 17 SEPTEMBER 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Rick Probst- Acting President, and Alan Goodman.


Absent- Jim Thatcher ( out ill) and Connie Fromhold.


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


EXECUTIVE SESSION 4:30 p.m.: Indiana Code § 5-14-1.5-6.1(b)(2)(B)

For discussion of strategy with respect to…Initiation of litigation or litigation that is either pending or has been threatened specifically in writing.  As used in this clause, “litigation” includes any judicial action or administrative law proceeding under federal or state law.


MEMORANDUM OF EXECUTIVE SESSION- Commissioners certified they only discussed what was advertised.


ACTIONS OF EXECUTIVE SESSION- Approved teh agreement that was discussed in executive session.

OLD BUSINESS- none


NEW BUSINESS


Update- Heart House- Ryan Johnson, Director- took over Heart House in July 2023. Challenging. He had inherited a tough situation. They are requesting more help. Increased to 80 beds.

320 residents served. 17 kids at the Heart House now. They have a wait list for families now. They serve and help JCAP and other jail programs. They are seeking matching finds for grants and they are about $100,000 short. They need to increase family rooms by 6 spaces, kids rooms, and private spaces. $200,000 from United Way and $100,000 from the DCFoundation. They need $400,000 for etc Capital Grant. Council had $2500 for them as non-profit. The state doesn’t fund them the same way they get cities. 

Probst liked the garden out there. Asked about the Opiod settlement money and if they had gotten any money from that for their programs. Also check out Stellar money. 

They also have a Tower garden per Johnson. They have good communication with Recycling Center next door too. 


Ratify Burn Ban -  Jason Sullivan EMA Director- On Thursday they saw no rain coming and decided to enact the burn ban. This is to ratify that ban. Approved.


Acceptance into Dearborn County Road Maintenance- - Raiders Ridge Dr - .36 miles and General Dr- .35 miles - (Nicole Daily, Director of Planning and Zoning for Listerman-  Sue Hayden covering as Nicole is ill. - Approved.


Ordinance 2024-016 Amending Communication Board- Baudendistel- came out of discussions with cities and towns and the 911 state money is not enough. More money is to be contributed by the cities and towns. St Leon is still out there- but Watson said he thinks they are still on board. They added 4 members to the  board- 2 nominated from the mayors of  3 cities, 1 by Moores Hill and Dillsboro towns council and 1 for  St. Leon and West Harrison. This gives them more say in this. Jared now hire 2 new people so they have enough staff and are  where it needs to be. Discussed teh various terms etc. Approved


Ordinance Establishing Cemetery Commission Fund- 2024-0017- This came about when the Braysville Cemetery  came up.  There was no fund for private donations. This establishes a fund for his and care and maintenance of county cemeteries. There is no money in this fund. Townships care for some of these. Approved.
