 21 January 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Duane Bischoff


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


Marc Emral, Register and Tamara Taylor, Beacon were also present.


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

Boards for new District 3 Commissioner (Continue Tabled- until caucus selects commissioner)

OKI - new district 3 Commissioner TABLED

Emergency Management - new District 3 CommissionerTABLED

Justice Reinvestment Advisory Council JRAC- new District 3 Commissioner TABLED


2025 Meeting Schedule- TABLED


Citizen Boards-

911 Communications - Derek Stevens- pending approval by Alliance after Jan 8th meeting- 4 year term - Approved


ADDITIONAL MEMBERS TO BOARD, APPOINTED BY MAYORS:  Anthony Smart and  -Austin Woods for Aurora (1-year term initially, then 4-year)- TABLED to get other mayors approvals first. 


Alcohol Beverage Board - Tom Smith - 1 year term- Approved


Cemetery Board -open position 5 year term ( Continue tabled)


NEW BUSINESS


Board Appointment - DCRC- Redevelopment Commission- Jim Deaton, Jim Mansfield, Tom Tepe and Daryl  Cutter- TABLED until 3rd Commissioner is present at MONDAY Feb 3rd Commissioners Meeting, 


2025 Litter Initiative- Celeste Calvitto- Saturday March 15 alternative date for March 8- Logan Area- parts of Whites Hill and North Dearborn Rd- Approved


Soil & Water District Updates – Matt Jarvis, John Kruse and Matt Simpson- Jarvis introduced info on conservation processes this year, the watershed program and how it helps highway funding repair slips. Kruse talked about the new jeep and returning the old one to teh county. Also talks about their annual meeting and the March 9th one at the Liberty Theater in Lawrenceburg . Simpson talked about taking Kyla’s position and he is taking over as Coordinator for MS4 monitoring stormwater prevention, construction practices, etc. He has met with Sandy Whitehead- the county MS4 director too. 


Travel Advisories- EMS Director- Jason Sullivan- Approved for the snow issues earlier this month


2025 Juvenile Doctor’s Contract- Dr Daniel James Barkdoll - $19,000/year paid quarterly -Approved.



ADMINISTRATOR – Sue Hayden:


presenting for Todd Listerman, Highway Engineer

2025 Pavement Asset Management Plan Agreement- HWC engineering for NTE $21,500. Driving all the roads to assess. Approved.

Lower Dillsboro Rd. Slide Phase 2 Project Consultant Contract- American Structurepoint for $349,356.07 80/20 project- Approved.


Facebook page for County- Duane Bischoff, Sue Hayden, and Ramsi Nusibeh worked on this. It’s a virtual bulletin board and not there for comments. It’s for info only and won’t have a comment section. EMS Contracts- discussion of all the EMS and First Responders. This apportioning is using the Hanifen Recommendations. This is $3million-  a significant increase from $800,000 last year. No one gets their money til they send their signed contracts. Approved 


Knights of Columbus Prayer on the Square Request- This Friday Jan 24 at 10 AM by the Veterans memorial. Approved.


Barnes and Thornburg State Legislative Relations Agreement - $5,000/month for 6 months in session and $3,000 per month for the out of session time. $48,000 for them as  lobbyists. Approved. 


AUDITOR – Connie Fromhold  -Claims/Payroll and January 7th Minutes - Approved


ATTORNEY – Andy Baudendistel- Contract for Carl Fryman  doing Weights and Measures- already certified. He will also do Building Inspections on an “as needed” basis. $22,000.is the cost. He will use county vehicle for this purpose only. One year contract.Approved. 


COMMISSIONER COMMENTS- Duane Bischoff- drafting a letter to local businesses so they have something in place so their employees know what to do during snow emergencies. They will post this when finished on the County Facebook page.

Thatcher - welcomed Duane for being on board, He said he should have done that last meeting,
