18 March 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
Marc Emral, The Register, and Tamara Taylor, The Beacon were present.
This meeting was being tested for live-streaming tonight.
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
OLD BUSINESS
Cemetery Board - open 5-yr term position - continued tabled- no recommendation yet. Tabled til April 1st. They have. List pf potential candidates for then.
Travel Advisory- Sue Hayden for Jason Sullivan EMA Director, who is on vacation. The first Yellow travel advisory , Level 1 was February 11 at 8:45 PM and February 12 at 12 noon it was lifted. The 2nd was Feb 16th at 9 AM and lifted Feb 24 at 1 PM. Approved both and signed.
Additional for 911 software- $50,000 - Nicole Daily, Planning and Zoning- coordinating with 911 prior to Teaney leaving. Previous contract was with DataMark for 5 year contract. She is the one who uses this software. It updates and checks for errors, missed addresses, etc. She worked to get another 5 year contract - she needs to go to Council for this additional. The contract is $10,000/year for 5 years. Turner said tis is life saving stuff. This coordinates addresses for police too. Baudendistel said that people get upset when their address changes due to this. They are considering a waiver for these people. Thatcher said he is not in favor of a waiver. This program had expired in Sept 2024. This new contract will go back to Sept 2024. It will have. Guaranteed contract pf $10,000 per year for 5 years. Approved to go to Council for this sum.
NEW BUSINESS
Celeste Calvitto- Dearborn county Anti- Litter Initiative addition- Sue Hayden presented- June 14th 8:30-!2 noon Cole Lane Hill- has already discussed with the sheriff per Sue Hayden. Approved.
Nicole Daily, Director Planing and Zoning:
Grant approval - SEED ( Sowing Enriched and Enhanced Datasets)- This can get us up to $30,000 to improve GIS data for 911 purposes. You have. Year to apply and 8 grants per month come up. We eventually get the grant as the cycle goes on. There are a lot of layers in this data. All this info is compiled. The closer you get to the NENA standards, it gives you multiple resources that you can use with the data. Even and odd addresses on different sides of the road and the numbering sequence help also. They have 72 hours to fix and address if we find out one is wrong. They try to get it as accurate as possible up front to avoid that 72 hour deadline. The state ranks counties- We earned the silver star for our accuracy in 2020. We were one of 15 counties to get that designation. Only 6 had gold star. We moved up to gold star on 2022. We are hoping to earn our platinum star - which is the newest designation. There is no penalty associated with non-compliance yet. She and Jared Teaney worked hard to get this right when this came up originally. She has applied for this grant. $28,938 for them to go thru our data and see where there is any mistakes. They use centerlines to check addresses. They have Fishbone analysis to test for accuracy. They want you to get to a 98% accuracy. This grant will help us find this. The gaps and overlaps can be corrected in the software. Other ones they will have an error report. They will not change the addresses. That is the hardest part to correct. Approved to proceed with the application for the SEED data sets for $28,930.
Planning and Zoning Comprehensive Plan Workshops- April 24th 6:30 PM- 8:30 PM- Nicole Daily- announced this as the first workshop. She is continuing the email group and people can be added to it. It will be in the newspaper and maybe the radio. There will be a place on the website that is just for this process. They will announce on their Facebook page. Duane suggested she create a event so that it can be shared easier etc. It’s pennies to do a boost on that. He will be glad to show her how to drop a pin for tag too.
Planning and Zoning requests from Park Board:

Ponds Cleanup- at County Farm - needed County Commissioners permission and want to include this in bid process. It’s across from YES Home and by the Highway Dept.. There are native plants in that area. Approved as long as Highway dept is OK with this . This expense will come out of Park Board’s regular budget. Also approved bidding process for all 3 ponds including the commissioner’s pond which will only be included if highway superintendent agrees
Connection to Electric to be run to Shooting Range- Nicole Daily- he entrance to range is in Duke’s territory. The shooting range is in REMC’s territory. Also needed permission tp use county’s pole at the Duke end. They will still need to get REMC approval if they take that to the range which is their territory. Approved.
Grant Approval- LWCF ( DNR Land and Water Conservation Fund through Stellar Pathways Program) Nicole Daily- This is a $1million fund.This is for the Bright Meadows Park. They have an engineering firm for this (HWC). This application has to be in by August 1st. This has to have a match. They have to know what they are going to go for. They could go for the whole $1million. They want o hit that. Otherwise if they don’t get that match raised, they may go for less. They have to know that number by August 1st. They have $350,000 raised so far. There is a $50,000 in- kind donation for services from a citizen. She is seeking their approval for the grant application. She is working on rental fees for some of the facilities they have to raise money. The Bright Music Festival won’t be till 2026 to raise money for this too. Approved to go to Council.

COMMISSIONER COMMENTS: Turner- be weather aware as it’s spring.
LATE ARRIVAL INFORMATION: Celeste Calvitto- This Cole Lane Litter collection is the first time this year. Miranda from Sale radio offered her property for the staging area. The Sand Run one will be in Ohio and Indiana.
