ELECTION OF OFFICERS – Board decided to keep the same officers in place for 2022.


APPROVAL OF MINUTES: November 17th, 2021 Meeting - approved.


GUEST SPEAKERS – none


OLD BUSINESS- Follow up on status of BLN (Beam Longest Neff Consultants)- John Dimichio (sp?) presented a followup plan for moving forward on projects discussed during the workshop. $1.2 trillion infrastructure funding has been approved at the federal level. Truck rail transport money has tripled. Port development funds - a number of grants available. $1 million in maritime highway funds. $350 milli available to Dearborn County. EV grants- $5.5 million statewide. etc. 

    Support future grant applications.

    Document current inventory of demand resources, and current conditions. IMPORTANT to identify revenue stream generating                     projects. Will have to identify different stakeholder groups to get                                 engagement by first qtr 2023. 

Three items to get started on- with total cost of $45,000 to prepare the plan for :Financial plan work for grants research( $15,000 cost), Rail Truck transload facility with CSX and GNW ($15,000 cost and Electric vehicle charging stations (cost $15,000) from consultant. The comprehensive plan will have another larger fee. 

CRISI grants- funding for capital projects that improve passenger and rail freight systems 


$582,329 existing funds in the Port fund.

 

There was discussion about what we are getting for the $15,000 in each category. There were some who were not completely comfortable with approving the fees without more details about what they will do beyond getting a list of possible grants. For example they will not write the grant perhaps. They will review application requirements perhaps. Many of these grants are digital applications. 

Board approved moving forward on the 3 items with a more detailed service agreement proposal for amendments to the current agreement. 


 Port Authority Meetings were moved to monthly and the time was changed to 10 AM on the third Friday of the month. Baudendistel will notify the local media of this. 


Charging stations - the cost seems to be $100,000 to set up one. It takes a lot of time to get a long term payoff. 

Walmart has charging stations at their site  in Aurora. 

OKI has a process where they set it up and we keep the profits and they will check with them when the come to the county next week.  


FINANCIAL REPORT / INVOICES-  Votaw and Schwarz  $1220 for Nov, Dec and part of Jan, for Baudendistel , Seitz invoices $200 for 2 bonds for Tom Palmer and Benny Turner.- Both approved. 


PUBLIC COMMENT- Bill Kinsler inviting  SIRPA to a CORBA  meeting- atBand B Riverboats concerning  container on vessel or container on barge that have been accumulating along the waterway systems here.This is due to supply chain issues with COVID etc recently. There is a   2:30 registrations with 3:00 presentations. He will exchange info after the meeting with Thatcher and the Board.

ELECTION OF PRESIDENT AND VICE PRESIDENT:

Current President- Liz Morris- re-elected

Current Vice President- Allen Goodman- re-elected.

MAINTENANCE- Eric Hartman- Additional Employee- he has been without a part-timer since September. He went to the PAC committee agreed that the position is needed. Transfer the funds to cover this. The staff has extra work with COVID and disinfection daily. Council approved the additional employee which is the combination of 2 part time positions essentially. Council also commended Eric on the fine job they all do for the campus.

AUDITOR-  Minutes from last November's meeting approved. 

Salary Ordinance- just needs Council members signatures. 

Health Dept Grant $330,000- that is COVID related for the schools primarily. Approved to apply for the grant. 

County Clerk Per Diem- Per the IC code - Gayle Pennington gets a per diem for the Election Voter Registration- This hasn’t been in the budget for the last 4 years. Pennington will get the amount that is recommended for a county our size. It used to be in the budget when she was clerk before. Probst did not have it in his budget and so she continued without it. After meeting with other clerks several of them did not have it but most did.No decision yet.  

LATE ARRIVAL- Jim Thatcher- update on 2022 Maintenance projects with Eric Hartman’s help. Want to replace boilers and chillers, addressing window problems and try to get a cost on that or maybe do them in sections. West side of Courthouse needs it first- they are 33 years old. The A/C has issues - it’s from 1996. Efficiency alone will help save money. These will all be bid out. 

Commissioners are going to be bidding out the health insurance. They will select 3 or 4 to then interview. They have had the same health insurance for 14 years.

Kevin Turner had told Thatcher tonight that they can get EMS at the St. Leon location to help cover West Harrison and Harrison township area. They plan to meet with the EMS groups to look at this. 

Sheriff provided a commissary report and it’s very detailed per Morris.

CASA drug Free Fund grant – Amy Rose, Tobacco Prevention & Cessation Coordinator- Criminal Justice,$7850 for Safe Direction $ 5173.40 L -bg police 5500 G- dale police etc- numerous recipients of these drug free funds. - Approved


One Dearborn 2022 Contract – Mike Perleberg, Executive Director One Dearborn, Inc.- submitted their annual agreement- nothing substantial changed in this agreement- same costs- $15,000 annually. Their report included the $12million Dyke Industries  and $15 million for SEI READI grant (American Rescue grant funds that will be used by 6 counties and their board of directors will decide hoe it gets spent) that One Dearborn supported and helped get. Perleberg explained how that works. Business retention and expansion program is a community wide program. Nothing is imminent for 2022 yet. Commissioners complimented Perleberg on his energy and work for the county.  Approved the agreement and funding for One Dearborn.


PAWS 2022 Agreement- Sue Hayden- $120,000 per year ( $10,000/month)-  Same as usual- Approved.  


Lease Agreement January 1 – June 30, 2022 on Building for Covid Testing-  with Regency Seymour LLC- $1,000/month- Total $6,000. - Approved.


ATTORNEY – Andy Baudendistel:

RFP for Employee Benefits- Baudendistel reviewed and Barnes and Thornburg looked it over. It outlines what we are looking for and the evaluation criteria. They can run it in the paper and/or send it to people for their proposals. Commissioners have ultimate decision even though there is a group to review and submit recommendations in the future. Cost savings and having the great benefits they currently have. This is just to look at benefits from time to time- nothing wrong with the current brokers. Approved. 


Ordinance Establishing County Hospital Remainder Fund- Baudendistel- the transition committee as it goes fully over to St. Elizabeth. There MAY be funds that come to the county and there needs to be a spot to pay the bills etc. This is for the Auditor because of the State Board of Accounts. This is being done under Home Rule per Baudendistel. It is a non reverting fund.Approved. 



ADMINISTRATOR – Sue Hayden- 2022 EMS Squad Contract- Aurora- $40,000 for 2 squads.  There are 3 contracts  left to get. Approved. 


AUDITOR – Connie Fromhold  -Claims/Payroll and January 4th Reorganizational Meeting Minutes - Approved.   Encumbrances Notification- Fromhold had a list of Depts  in their packet- Approved. $330,000 Public Health Grant for the schools. Approved.


COMMISSIONER COMMENTS:

Probst- Extension Office- John Hawley moving on to a position in Montana. He will be really missed. 

Working with OKI have IU intern working with OKI to evaluate Electric car installations. Thatcher said he’s been working with a person who lives here that has been doing this kind of work for 10 years. Probst also noted that it costs nothing for us thru OKI.

Thanked Denise Driehaus in OH for her actions on helping with the Rimpke dumping issues.

Thatcher- This past week Art Little lost his granddaughter. He lost a daughter whence was very young and a son 15 years ago and now this. Keep him in your prayers.

13 January 2022 Dearborn County Redevelopment Meeting Notes


Present: Diane Bender, Chairman, Dave Deddens, Jim Helms, Jim Deaton, and Alan Goodman.

Also present:Sue Hayden, county administrator and minute taker and Andrea Ewan, attorney.

ABSENT: Jamie Graf (non- voting school board member) and Connie Fromhold, Auditor and DCRC treasurer.

ELECTION OF OFFICERS FOR 2022

APPROVAL OF MINUTES- November 10, 2021 minutes approved

CLAIMS AND FINANCIALS- One Dearborn qtrly payment for $10,000 was approved and the bill for Seitz Agency for the bond insurance was ratified.

OLD BUSINESS: Guilford properties- Mike Perleberg said the demo contractors had finished up. Looking better and there will be grass springing up there. Future use has been discussed. York Township turned down owning them and the properties in the area are being considered. The future of those properties has been discussed with adjoining owners.  

Bender thanked Perleberg for the work he did with his kids in cleaning out a truckload of trash there.

Dana Glasgow (sp?)  from the York area wants to think about turning it int a park. Bender introduced her. Discussion- the board wanted to have a community organization formed to have a firm plan of commitment. Perleberg noted that they could put an economic agreement in place with the group that is formed and hold them to certain standards to keep it kept up. 

Helms complimented Dana for her efforts and said that they were on the same page. The board will see her in March at their next agreement with further plans fleshed out.    

NEW BUSINESS: Renewed their agreement with One Dearborn. Complimented Mike Perleberg on his nearly 2 years as Executive Director. Communication has been very good between them and its the best informed they have ever been.The One Dearborn Agreement is the same as for 2021. Approved. 

Mike Perleberg- wants the board to be able to approach him with any needs.

Deddens said he may have something for the property out near Project Open Door and Hirlingers. Will advise in March.

Perleberg said the Board of Commissioners owns some properties in Bright and they are trying to get them on the tax rolls again. There is a list. They are thinking about focusing on one area at a time. The Commissioners have certain restrictions on what they can require. One acre total on Professional Park Drive is the first one they are looking at and it is zoned as local business. Commissioner Thatcher met with them to look at this originally. 

Perleberg will set something up with Deddens, himself, Thatcher and Baudendistel to get further input.

ONE DEARBORN REPORT:Perleberg- was thanked for all his work and presentation on SEI READI funding. No decision has been made yet on where the funds are going to be used in each county and on which projects. Thanked the DCRC for agreement renewal again. 

Identifying trends in supply chain challenges etc for businesses. He passed out their annual 2021 report. 31 RFI requests were answered this year. Hopes the flow continues the same pace with site visits etc.   

ATTORNEY’S REPORT- Ewan said she will present her invoice for last qtr 2021 at March meeting.
