27 January 2025 Dearborn County Plan Commission Meeting Notes

Present: Dennis Kraus, Jr., Chairman, Russell Beiersdorfer, Jeff Hermesch, Mark Lehman, Vice Chairman, Joe Vogel, Jake Hoog, Dan Lansing, Jim Thatcher, and Eric Lang

Also Present:  Nicole Daily, Planning and Zoning Director, and Andy Baudendistel, Attorney.

Baudendistel read the Title VI statement as legally required.

ELECTION OF OFFICERS- Board approved the same slate of officers as last year.

ACTION ON MINUTES- November 25th Minutes- Approved

ADMINISTRATIVE:


Presentation by OneDearborn for the Harrison Brookville Access Management Plan- Mark Rosenberger of Bayer Becker Engineering presented.He is giving a high level view of this as he thinks it is going to be addressed in the Master Plan review. Introduced Etta Reed sp?She is a Principle of Bayer Becker and Engineering Dept. She talked about Access Management and looking to where they will properly space the access points in this area in the West Harrison TIF area. Mark knows of some parcels that are considering this area. Mark then showed the Farmer Property and some of these areas. They are showing 2 stoplight points with Moore Drive and talked about RR - Genessee Wyoming-  and INDOT having to be at the table if this gets approved. This is a tool that you are going to have .Also communicating with INDOT on the on ramp there also. Etta suggested that they do traffic studies when this is entertained. Beiersdorfer suggested making the entrance to the interstate longer. He sees semis stacked there. Rosenberger said INDOT has video of that. They think they will use this for the Master Plan update this year. 

Nicole Daily said- This is one of the studies and the 2019 Housing Study they have done taught might need to be in the comprehensive plan.She plans on having then back when they get to the Transportation Element of the Comp Plan Update.  


Discuss Update to the Comprehensive Plan through 2025, workshops for public involvement, surveys, completed studies or plans to be included, separate Bright Overlay Zoning Districts, etc. 

Workshop Dates for Comp Plan Update planned in the Lobby and Commissioners room for Thursdays from 6-8 PM on April 24, and June 12. 

They have started the paperwork and graphics. They will discuss some things to prep at their regular March meeting. She has a 78 page document about what is minimum things needed for a comp plan for them. Providing links to Old Comprehensive Plan online also. 

Overlay District for the Bright TIF area will be new to this Comp Plan. Thinks it will work sell in Bright as it is different than any other more urbanized  area of the county. If you think of any other areas that would need this she wants to know. Like maybe teh area between Greendale and Hidden Valley…. 


Review, discuss and recommend changes to the Zoning Ordinance, Article 8—Floodplain

Regulations (waiting on State Review)- Best regulations are still being used by the state. They don’t have State review yet. 


MS4 Ordinance and Technical Standards started January 1, 2025—This will cause some changes

within the Zoning Ordinance and Subdivision Control Regulations that will need to be discussed. Nicole Daily said it came down to Aurora, Lawrenceburg, Greendale, and the County. Sandy Whitehead is the coordinator of this program. Here are ordinances in the Planning Dept that will be changed out and MS4 takes them over. Goal is to have Tech Standards  in front of  Commissioners in July. Section 325 has several items that will be removed and taken over by MS4. Some will have Rule 5 SWPPP Stormwater Pollution Prevention Permits. MS4 covers quality as well as quantity. There are a lot of items that will be changed due to MS4 and will be in the Zoning and Subdivision  Ordinance.


There is a meeting in February as their is a subdivision application to consider.


After the meeting I ASKED DAN LANSING (WHO IS ON THE PLAN COMMISSION)- CAN PLAN COMMISSION NOTIFY THE PUBLIC BY USING FREE MAILING WITH PROPERTY TAX BILLS THAT GET SENT OUT IN APRIL FOR THE MASTER PLAN UPDATE WORKSHOP MEETINGS? HE IS CHECKING IT OUT. 

The timing would work as the first workshop is in April and then one in June, This would be a convenient way to insure that property owners in the county actually hear bout how to get info for this process. No more excuses about people who don’t read public notices in the back of the paper or don’t know who to contact to stay up to date on Master Plan Updates that will affect them.
