 19 SEPTEMBER 2023 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, and Rick Probst

ABSENT: Art Little


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


EXECUTIVE SESSION @ 4:30 p.m.

IC § 5-14-1.5-6.1(b)(2)(B) For discussion of strategy with respect to…Initiation of litigation or litigation that is either pending or has been threatened specifically in writing.  As used in this clause, “litigation” includes any judicial action or administrative law proceeding under federal or state law.


Baudendistel asked for the certification that that was all that was discussed in executive session - Verified by Commissioners.


Action - The Commissioners approved initiating litigation that they had discussed in executive session. 



PUBLIC HEARING FOR REVIEWING AND ADOPTING FISCAL YEAR ADA TRANSITION PLAN -  Sue Hayden presented. Shelton McHenry Hayden and Walton did a walk around the buildings to see if it was compliant. 

There are 4 pay phones that are not ADA compliant  and they removed them as no one is using them - even in the jail. 

Resolution 2023-001 for adopting the ADA Transition Plan  was approved.

NEW BUSINESS


EAGLEVIEW- Sketch inspect (tool addition)- Director of Planning and Zoning, Nicole Daily

Upcoming aerials for Dec/Jan- the new flights are coming then. There is a change in the program.There is software to track changes. This finds errors that might not have not have been caught by permits. The new program works hand in hand with what the assessor uses. 

Accuracy Efficiency and cost savings are the benefits. There was a demo video of how it works. 

$116,113.06 original cost. The Sketch inspect costs about $16,000 more. 

Non compliant properties get increased permit fees. This increased fee is justified by getting properties into the assessor for tax collection. $24,104 in the Commissioners budget. They need $6,000. In next years budget they may have to go to Council. Moving forward for 2025 she will budget the $25,000. Approved.  


Interlocal with Greendale Regarding 911 Dispatching Services- Baudendistel has the first agreement back as Greendale will pay $10,000 for this year to start coverage Oct 1st. $84,000 is next year and more the year after that by built in 5% increase. This year county is paying about 84% of the shortfall as the sheriff office has the highest number of calls. Approved the dispatch for Greendale starting Oct 1. Baudendistel is to be sure the $10,000 gets paid in time. 


ADMINISTRATOR – Sue Hayden- nothing more


AUDITOR – Connie Fromhold  -Claims/Payroll and September 5th Minutes- Approved.


ATTORNEY – Andy Baudendistel- checked with Weldon regarding the panhandle lot. Hoping to have quit claim on the hospital property soon. 

Thatcher said he needs an update on Health Dept and the sewer rules for the Building people as he had promised to get info to them before. 


COMMISSIONER COMMENTS: Thatcher-said he visited Little and he’s recovering well. He has a way to go still but is looking better.

PUBLIC COMMENT- Tamara Taylor- thanked them for allowing the Community Bridge soiree in Milford Park last week, Raised a lot of money for JCAP. Thatcher agreed and said that speakers were excellent and Garret Bascom was great.
