3 FEBRUARY 2026 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

Several citizens were present representing  Solar Farms Issue etc. 


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

NEW BUSINESS


Beth Terrill & Erin Huber - Dearborn County Soil and Water District

Erin Huber- Advocacy Day at Statehouse and Report on Tillage - Breakfast at Adult Center in Lawrenceburg  - free breakfast - starts on Feb 5th at 8 AM. 

Beth Terrill- Passed out Annual report - Annual meeting -  March 12 at Heartland Barn in West Harrison and a PU speaker on farmers with disabilities and how he helps from his office called Agriability

Memorandum of Understanding with Soil and Water has not been done yet and they have been questioning state regarding this.  


Jason Sullivan, EMA/EMS Director

Travel Advisories Disaster Declaration for previous snow storms. All were lifted and now need to be signed. Approved.


Nicole Daily, Director of Planning & Zoning


Acceptance of Additional RoWs- ( Right of Way-) Brightwood Drive & Walnut Grove- Nicole Daily- property owner had submitted this for additional access for family members to build. They have added a cul de sac to the end of a dead end road. It is a private lane that the county does not maintain - but the county does have access to turn around in the cul de sac.I t is shown as ROW on the plat but does NOT transfer to the county. Per Listerman. Approved. ( Later corrected to say the county did get something in  the ROW process.) 


Park Board Master Plan- Nicole Daily- required by IDNR  to get funding and grants. Asking citizens throughout the county to review this too. Plan will be submitted back to the state by April 15th. This report is on the Dearborn County Parks webpage. Comments and wishlist can be added to this. It is also on the Planning and Zoning webpage. 

Park Board- Gene Cleary- thanked Nicole for all she had done too.   


Todd Listerman, County Engineer

2026 Paving Agreement - awarded to Dave O’Mara and now needs to be signed.  This is the last part of the contract. Approved.

Amendment to Bridge Inspection Contract- 2023-2026- these have to be done every two years unless a deficiency - it is inspected every year. There are now more things that the Federal gov’t wants inspected. There is additional cost to this. It has been reviewed by INDOT and Andy Baudenistel has reviewed. Approved.


Amendment to Bridge #64, Sneakville Rd Construction Inspection Contract is sent to INDOT and follows their plan. Had multiple delays in finishing the contract, due to material shortages. This is an amended contract to reimburse for the additional inspection hours. $224,651 is now the price. This is all run thru INDOT and we have to follow their processes. $49,864 increase in price. Approved.


ADMINISTRATOR Sue Hayden- the livestream for this morning just failed per Sue Hayden. 


AUDITOR – Connie Fromhold  -Claims/Payroll and January 20th Minutes- Approved.


ATTORNEY – Andy Baudendistel-said he is keeping track of pending and passed bills at state-so they can ask him to check things for them etc.


COMMISSIONER COMMENTS: Duane Bischoff- thanked road crews for hard work during the snow emergency and thanked Sue Hayden also 

Jim Thatcher- announced that there will be a Plan Commission meeting Feb 23- at South Dearborn Auditorium at 6 pm for the Solar Farm issue.

Commissioner Thatcher wants to schedule a special Commissioners meeting Feb 24 at 6 PM to vote on the plan commissions recommendation. That site will be at the County as usual, unless something is announced when the agenda comes out.
