21 APRIL 2020 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Jim Thatcher, President, and Art Little, (in person) and Rick Probst (by telephone)

Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

Meeting Will Be Held Via Bridge Conference Calls

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

OLD BUSINESS
Update on COVID-19 Proclamation of Local Emergency- Extended until May 6th - their next meeting date. This extends slightly beyond the governors May 1st extension just issued.

NEW BUSINESS
Guaranteed Savings Contract RFP- Sue Hayden said the RFPs were due April 7th and is being covered tonight. There were 2 responses on March 20th. Johnson Mellow Solutions Ameresco from Indy. Thatcher said that he is reviewing and Probst has copies also. Looking to make a decision until May meeting. Tabled until then.

HWY Engineer Todd Listerman - 
NO TRUCK signs on Barber Rd at SR 46- Listerman said they are restricting this due to Closure on US 52- No trucks on Barber Road for 45 days starting tomorrow. Hoping it won’t take that long until June 5. Approved.
Detour Route Agreement for Road Closure on SR 350 at Aurora- June 1 2020 unto July 31 2020 for deck rely. Using Soap Hill Rd and North Hogan Rd as unofficial detour. Approved.

Plan Commission Appointment due to Michael Lynch resignation (moving out of county)- Sue Hayden presented the letter form McCormack regarding this effective May 2020. List of 4 applicants Karen Abbott, Alan Miller, Joe Vogel and Robert Stark who was eiiminated due to being on another board. Joe Vogel was recommended by McCormack per Thatcher. ( Vogel is the only Republican nominated for the position after Stark was eliminated. Vogel lives in Hidden Valley Lake) Commissioners Approved JoeVogel. 

Natural Resource Conservation Service Grant Application for HWY Dept- Connie Fromhold for Tim Grieve- $ 311,704 for slip on Union Ridge Road and we pay up front then get reimbursed. Approved. 

Move BOC Meeting Date from June 2 to June 3 due to Election- Sue Hayden presented this change in June dates and they are keeping the Wednesday meeting in May to keep the claims schedule as set up. Approved. 

Permission to use Back Parking Lot of Adm Bldg 1 week for Absentee Voters- Gayle Pennington- Clerk of Courts- presented by Hayden- May 26- June 1 is absentee voting in the basement of new annex building so they can come in thru he back parking lot. The lot s closed to employees then so voters can use it. Approved. Per Baudendistel- You can ask for absentee ballot that has to be in by May 21st.

ADMINISTRATOR – Sue Hayden- nothing more

AUDITOR – Connie Fromhold  -Claims/Payroll and Minutes from April 7th were all approved. 

ATTORNEY – Andy Baudendistel- nothing further

COMMISSIONER COMMENTS- Probst- most important to practice social distancing and adhere to policies the governor has set out The Virus is real- hope everyone has stamina to adhere to that.
Little- Traffic not as heavy - people are paying attention to the guidelines. Hope to get partially back to work soon.
Thatcher- The curve is starting to flatten in Dearborn County. The hospital is not overwhelmed here. We need to hope to put this thing down in the next couple weeks here.

7 APRIL 2020 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

First ever telephonic conference for Dearborn County per Thatcher

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

OLD BUSINESS

NEW BUSINESS
Detour Acceptance and Signatures- Closure of SR46 for Bridge Deck Replacement- Todd Listerman presented the letter due to and unofficial detour of Peters Feller in addition to I-74 which is official  detour. The closure is between Trackville and Legion Roads on SR 46. Commissioners accepted the letter of understanding. Approved.

Change in Holiday Schedule Election Day change from May 5 to June 2- due to postponement  of election day. The primary election day is now June 2nd. Approved. The other 2  commissioners will sign at a later date 

Update on Dearborn County Response to COVID-19- ordinance  declares an orange warning travel advisory here to make sure public is following the governors order. Violation of the executive order can be a class D misdemeanor with option of 0-180 days sentence and or $1000 fine. This is in effect until 6 pm April 21st. At the evening meeting on 21st this be changed or extended. Approved. 

ADMINISTRATOR – Sue Hayden- updating website as best she can so far. Thatcher thanked Sue for giving employees informed as virus info unfolds. 

AUDITOR – Connie Fromhold  -Claims/Payroll and Minutes from March17th meeting and March 19th Emergency meeting all approved. 

ATTORNEY – Andy Baudendistel- new executive order was issued from governor to help punch up the previous one so people understand. 

COMMISSIONER COMMENTS-
Probst- daily briefing at 2:30 the governor briefing has good faces and helps people steady tmselves during this time. State COVID site updates each morning also.

Little- the younger people are doing better than the older people at obeying the stay at home order. 

Thatcher- Stressed the Class D misdemeanor penalties for knowingly and recklessly risking violating the stay at home orders from the state. Everybody needs to do the precautions all together to make this happen. Thanked Baudendistel for getting all this together today.
