 3 SEPTEMBER 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES



Present: Jim Thatcher, President, Alan Goodman, and Rick Probst

NEW BUSINESS

Proclamation Honoring Jim Scott- Karen Snyder, Director United Way GCSI Sept 20, 10-2 PM at Hamline Chapel. Thatcher said that he grew up with listening to Scott on WSAI radio- and this was an honor. Baudendistel read the proclamation declaring Sept 20th as Jim Scott Day. Approved.  


ARPA Committee Recommendation for DCRSD Guilford’s Sewer Treatment Plant Project- Mike Hrezo ( Hrezo Engineering) and Steve Renihan, President DCRSD presented. Thatcher noted that they were all at the ARPA meeting and there were no questions. The  Favorable recommendation for $5,576,448.76 ARPA funds for Guilfor Sewer Plant Project. Approved. This goes to Council on Sept 27. They plan to handle Guilford and Lake Dildear (once bids are in on that) at the Council meeting  and also County Highway will have the remainder  of this e funds. 


Director 911, Jared Teaney: 

Establishing account with Ohio Valley Gas- Approved. Teaney thinks there is no charge for setting up the meter. Thatcher said he wants him to know these things for sure.

Generator Service Agreement with Ten Set Tech Inc-This is a little cheaper than previous one. The one in Lawrenceburg is on May St in Upland Heights, $800/generator per year- 3 year agreement. There are 2 generators on this. Approved. 


County Engineer, Todd Listerman:

Bridge #50 Geiger Rd Rehabilitation Contract-  erosion control and guardrails and bridge upgrade. Approved.

Agreement for Partial Supervision on Bridge #87 Johnson Fork Rd- $51,380 NTE ( not to exceed) with FPBH Engineering. Always lowest quote for supervision for several years. Approved. 

Whatever funds are left on the sewer projects, they will accommodate through the highway dept.


Ordinance Repealing  Code 32.145 through 32.150 of the Dearborn County Indiana Code of Ordinances (SOUTHEAST INDIANA REGIONAL PORT AUTHORITY)- on 16, August 2024- the SEIRPA recommended this. - Baudendistel said that they have not been able to find things the Port Authority can work on. The 3 mayors sent letters recommending this be repealed. The 4 entities together or individually can redo this in future if a Port became viable again. Approved to Dissolve SEIRPA , repeal ordinances, and all bills have beed paid, with remainder of money sent back to Lawrenceburg.

COMMISSIONER COMMENTS


LATE ARRIVAL INFORMATION-  Amy Philllips- Update on the YES Home renovation. They have had donations from T-shirt sales and a bike ride raised $15,000. The Impact 100 grant came out and visited. She read a letter from a former resident from 15 years ago. 

They needed a bus stop for kids out there and an eagle scout (Ryan Benz from Batesville HS) will raise funding- but they need concrete pad. Needed permission for this. She will talk with Tim Willoughby who is managing the downstairs project to help manage the bus stop project. Approved bus stop at County Farm.

They have also been gifted 2 concrete picnic tables from McDonalds for use by the basketball court. Would like a concrete pad for that. If price is right. Might want them to expand to coverage for tables and sealant. Approved.


PUBLIC COMMENT- Mike Perleberg One Dearborn- Update on Stellar Pathways. Did do 3 public meetings. Thatcher attended one in Bright. There will be another public workshop later. Feedback from public surveys etc. The survey had more than 720 responses. Goal was 500. Stretch goal was 800-1000. They have cone a long way to whittle down the list of projects in the area. Some projects could be added to this list also. INDOT funds $1.5 million would make them ineligible for other projects for 5 years.- They decided NOT to use them as a funding pot for these stellar projects. That would lose much more federal money and get “pennes” instead. Looking at Park Board Plans for DNR funding. Plans ere for downtown Greendale. Probst wanted to know where downtown Greendale was. He said around the Brown Street area. They have plan options for several things in Greendale.
