 18 JULY 2023 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Art Little, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


Bid Openings Demo and Removal Services for Unsafe Building Order 001- 18981 Union Ridge Rd, in Manchester-  Nicole Daily Planning and Zoning Dept presented. 4 Bids: structure, accessory and dead trees demolish and remove-includes other items there and seeding. 

Wayne Contractors - $22,800

Darren Gunter Excavating- $14,800

Wolf Contracting - $20,850

Probst Excavating- $16,300

Daily will work with Bill Shelton to go thru the contractors and they will make the award on July 21st. Baudendistel said that if all the bids are complete he will take the lowest bid to the court. The property is on an auction site and is listed as pending now. No action is required of teh Commissioners.

NEW BUSINESS

New Public Health Funding Opt In- Dr Steven Eliason and Michelle Woodruff- 

The money already providing counts as our match. The governor had a commission that found they needed to send more money to counties depending on their needs. $500,000 and $800,00 in first and 2nd year. 60% is used for preventative and the other for environmental ad food inspections. There is an additional workload and funding from the state will support that. Resolution 2023-008 states:


The Board of Commissioners of the County of Dearborn, Indiana supports

initiatives that sustain and maintain core public health services at the county level

with local input and flexibility to meet the needs of Dearborn County residents.

2. The Board of Commissioners of the County of Dearborn, Indiana commits to

Dearborn County’s right to self-direct and acknowledges that by opting-in and

accepting these funds, it retains authority and control over the Dearborn County

Health Department otherwise afforded to it under State law pursuant to Indiana

Code § 16-20-1-12(i).

3. The County of Dearborn, Indiana, by and through its duly elected Board of

Commissioners, does hereby OPT-IN to the additional funding provided by

Senate Enrolled Act 4-2023 and/or House Enrolled Act 1001-2023.

Commissioners approved the entry into Opt - in agreement. 


Nicole Daily- Director Planning and Zoning- Zone Map Amendment from R1 to B-1 at Stateline Road.- Nicole Daily presented- 24606 and 24564 Stateline Rd - 2 parcels had remained residential The B-1 part is a landscape nursery.  There is a B-1 across from it. The owner wants to put a Skyline Chili there. It has sewer. Tech review had minor items to change and they were addressed. June meeting the PC gave a favorable recommendation- with 2 conditions - no proposed water to be directed towards existing pond. The 2nd condition was to have the access drives changed  to current criteria if the existing landscaping business was no longer in business. There were some residents that were concerned about noise from the drive-thru speakers. There is a park property as buffer between them. Jeff Lyness was present for the owner. No public present to speak. Commissioners approved the zone change to B-1. 

Commissioners congratulated Nicole Daily on her engagement.  


Todd Listerman Highway Engineer-

SR 48 Unofficial Detour- Lake Tambo, Benning, and Weisburg Roads were declared so they can get INDOT reimbursement of any damage occurs. Approved. 


Notice to Proceed On-call Contract- Bridge #87 Johnson Fork Rd- Todd Listerman repaired scour on one side of the structure a couple years ago. Now it’s having an emergency work on the north side- USI consultants for NTE 125,900 design for bank stabilization and indent conversion. Approved. 


ADMINISTRATOR – Sue Hayden- Kurt Cagaris - from Work Force One - extend to 4 year contract Art Little is on the Board and he signed the agreement to continue. 

She also announced that projects are all completed from Vergi (sp?)  and the HVAC, Boilers and windows are all complete. 


AUDITOR – Connie Fromhold  -Claims/Payroll and July 5th Minutes- approved.


ATTORNEY – Andy Baudendistel- nothing more. 


COMMISSIONER COMMENTS-

Little- all the different fundraisers- good got support them especially fire debts and churches.
