 6 JUNE 2023 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Art Little, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

Sewer Disposal Ordinance-  Baudendistel- recommended sending this back to Board of Health in light of legislative changes that went thru.  They need to truncate Chapter 51 and incorporate that by reference. If they want to be more strict that state law that is what would be in our ordinance. This keeps the number of changes needed down as the state revises laws. Approved to send back to Board of Health for review.  


NEW BUSINESS

Business Continuity Plan for Cyber Security- Ramzi Nusibeh- Midwest Data- This documents all the places servers are etc. The highway garage data is migrated to the main server now for back ups.This will reduce the insurance having ti be paid by the county. It was $100,000 now $90,000 and hopefully this will reduce that further. If we were hacked the sequence of backups is critical. Approved.  


Improvements to YES Home - Amy Phillips, Executive Director and Natalie Workman- asking for building improvements there- just drainage issues to reduce winter ice that they have to walk over in winter- $23,898.79 is the cost of excavation  and repair for part of the cisterns will be filled. This is Maxwell and Klump. One well will be capped and cisterns filled. This will keep water from sitting against the building.Less than $25k and no public funds being spent. Still has to be approved by Commissioners as they own the property. Approved.   


OKI Representative and Alternate on Intermodal Coordinating Committee - Sue Hayden- this is a tech advisory committee- This is for the Transportation Improvement- and they needed Planning Dept. person in addition to Todd Listerman. Approved Nicole Daily and alternate is Deena Collins. 


ADMINISTRATOR – Sue Hayden- nothing more


AUDITOR – Connie Fromhold  -Claims/Payroll and May 16th Minutes Approved and $1,850 for certified Guilford Covered Bridge approved and signed. 


ATTORNEY – Andy Baudendistel- nothing more


COMMISSIONER COMMENTS- 

Little- This is D-day in 1942- his brother was in Algeria- and Art told him that neats being on Omaha Beach

Probst - nothing

Thatcher - reiterated remembering the services. 


LATE ARRIVAL INFORMATION- Moores Hill Sewer project - also Tim Hunt with HWC Engineering needed out there where the pond out in front- the frogs are all black. Lost the school and need more flow also. Area is 25-35 homes and 19 tests so far failed. The area is outside Moores Hill service area and they need an interlocal agreement so that Moores Hill can serve it. One is very bad and needs a bore under SR350. Commissioners said they need to go to Council only because they need some money to help with this. The agreement has to be with DCRSD for the relinquishing of the land or to send to Moores Hill DCRSD has no money for this right now. They will work with DCRSD on how the funds are distributed. INDOT is needed for under the road boring on SR350. They want the town and DCRSD to get an agreement and some support from Commissioners for Council to approve some money. Commissioners support fixing as it beats evicting those people. Moores Hill will continue to work on this.
