3 JUNE 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

NEW BUSINESS


Work Week Hour Change – Sheriff, Shane McHenry- Ordinance- working 12 hour days and Sunday was an 8 hour day. This caused more overtime for the Sundays. Lawrenceburg and Aurora work 84 hours and it can be straight time not overtime. This puts Sundays on 12 hour shifts. He has had several resignations due to better opportunities and one out due to injury. He said at sheriff conferences and this problem is all over. This will support the people who stay here and are loyal to us. 

Baudendistel had already prepared the ordinance which added this new section to their ordinances. Approved.


YES Home IDNR Historic Preservation Fund Grant – Natalie Workman, YES Home & Mike Perleberg, One Dearborn- Perleberg said through the Stellar program they are putting their bonus points from Stellar Pathways to this via HPF. (Historic Preservation Fund) Looked at sites and the YES Home is best choice with a willing partner. They want the blessing of the Commissioners before getting into this. The DNR fund had some restrictions with this. This would be a 60/40 match and YES Home would do the match. They would like a contribution to show support of community organizations They are looking for $75,000 to match the states. Commissioners said they would do a letter of support.Thatcher said-  If you go to Council you ill have to ave more details and amounts. They are looking at exterior improvements. Approved to seek the grant and sign a letter.


GEO Specialties Contract for Pribble Road Slide Repair- Tim Greive, Highway Superintendent- $294,000 to fix the road down near the Mays property at the bottom of the hill. There is a guarantee that if the nails do not work- they come out and rework it. Road will be closed 2-3 weeks. Approved.


Tim Grieve update on slips. Fixed Mt Pleasant with Salt Fork’s money due to SR 1 closing. It’s now turned into a $2.5 million job on Salt Fork. Can fix Pribble and Stateline slips- but NOT Salt Fork. Kaiser slip by Mays where baskets were in there needs nails. He might be able to get that too. He will get to Council in August for Salt Fork money. Also looking at Schaich Rd- over $1million fix. He has 2 in NRCS for money possibly. 

Thatcher asked about who put mulch on playground. It was not the highway dept. 


Bid Award for 2025 Line Striping – Sue Hayden for Todd Listerman, County Engineer who is on vacation. $153,949.03 from Ogilvy Construction who was the only bidder. Approved. 


ADMINISTRATOR – Sue Hayden - Online Auction with Vestal Auction Services. on June 18th and have 6 vehicles so far. Rob Vestal will help with it as she is on vacation that day. They have kitchen items, copiers, typewriters and toner etc. It’s all online. Items are at Emergency Management. They pay Vestal. He pays us. This is a wider net for budders. $71,000 cleared last time. This will be less as less vehicles. 


AUDITOR – Connie Fromhold  -Claims/Payroll and May 20th Minutes-Approved
