 11 July 2023 Dearborn County Redevelopment Commission Meeting Notes


Present: Jim Deaton, Chairman, Dave Deddens, Jim Helms, Alan Goodman, Jim Mansfield, and Daryl Cutter, (non-voting school board member)

Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney

ABSENT: Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required by Deaton.

EXECUTIVE SESSION @ 8:00 a.m. 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC §5-14-1.5-6.1(b) (4)(A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision.

MEMORANDUM OF EXECUTIVE SESSION- was read by Deaton and the Board 

ACTION ON EXECUTIVE SESSION- move forward to advertise the 4 Bright properties as they have 2 appraisals - Approved 

Perleberg to work with Cushman Wakefield for listing agreement to list the 2 properties on the West Harrison TIF - approved

To obtain 2 appraisals for 2 properties in West Aurora TIF - approved. 


APPROVAL OF MINUTES- MAY 9TH MINUTES - Approved

CLAIMS AND FINANCIALS

 One Dearborn 2nd Qtr. billing $12,500;

Nuhring Appraisal Bright 4 parcels $600.00; 

Jeffrey Thomas Appraisal Bright 4 parcels $700.00; 

Bayer Becker Task #1 Access Mgmt. & due diligence $9,900.00 

Drake Lawn - landscaping and mowing Aurora property 10 times / mowing W. Harrison 4 times - 2 invoices totaling $1,230.00- Approved all invoices above. 

Packets contained the financials for the month - per Sue Hayden. 

UNFINISHED BUSINESS: none

NEW BUSINESS:

  1. Public Presentation to Taxing Units- Mike Perleberg of One Dearborn said this report is required annually.  There is new legislation that requires Council get this report as of 2024. Letters were sent to the various taxing units. Only change is the non-voting school board member. Shows the members. There is also a diagram of how TIF works in it. Listed the other taxing units in the report. Show maps of all 3 districts. They have 2 allocation areas in West Harrison. Baker Tilly prepared some info for this. Budget and salaries and wages for staff listed.

 St Leon Kelso allocation area- 2006 established. Lists all the  parcels and assessed value. Also shows the plan. 

West Aurora TIF 2006 established and expanded in 2022 to add Kaiser Pickles. Parcels listed. Projects and strategies listed 

West Harrison established  2006 and expires in 2026. Expanded there also. Parcels listed and strategies and projects stated. Whitewater Mill allocation area has a bond for the Mill project and expires in 2029.Smaller number of parcels here. Strategies and projects stated. 

  1. Review Bayer Becker Traffic Study Report- Mark Rosenberger  passed out the plan. The access management is a GUIDE, he stressed. Sheet 5/8 - the Harrison Brookville Rd area - they want to relocate the signal closer to Hirlinger as it is too close to the interchange. 14 acres has a driveway already approved. He had updates on the drawings and provided the report. This cold be entered into the Planning Dept whenever anything is needed out there. Contacted INDOT and they had done a safety analysis of the interchange and no large amount of accidents showed. They are thinking the site distance on the westbound side is going to need analysis. They are going to show this to Nicole Daily at Planning to have a copy. Approved. They are also approved to move forward one the 14 acres.     
  2. Consider Advertisement for sale of 1 Acre Property in Bright and clean-up of property- The advertisement is already approved above in executive session action. The clean up has 2 proposals to consider. There is a huge difference in the prices. Deddens will go to Don Moore to see about curb cleaning also and and if satisfied they will proceed with his bid. 
  3. Consider bids for Billboard Advertisement- 3 bids - chose Signarama to prepare the signage.Approved
  4. Discuss potential payoff of Whitewater Mill Bond - TABLED until next meeting so Connie Fromhold will be present. 
  5. Consider Potential TIF in Bright area- just a matter for discussion today. Ewan said that it would be worth TIFing the 4 properties at least to recoup money spent.They wanted Perleberg to look at this. He said it would be a single family residential TIF on these properties.He said they could put together a proposal. The St Elizabeth project and Skyline and Friendship State Bank are to be another possible one.   
  6. Update for Potential HOTIF- Perleberg said that to start the process requires discussion with others involved including property owners. It’s a lengthy process. Have one special DCRC meeting and other meetings with Commissioners and council and then having a meeting in Jan 2024. To take action you have to identify the parcels per Ewan. Need a parcel list first. Have to look art housing need and the infrastructure. Mansfield mentioned the roads were not developed by the county so….Perleberg and Deaton to meet to put together a list.
  7. New Requirements for Annual Budget & Approval 2024 Budget - Perleberg met with Matt Eckerle of Baker Tilly. They are looking at all the funds and how they plan to use them. Waiting game until 2025 budget on some of they new requirements. The 2024 budget prepared today is not subject to the new law yet.  $99,480 is the new budget for the general fund. It’s like last years. It does not include the TIF money. Approved.
