28 January 2025 Dearborn County Council Meeting Notes

Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Tim Doll, Mark Dole, and Glenn Wright. 

Also present: Connie Fromhold, Auditor and Andy Baudendistel, Attorney.

Also present: Jim Thatcher, Commissioner, Tamara Taylor, Beacon, and Doug Baker, Dillsboro Town Council President - sitting together

NEW BUSINESS: Liz Morris read Kevin Turner’s resignation letter from Council. Turner has been caucused in for Commissioner D-3 to replace Rick Probst.

ELECTION OF PRESIDENT AND VICE PRESIDENT: Liz Morris - President again- kept she officers,


Judge Negangard - not on original agenda— added later-  presented his program for reducing truancy, tardiness, etc. Home preservation services were part of this to help getting better parenting skills so the kids get to school. This is to divert truancy cases. There is a Day Program with this to have the kids who are suspended, expelled or in detention. Does not want kids to be rewarded for bad behavior. Day reporting has the kids put into the juvenile center. Some of these kids in juvenile are from all over the state and some are seeking waivers to be sent to adult detention.$170,000 each year for 2 year grant for this program and probation dept. employee.They have applied but have not gotten them yet.

Doll asked about the ratio for juvenile detention center- but Negangard said they won’t be in juvenile detention they will be in the basement of the building here. Has to get the grant to get the position. And then go to schools to get  finding. He repeats to continued questions from Liz Morris that he has the funding and believes he will get the grant. Said he had the Commissioners approval to use the basement. Approved

Dearborn County Redevelopment- E.G. McLaughlin, Jordan Hoffman. 


St. Elizabeth Update- E.G. McLaughlin, Celeste Calvitto and Terri Bogan. Thanked them for their pledge and assessment and is wanting to give them an update. He introduced Terri Brogan of the Cancer Center and Celeste Calvitto a cancer survivor and on the board. She spoke at the opening and said she needed it years ago and is glad to have hit there. Terri Bogan- site director for the Cancer Center. Thanked them for their support. Highlighted their CMS 5 star award in 2024 that highlights the quality of care over multiple years. There are only 12 hospitals that achieved that award in Indiana. Based on scores on mortality safety readmission and timely care. 

Their scores were in the 99th percentile in the cancer center. Radiation oncology is m=now available in Dearborn County.  Average 16 new patients a month. Medical oncologist over the week and are looking for new providers. They now are available to provide services also to women with income issues that meet criteria. She highlighted Press Ganey scores as being very good. On site financial counselor to be added. Have many other comforts added to the facility. Thanked them for support- they have been open for past 8 months now. She noted that 30 years ago she worked in this ADM Building. 

EG McLaughlin shared an anonymous person’s text to McLaughlin about  ahard time  that he and his wife had last year and that this center being here saved his wife’s life. 

Council members recognized this group for all they have done for the community too. 

Resolution Establishing the Moore Drive Economic Revitalization Area-

One Dearborn & Anthony Smart - Jim Deaton DCRC President asked them to pass the Moore Drive Economic Revitalization Area Resolution. This is a step toward a new food processor coming into Dearborn County- expanding from their Harrison plant. $28 million on 91 acres off Moore Drive in the West Harrison TIF. Kopp is the company. He showed the improvements that are needed and they need land in order to build the road. They are in discussions with the RR. We have already costed it out. Land is on a piece owned by the Farmer family. They gave an acre for them to build the road stub to their land. The work needed will be a little over $1 million. DCRC has a MOA with Whitewater Mills. 10 year on property 5 year on personal property( which they decided not to do) is the abatement they are offering. The DCRC believes they can pay it off by the TIF in 13 years. They want to start the spring and be in operation in 2026 and taxes come in 2027. 10 year declining tax abatement. Av salary is $27.28 there now. Average County wage is $24. Perleberg got up to answer more questions to help Deaton. Significant portion of the 91 acres is in the flood plain/floodway. This is an agribusiness and we like agribusiness in Dearborn County. They want to be here for the wastewater and they need the groundwater wells for their business. That aquifer recharges 4- 5 million gallons of water per day. Dole said $7.5 million in new payroll. There are 130 new Indiana jobs. They thought this was all onsite sewer treatment- not the one that the DCRSD helped to build to Harrison for Whitewater Mills. Glenn Wright brought up the fact that DCRC has not paid DCRSD back for the nearly $1.4 million they provided for that sewer line. Perleberg said that the aquifer is being used to process food being shipped for human consumption - which is good enough for him. Passed with Liz Morris breaking the tie. Two nays were Kraus and Wright.
