17 JUNE 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES
Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

NEW BUSINESS:
Bids for Professional Appraiser for Cyclical Reassessment – Megan Acra, Assessor- Per Sue Hayden- Megan Acra will return on July 15th to award the bids.
Zone Map Amendments - Nicole Daily, Director of Planning & Zoning:Passed out the draft minutes to the Commissioners for items below.
Rezone 11 acres at 23833 Stateline Rd - Joe Madden (Bright Barn) to Local Business (B-1) Ordinance to Amend Zoning to B-1 - Existing barn on the property 8 voted for a Favorable Recommendation and Thatcher was abstaining then and only votes at the commissioners for this, as he usually does. Duane asked if the one piece there was Ag or B-1 in this request. Nicole explained the reason it was shaped that way. Back part of the barn is Ag equipment storage for the regular uses on the rest of his properties there. He’s looking to move his business from Ohio to the barn front area. There is no party barn, wedding venue, etc as has been rumored. Commissioners approved the zone change to B-1 and signed ordinance 2025-004 that Baudendistel prepared.
Rezone 4 acres of Somers’s Parcel #15-11-07-400-011.005-004 (along US 50) to Light Industry (I-1) Ordinance to Amend Zoning to I-1- Nicole Daily explained it is on US 50 on about 4 acres. It was forwarded as Favorable by 7ayes, 1 Nay from Lansing, and 1 abstaining from Thatcher. There was discussion about the driveways easements along the property that had been in use. This was included in the Favorable Recommendation. INDOT will probably require upgrades that will be needed on these easements and especially the one across the front per Daily. Commissioners APPROVED the rezone to I-1 and signed Ordinance 2025-005 that Baudendistel had prepared.
Renaming Flyover Bridge - PG Gentrup wanted to name the Lary Dale Fogel died 4 days after 18th birthday and Tommy George Denning both had died in Vietnam. Letter of Support for renaming the bridges over Tanners Creek was approved and signed and Sue Hayden will email it to Garrett Bascom. Commissioners also thanked him for all he does for the Veterans.
Permission for Treasurer to Sign Postage Machine Lease – Hayley Hatfield, Treasurer. Choice was to purchase or lease. Because of changes being made to QR codes etc that are going out of date in 2027, it was recommended to lease for 5 years and the company will be responsible for updates and maintenance. There have been issues with the existing machine. They will install and take out the old machine. Using the same company that previous Treasurer had used. Approved 60 month lease so that Hatfield can sign the lease.
Covered Bridge Certification- $1850 gets received when they approve the certification. Approved and signed.
DCH Property - Apartment Split Plat and Quit Claim Deed- Baudendistel- 99 year lease for $1 for Mental health.- and is now InCompass Health. They need to split this off as the hospital is unable to honor that lease. Approved. They are Quitclaiming that parcel only to the county. Approved that deed. Approved Baudendistel will amend the lease agreement later to match the parcel description that was split off.
Ordinance to Amend Chapter 94 – Erosion Control- Baudendistel- This is now under MS4 and not the Building Dept. Less than an acre in HB1037 will not require MS4 permit. Thatcher said that he heard there was more coming on this. Baudendistel said he was sure there would be- many people were upset as IDEM had not been consulted about this bill. Approved the ordinance changes.
ADMINISTRATOR – Sue Hayden - Repair Work Authorization with Service Master for YES Home- Insurance said our quotes were too high.
Maxwell- 111,656.90 roof and 35,571.44 interior = $147,228.34
Jent had bid for roof only-
ServiceMaster Roof and interior $ 98,855.90- Commissioners approved the bid.
YES Home is on Historic Register so they may have to hew some of the beams. Bill Shelton, Building Inspector, is sure to follow it up.
Thatcher wants Sue Hayden to call and get this all started tomorrow for the YES Home. She said she was going to be on a plane tomorrow- He said not till 11:30AM. Laughter as Sue repeated how much she loves her job….
AUDITOR – Connie Fromhold -Claims/Payroll and June 3rd Minutes-Approved
ATTORNEY – Andy Baudendistel- left after his duties above for Plan Commission zone changes for a Soccer Parent meeting (with Commissioners approval.)
COMMISSIONER COMMENTS:Thatcher acknowledged the 4 H Fair is on. Bischoff said its a great thing for kids. No Midway this year- geared more toward family and kids. They have more than animals- they also do flowers and shooting, and other activities. Thatcher said these kids are special in how they know what to do.
