21 March 2023 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Art Little, and Rick Probst
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
PUBLIC HEARING on Reestablishment of Cum Capital Development Fund. Introduction of Ordinance to Reestablish Cum Capital Development Fund under IC 36-9-14.5 pursuant to IC 6-1.1-41
Public Discussion Opened and Closed as no public wanted to speak about it. (There were 2 people in the audience besides the newspaper and myself)
For a $300,000 home is $11 or $12.45 if not a Homestead property. Per Thatcher
Mason Parris was honored by the Commissioners with a proclamation for all his achievements in state wrestling 330-19 win loss record. As NCAA champion and athletic success at University of Michigan. Pictures were taken by the paper and County.
OLD BUSINESS
Sewer Disposal Ordinance - Tabled
Animal Control Director Position- Steve Hostetter is now the official Director of Animal Control. Approved. Commissioners also directed him to share news- both good and bad with them - to keep them in teh loop.
NEW BUSINESS
ARPA Grant Agreement with Hogan Water Company- Baudendistel presented this and the money will be transferred to Hogan Water and the County will then monitor it. They will agree to appear to Commissioners and Council to give reports. Hogan Water already signed it and the Commissioners signed it tonight. This is a 15 month project so it will be completed by the ARPA deadline in 2026.
ADMINISTRATOR – Sue Hayden- update on teh windows. They are in house and cleaning the existing stained glass. They will start on Circuit Court installation and they ate working with Judge Negangard on scheduling that.
AUDITOR – Connie Fromhold -Claims/Payroll and March 7th Minutes approved.
ATTORNEY – Andy Baudendistel- Summons and Notice of Appropriation of Real Estate - complaint for appropriation of real estate - Condemnation- This is along SR46. We just have to indicate that we have no objection to the project. Baudendistel will handle this.
City of Lawrenceburg will transfer their square of property to the county. Seig Surveying will handle the transfers to us and back to the utilities with etc new description from Seig along with the panhandle access. There is still an agreement with Mental Health on that property too to be settled.
COMMISSIONER COMMENTS
Probst- Health Depot Gott $50,000 Grant to each of 3 schools for Covid . April 4- Mary voting at courthouse for the 3 cities elections.
Little- A fellow from Dearborn County having a National Championship (Mason Parris)- thankful for that.
