18 February 2020 DC Commissioners Meeting Notes

18 FEBRUARY 2020 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Jim Thatcher, President, Art Little, and Rick Probst

Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

OLD BUSINESS

Zoning Amendments and Ordinances-Mark McCormack Planning and Zoning Director:
Article 25 Table 25.1 and Section 2564- presented by Baudendistel for McCormack. The initial changes that were rejected and sent back to PC- and the PC then set 950 square feet as the minimum square footage for homes and 1550 sq ft for duplexes. The tables and ordinance was revised to put this number in place. Minimum standards MAY also be able to be varied if they want to seek a variance from BZA. Public comment - none. The commissioners approved the changes. 

911 Communications Board Appointment -This item occurred AFTER the Ordinance was amended below: Sue Hayden presented- The board is a 7 board member- fire dept recommendation is Jeff Lane and David Schneider the police chief for Lawrenceburg are the recommendations for the 911 board. Commissioners approved them for 911. 

NEW BUSINESS

Ordinance to Amend 32.006- DC Communications Board- the board is having a hard time getting people who fit the rules for the 911 board. The rules are being changed. Director will be on the board and the members do not have to reside in the county. This is more like other boards in the county. Commissioners approved the ordinance to amend the code of ordinances for that board.

AUDITOR – Connie Fromhold  -Claims/Payroll and Minutes from February 4th - approved

ATTORNEY – Andy Baudendistel- none

COMMISSIONER COMMENTS:
Probst- asked who was familiar with OKI. All federal transportation money comes thru OKI for the area There is a 30 year plan- the 2050 plan for $17 billion dollars. There is a survey going on now until Feb 29th that is online at OKI- about 10 questions long. Go to OKI.org and click on the rainbow colored are to complete the survey. We need numbers to participate to get the Dearborn County ideas heard.
Thatcher- asked Hayden to relay info about 2020 LHS HS Sandy Ledesma- is Miss USA Indiana Teen and the Commissioners recognized her. 

LATE ARRIVAL INFORMATION- none

PUBLIC COMMENT- Josh Heis- passed out info to board. IN had a lot of unconstitutional gun laws. The sanctuary movement is now in place. Signatures of over 300 IN residents. He is a peaceful gun owner. He has sold 10-30,000 firearms over the years. Asking that the county not take over the enforcement of any new gun laws. All of NKY is on board with this. They are pro- gun- and that is why they vote pro Republican. 
NFA Penalties- National Firearms Act. Banned machine guns, short barrel rifles and shotguns. Some currently owned items are now being reclassified into those categories. Some guns that are very expensive are now classed as something that could get a $250,000 fine if you don’t destroy the gun.
Thatcher wanted to table the ordinance so they can review it. TABLED. 

Doug Odum- plan to retrofit a trailer and want to go to Council. Has tried 25 agencies for grants and couldn’t get it. $7,000 is needed to retrofit the trailer to move items from the truck to this. He needs permission to go to Council to get permission to submit grants. Approved.

Mark Henrits- sp ?- wanted to elaborate on the NFA issue above. He said the 2nd amendment rights do not specify the length of the barrel of the gun etc. It says the people have the right to bear arms. Taking away the right to own a firearm of a law abiding citizen is against the constitution. People want to be heard and to have our rights. Owning firearms do not make you and enemy- Taking away our rights makes law abiding citizens into criminals. We are not prosecuting people who shoot up with heroin- we are giving them Narcan. Instead we are going after gun owners. Spanking children now gets child protective services called. Have to look at all the wrong that is going on around you. If you take it away from us- you have to take it away from the secret Service and the police too. Can’t do that - it leads to chaos.
