 14 July 2022 Dearborn County Redevelopment Meeting Notes


Present: Diane Bender, Chairman, Jim Deaton, Jim Helms, Dave Deddens, and Alan Goodman.

ABSENT: Jamie Graf (non- voting school board member)


Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required.

APPROVAL OF MINUTES- May 12th minutes approved 

CLAIMS AND FINANCIALS

Claims – Drake Lawn & Landscape $1330.00 for: mowing Aurora (8 times), mowing Guilford (4 times) and mowing W. Harrison (4 times) also spraying Guilford twice and Harrison once.  One Dearborn 2022 2nd Quarter payment $10,000.  Hylant $100 for INDOT Blanket Bond for tree removal and reimburse Dave Deddens for flowers $100.00. All approved. 

Connie Fronholder, Auditor- Hire Baker Tilly to prepare tax calculation neutralizations - approved. 

OLD BUSINESS:

Economic Development Agreement with Mohr Capital- this was approved by Council and Commissioners. Approved to sign the agreement with Mohr Capital.They will attach the Council abatement resolution to record. 

West Harrison Billboards- INDOT cannot find a permit ever issued. Stone said it was a verbal agreement. Bruner passed away at INDOT and no one knows where it was. Deddens hoped they were grandfathered in. Dyke was told by Diane Bender to not pay any more on the billboard till they get it settled. Board agreed. Deddens to take pics of them. 

NEW BUSINESS:

Annual presentation to taxing units- Mike Perleberg- One Dearborn- by statute this is required.

Indiana Gateway posts this info for this wishing to see the report. Basic diagram of how TIF mechanics works. Impacted entities are listed for the TIFs. Bonds can be issued, projects in the TIFs with positive impacts. West Harrison and Whitewater Mills, St. Leon TIF, West Aurora.

Showed the bonds, debts, and money coming in and out. 

St. Leon- $2.2 million.

West Aurora includes Kaiser Pickles has $2.1million tax attributed

West Harrison expanded in 2021 to take in West Skally area- $3.8 million

Whitewater Mill - includes Brighton Mill- $22.4 million 

  

Civil Engineering Services RFQ- Perleberg had sent responses from June. This is for any projects the DCRC wants to do. They all came in yesterday at deadline. 6 firms responded. Cover letter an dfee schedules were included in packet. There will be a review committee set up to respond. They can decline all or accept all or a portion of them per the RFQ. Deddens declared son co-opping with Bayer Becker now so he has a conflict of interest. Tabled for now to review. Perleberg said One Dearborn could use a scoring rubric on this also - board agreed to use that also. Some of these are One Dearborn investors so Perleberg will stay out of the decisions and discussions. 

SEI READI Match letter- $15million reward for the region. They want us to focus on areas where growth is happening or reasonable expect to grow.They have selected the West Harrison/Whitewater Mills District. The project is the I-74 West Harrison project with $2million needed to do that. We have enough to match the 1-1 public match and 3-1 match for the private sector ones. Included fill dirt and access driveway, sewer, utility lines etc. for projects. READI will have $700,000 -$1million is the potential award.DCRC has to commit to up to $500,000 to match for this. DCRC board approved the up to $500,000 match.

Goodman asked if there would be help for a firehouse in West Harrison because of the ongoing growth. They are looking at this in the future. 

In response to Deddens about St Leon meeting- There was a meeting in St Leon that Franklin County atttended and Perleberg was there.     

Determination to Capture Tax Increment Revenues- Resolution DCRC 2022-001- this goes along with the letter from June. This goes on Indiana Gateway also. Approved.

Ratify Signatures on Letter on Intent to Capture Tax Increment Revenues- approved to ratify Diane Bender’s signature.

2023 Budget- is the same as 2022. Approved

ONE DEARBORN REPORT: There is a One Dearborn report out. Some highlights. Helped 8 small businesses in the county for website help and digital inclusion. Agribusiness conference at 4H fair- 30 attended. 50 RFIs came in and responded to 27 this year so far. 

ATTORNEY’S REPORT- none

OTHER BUSINESS- Deddens said someone wants a business by BP and Civista and to know if they can get help from St Leon TIF to build a connection road back there. It will be another year before the intersection is approved now- has been pushed back. He will get a map for them to consider next meeting.

Perleberg said Bender and he and Commissioner Probst had a conversation regarding Randall Avenue. It’s in the TIF District. County may be asking for help.
