 13 August 2024 Dearborn County Redevelopment Meeting Notes


Present: Jim Deaton, Chairman, Dave Deddens, Jim Helms, Jim Mansfield, Mark Dole, and Daryl Cutter (non- voting school board member)


Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required.

EXECUTIVE SESSION @ 8:00 a.m. preceded this meeting 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC 5-14-1.5-6.1(b) (4) (A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision. 

 Memorandum for Executive Session was read by Deaton and the DCRC verified that they only discussed what was advertised. 

Action from Executive Session- provide a letter to adjacent owner to the Moore Lane project as approved.  

Minutes for July 9, 2024 Meeting- Approved with correction. 

HOUSEKEEPING

Claims: $800.00 to Jeffery Thomas Appraisals and $2,000.00 to Pillar Group for appraisals of 26.903 acres on Harrison Brookville Rd.; $840.00 to Drake Lawn for mowing Aurora 3 times, Bright 3 times and mowing & ditching W. Harrison 3 times; $320.00 to Bayer Becker for a portion of Task #4        Total: $3,960.00- Approved.

OLD BUSINESS:

Bayer Becker Updates- Mark Rosenberger passed out due diligence report. 

Ramp for West Harrison- letter was sent to INDOT and said the board should have conference with your legislators to push that forward. Dole asked when that would be working- probably 2032. Hiked that he might not have to worry about that then….Rosenberger said the transportation people are reactionary rather than proactive.Which is why they ned to work with their legislators.

On Business Center Dr in Bright proposed TIF - They will have to replace full depth pavements and some storm drains are blocked. Estimate to do that work and Listerman has seen and approved it-  $217,000 project. Have to have conversation with the DS Drew property (Hardware Store)  on Stateline. This is where Business Center Dr. connects into Stateline. There is no easement for one storm drain on one spot and no drain in another area. Probably have to work with Anthony Smart (DCRC attorney)on getting the easements. We are complete on all 6 tasks right now.    

Bright TIF- Sept 23rd Plan Commission will consider the hearing for this. Deaton - Plan to have this on the books in 2024.  

NEW BUSINESS: none

ONE DEARBORN REPORT: Perleberg- update on READI 2- The West Harrison project submitted.

Stellar Pathways week- Aug 19-23- 3 workshops in Bright, Greendale, and Dillsboro. There is also an online survey for this. That’s a short survey. Access to it from the One Dearborn site on Stellar Pathways.

Hospital - St E’s performs the mowing of their backup helipad and Lawn Pros bush hogs the site periodically. So DCRC help not needed there. 

ATTORNEY’S REPORT- continuing to work with Perleberg on the Bright TIF.
