Historic Timeline for Area 1 and Area 2
1951 – May 31, 2015 Operation of Tanners Creek Generating Station
June 2016 Operations at Area 2 (Ash Processing Area) cease prior to June 2016
October 2016 Tanners Creek Generating Station purchased by Tanners Creek Development LLC
October 2018 Indiana Department of Environmental Management site inspection
• Area 1 – Approximately 2 acres of coal combustible waste
• Area 2 – Approximately 17 acres of coal combustible waste
• Both areas identified by IDEM as “open dumps” and do not fulfill the requirements of a legally
acceptable land disposal method
May 2019 IDEM adopts an Agreed Order for Area 1 and Area 2
• Closure Plans for Area 1 and Area 2 to be in accordance with 329 IAC 10-30 and 10-31 for
Restricted Waste Sites Type 1
August 2019 Closure/Post-Closure Plans for Area 1 and Area 2 are submitted to IDEM
January/August 2020 Additional information on the Closure/Post-Closure Plans are submitted to IDEM

Area 1 Closure Description – Closure By Removal
Tanners Creek Development LLC
• Coal combustion waste in Area 1 will be excavated from Area 1 and the removed material incorporated into
Area 2
• Collection and analysis of soil samples for analysis of background concentrations – samples to be collected
from an area that was not impacted by the operation of the Tanners Creek Generating Station
• Confirmation samples will be collected from the floor and walls of the excavation and analyzed for various
chemicals of concern.
• Confirmation sample results will be compared to the background soil concentrations obtained from an
area that has not been impacted by historic site operations
• Install 6-inches of cover soil over the excavation area following the completion of verification sampling
• Establish vegetation on the cover system
Area 2 Closure Description – Closure In Place
• Delineate the horizontal extent of ash up to the Area 2 property line
• Revise the closure plan based on the results of the horizontal extent of ash investigations – extend the
limits of the cap to cover all areas on the property where ash is present
• The Area 2 Closure Plan assumes that approximately 16,000CY of material will be excavated from Area 1
and placed in Area 2
• Regrade the near surface and Area 1 material for positive drainage (no ponding of water onsite)
• Install a compacted clay cover with a permeability of 1x10-6 cm/sec or less to the limits of the ash on the
property (minimum 2-feet thick)
• Install 6-inches of top soil above the compacted clay layer
• Establish vegetation on the cover system

Design of Area 2 Closure System
Tanners Creek Development LLC
• Field Work – investigate the horizontal extent of coal combustible material present up to the property
line, topographic survey, field survey to confirm existing stormwater conveyance system
• Closure Engineering Design
• Phased Approach to control surface water runoff
• Supported by hydrologic and hydraulic analyses
• Completed engineering analyses
• Slope Stability
• Liquifaction Evaluation
• Settlement Analysis
• Cover System Stability
• Closure System – multi-layer system
• Cover soil – A minimum of 24 inches of compacted clay cap
6-inches of top soil with vegetation
Area 2 Closure System
Compacted clay thickness will vary from 2-feet to 4-feet based on the slope of the
subgrade

Closure Construction Work
Tanners Creek Development LLC
• Construction Quality Assurance/Quality Control Plan has been developed and will be
implemented for all phases of construction – independent engineering certification of the
construction requirements for the closure of Area 2.
• Stormwater/Rule 5 Erosion and Sediment Control Plans will be in place and implemented.
Final work will include vegetative stabilization of entire area (Area 1 and Area 2).
• Cover soil materials to be derived predominantly from borrow areas located off-site – work
will be designed to minimize truck traffic on local highways.
• Dust Suppression Plans will be implemented to control construction dust.
10
Post Closure Obligations – Area 1
Area 1 will be closed by removal all coal combustible material and stabilized with vegetation
No post closure care is proposed
8/20/2020
6
Post Closure Obligations – Area 2
• Inspection and Maintenance Activities
• Annual inspections and reporting
• Maintenance – mowing, repair, removal of sediment
• Groundwater Monitoring – 15 monitoring wells
• Baseline Sampling Program – Quarterly sampling for a
minimum of 1 year
• Detection Monitoring – Semi-annual sampling for the
post-closure care period
• Analytical parameters as required by IDEM
• Reports to be generated and submitted to include
statistical evaluation of groundwater quality
• Security
• Post Closure Care required for a minimum 30 years unless
modified by IDEM
Tanners Creek Development LLC
Regulatory Approval and Public Involvement
• Closure/Post-Closure design packages for Area 1 and Area 2 have been submitted to IDEM for review.
Tanners Creek Development LLC has placed copies of the closure and post-closure plans in the
Lawrenceburg Library for public review
