround the sewer plant. All sewage coming to teh southern part of the county has to flow through pipelines in their cities.
This sewer plant is located on a lrge enough body of water to handle the outflow.
Now where else in the southern part of the county does any such body of water exist?
Any other plants built will be severely limited in size and SAFETY by the creeks they try to dump into.
Why would we build not one but TWO more sewer plants on Tanners Creek upstream from SDRSD? (One in Guildford and one in near Trackville Road by St. Leon)Woolpert suggested these in tehir report and IDEM apparently thinks these creeks are able to handle it because of their color of line on some map that they have.
And yet RESIDENTS know these creeks are essentially DRY at times and overflow at others. Where does the sewer plant store the water when it can't be safely diluted?
Perhaps we need to do some thinking- and VRUC and DCRSD need to get realistic.
SDRSD has site,technology, and infrastructure. They have a good price.

The driving force behind the VRUC, the DCRSD and those folks up in St. Leon, is not to try to find the best price for utility customers nor is the public health anything but a passing consideration!

(The VRUC has arrogantly refused to sign a sewer service contract with Greendale since 2002! The state mandates Greendale to service VRUC no matter what! After the VRUC refused to sign a water contract with Greendale in about 2005, Greendale turned off the water and let Tri-County Water supply HVL which when a pipe ruptured caused dirt in our lines. The state forced a contract between Greendale and VRUC, but it is only for a limited time after which VRUC has to find another source for water unless a contract is signed between Greendale and VRUC.)
The VRUC is dragging our community name through the mud. Our community has grown successfully over the last 30+ years and is still growing and needs assured services. We didn't need a sewage disposal plant at the entrance of our community on Alpine. We do not need our local utility service which is run by HVL property owners to be sold to an outside entity such as DCRSD. We do not need our money being spent on gouging lawyers.
We NEED guaranteed sewer and water services for our future and the use of our money to repair the failing sewer infrastructure. We have a wonderful private community, but we must provide proper management to keep it that way.
Have a conscience - if not all of you senior 4, at least one of you!
Stand up and support what you know is right for HVL's future!

As you well know, VRUC has a CTA to serve Georgetown Road between State Line Road and the Golf Course entrance. It is against the law to ignore that CTA.

Nothing wrong if both sides agree and it is totally legal and it protects the interest of both sides.
Greendale should be able to get rate increases as costs goes up and HVL residents should be protected from excessive increases. Also, since VRUC is a "NOT FOR PROFIT" corporation licensed in the state of Indiana, it must obey the requirements set forth by the IDEM and IRUC. VRUC can not ignore CTA's issued by the state of Indiana.

The Courts have determined and the IURC has concurred, adminstrative rules that lead to hardship and absurdity should be avoided.
Not only is the "Old Guard" being absurd, the hardship to the residents of HVL would be extreme.
But Sammy and Jeff don't care.
They just want to hold on to their "cash-cow!"
Of course they can get CTA's changed- that's what lawyers are for. If that's the only problem- then someone is being SILLY.

The Expansion Territory is shown in yellow on the map attached hereto as Exhibit B. Greendale is presently providing sewage utility service to the Sugar Ridge Development in the Expansion Territory, but the balance of the Expansion Territory is presently unserved. Unless Greendale provides the treatment capacity, VRUC is incapable of providing sewer service to the Expansion Territory. I am not a lawyer, but this looks to me like Greendale is telling VRUC to abandon this CTA. I think that is illegal.
Okay, then add a clause that VRUC must transfer or sell the CTA to Greendale and Greendale will pay VRUC for the facilities owned by VRUC.

He was willing to sign first iteration which required VRUC to purchase water ONLY from Greendale and Greendale put a limit on the amount supplied which was far short of our daily usage. Do you want to stop washing your car, shower every third day, don't flush your toilet until someone did a #2. No Thanks!

Jack Arduin, Stan Beeler and Bob Ziegler have already voted for this contract. In July, Greendale said that the contract above was the final offer from them - and that's what they meant. Jack is in no way causing a delay!
Anyone who researches the background of L. Parvin Price will learn of his close association with IDEM and IURC. VRUC winning the CTAs instead of Greendale in 2005 was a below the table win. VRUC had no way to service the CTAs and still they were awarded them. Who paid who or who owed who a favor. How much did VRUC have to pay for L. Parvin Price's services for this scam. Yes, just as we thought Bittner did'nt show up; he was the one who apposed the contract. That was in the cards! After all invisable Price was alive at VRUC meeting. Sammy still thinking she is still on the B.O.D. spoke out of order as always. She said, it's a fact, that if we sign this contract we would be in for a lawsuit. HA HA President said prove it. She said, she will! (more smoke screening by the pro.) Then not being on the agenda, she starts handing out papers to the B.O.D. and getting on her soap box, trying to make her last desperate attemp to stop the contract. You can tell after this performance, she was acting on behalf of, know other than invisable attoney Price (VRUC power of attoney) who just got his $20,000 check this month from the VRUC. (Sammy guess that was your feebee for the month, feel used yet Sammy? )VRUC President Wanting for all B.O.D to be present to discuss contract. (Bittner being the hold up, concerning 300ft. of pipe on Georgetown rd.) The contract went to executive session. Will the real HERO PLEASE COME FORWARD. The pump at beech finally being repaired, Zigler's, pollution readings at his dock should improve! We have alot of had work ahead of us in repairs, but can be accomplished,given the opportunity to clean up our act. This 30 YEAR contract gives us HVL members just that, A golden opportunity to improve our quality life and save our property values. How can you blame Mr. Bittner for holding out when the President didn't even call for a vote? From what I heard at this meeting the concern is whether to sign the contract and fight the lawsuits that MAY occur because the contract gives Greendale the athority to say who VRUC hooks-up. That might be discrimination.
Aren't we smart enough to have both sides get their legal advise on what is being signed before we sign it and then face possible lawsuits. It seems that a simple review of this one particular section that is causing the concern would be cheaper then fighting a lawsuit because Greendale said we can't hook someone up.
Jim and Linda Maupin stood up at the meeting and quoted almost word for word what has been repeatedly said a million time on this blog. Now we know who is helping spread these lies. Linda also has entered a comment, anonymously of course, at 1:54 pm on Aug 15 repeating again word for word what she said at the meeting. When all this started some time ago she said the "old guard" vote not to accept the contract . Now she said Mr. Bittner was the one holding out. Come on Mr. and Mrs Maupin, which way do you want it? She also stated in an earlier comment that the contract that was posted was Greendale's final offer and the "old guard" was not negotiating another offer. Well, I heard the president say that "there has been several revisions to that contract lately." That makes the Maupin's comment about the posted contract being the final contract a lie, or else it shows their ignorance...you decide.
I've seen the names of Maria LaRosa, Doc. J, Jack and Stan in these comments, now it seems we have to add two more name to the list of FOOLS.
Let the Board members do their job. I didn't see Maria or Tommy LaRosa's name or Jim or Linda Maupin's name on the canidates list when VRUC had their election. If you have all the answers why didn't you run for office? As someone said earlier....why don't you now just shut up!!!!

When you revert to calling various people "fools" and using the phrase "shut up" -- you weaken any possible validity of your arguments. You are showing your frustration.
This is a good sign for the HVL residents who are anxiously hoping that the VRUC Board will finally get the above contract signed with Greendale and the VRUC will be able to begin to constructively repair infrastructure within HVL and also have an assured long term contract with a helpful neighbor. There can be a better day once we get working on our problems. Sewer infrastructure needs constant attention - fixing, upgrading, building .... It's a job that never ends but can get easier when it's given correct continual attention.
Your problem concerning Georgetown Road has to be for your own benefit. Any existing residence with a failing septic system is already assured sewer service. Only person who might sue is YOU. Threats to be sued are minor compared to the necessity of attending to the requirements of the recent Agreed Order from IDEM that is being enforced by the Indiana Attorney General.
We could all have a bit more respect for Jeff and Sammy if they would just drop charade that this little dance of theirs, together, is about OUR welfare and not just about THEIR financial welfare!

It has been along haul but well worth it. The new V.R.U.C. Leadership,( President Jack Arduin ) proves that was just what the doctor ordered for the H.V.L. Residents; The 30 year contract, that could never be accomplished in 10 years, do to the continuing conflicting of interest of the B.O.D. personal projects. This has come to an end on Sat. August 18,2007 the contract was signed and delivered to Greendale S.A.P.
Now the V.R.U.C. members can rest in peace. No more unnecesary $18,000 doller studies outside the box.The road to recovery is here,no more cover ups. The 30 year security of water and sewage is the best payoff HVL could hope for. We are confident the leadership will repair our failing system. We are very proud of new drive the V.R.U.C. President has, along with his amazing talent to negotiate contracts. We feel we are in good hands for the first time in V.R.U.C. history. We feel the future looks very bright for our commuity as well as the relationship with our surrounding communities.

Heard that Armbrecht is maybe buying a property on Georgetown Road (maybe Bittner is the realtor) and that is why they both chose to abstain from voting to accept the Greendale Contract due to conflict of interest. They had some issue as to how the Greendale Contract would handle the Georgetown sewer hook-up or whatever.
This Georgetown Road sewer pipe needs to be clarified to all. Who owns it, what was/is the agreement, how did it pertain to failing septic systems, how did it pertain to new residences, who all is hooked to it, etc. ????????

I have stopped by the VRUC office on several occasions to ask questions about information posted on this blog. I have found Teresa to be professional, courteous, and willing to answer questions that she has the ability and authority to do so. I’m sure she would do the same for Sammy as well as the vicious person who posted the above message. This is so typical of the anonymous messages posted here.
I suggest the blog master require people to register and sign their names to each message.
This would guarantee “Freedom of Speech” and eliminate the unfounded slanderous messages posted by a few mean spirited people.
It is the anonymity that encourages the free flow of ideas and information.
Anything else would just relegate this blog to nothing more than “sanctioned” press releases of the powerful few.

It seems that "septic tank failures" always occur about the same time a developer buys up property around existing property owners on septic systems and desires to force these existing property owners onto the developer's sewers to help cushion the costs of the sewers for the developer's projects!

This blog came about, in part, because the local county governmental bodies restricted the speech of everyone not a realtor/developer. Blog is good idea.
Further, anonymity protects the not so politically connected from the politically connected! If you speak the truth, from what do you need protection?

Tjaw, why are you so insistent on swiping at the beaten down "little guys" posting on this blog when you have greedy and insatiable “predator” realtor/developers that you could be targeting who are trying to pick the taxpayers’ remains clean?
Look at the “anonymity” the DCEDI provides for those who use our tax dollars for the benefit of few self-proclaimed "movers and shakers" for their County-wide personal developments and projects!
This little blog does not cost the taxpayer one thin dime!

Then watch all the expensive stumbling blocks they can throw in front of you if you simply want to build an outbuilding on a 200 acre parcel of land!
The same Health Department that has been completely co-opted by local realtor and developers and would gladly OK 800 houses on that same parcel of land, at the expense of all the property owners surrounding this housing development!

Doug Baer of the Health Department is chomping at the bit to make existing homeowners' homes, surrounding Brett’s subdivision, un-saleable, with his unbelievable and astonishing eagerness to force such homeowners onto Brett’s sewers!
I feel so sorry for those folks on 50 if Brett and Doug have their way! Imagine trying to sell a home in this slumping real estate market with the added burden of another $10,000.00 to 40,000.00 tacked onto the price, just because Brett refuses to do the right thing and pay for his own sewers! In such a situation, Brett could sell his new homes at prices tens of thousands of dollars below those older homes surrounding his development!
I wonder if Brett is telling potential buyers for some of his existing homes he has listed on 50, that if he gets his way, these homes are going to cost these potential buyers another 10 to 40 thousand dollars in the near future?
The good people of Hidden Valley Lake don't know how lucky they are to have ducked the bullet of a VRUC and DCRSD collaboration!

Rodney Dennerline would have found a way to latch on to HVL's dollars to provide his trailer park with an unending revenue stream, before one dime of that money went to the benefit of HVL residents!
I see ole Rodney has not changed!
I had one and only one dealing with him back when he was a commissioner.
Suffice to say, I was forced to go over his head to fix a property dispute problem one of Rodney's buddies was causing my family!
Dealing with Rodney is like dealing with a throw-back to a more, uncivilized, good ole boy era!
And if you were not one of the "good ole boys," you were screwed!

In small communities people obviously feel the need to be protected. For some it's just innate shyness. For others they worry about offending their neighbor's or their children's friends.
There are other who fear for their jobs or their businesses. What if they oppose the bankers and then need a loan? What if they oppose an attorney and the attorney sits on the bank board?
They list can go on and on- people are funny- politicians and their supporters are even "funnier." Watch them- they talk as if they are friends- they act like they are backing you- and then behind the scenes they are grooming someone else to take your place.
Can't wait to see how Hughes fares with these vipers in the next commissioner race. Wonder who they are grooming to run against him?
Wasn't the DCRSD formed to fix and take care of High Ridge's sewer problems...
...and the only person to date who was truly "taken care of" was Rodney and his Trailer Park?
The blog is a wonderful thing for our community. It gives the people of our community the opporunity to express themsleves and to be heard. This blog has helped the good powerful people conquer the corruption of our society. To get the truth out before its to late to stop wrong doings. The truth can be backed by facts; but lyies can not. Thanks to all that were involved in making this blog possible.

No, it just tarnishes that poster's image.
Bittner and Sammy may be self-serving opportunists, but that does not mean the rest on or connected with the VRUC are the same!
