EXECUTIVE SESSION @ 4:45 p.m. 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC § 5-14-1.5-6.1(b) (4) (A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision

Memorandum from Executive  Session- verifying that the Board only discussed what was advertised above- Approved.

Action from Executive Session- No actions from Executive Session

APPROVAL OF MINUTES- July 14th Minutes- Approved

CLAIMS- Claims: Indiana & Ohio Railroad $7,954.20 Moore Lane Project -Engineering costs and Task 5A-  TOTAL: $7,954.20 

DISCUSSION- Tom Tepe asked who was checking on the details of these tasks and duties to see if they are finished? Ask also if One Dearborn should be checking this. He wants some sort of official comfort with what is being done- what the deliverables are or with a spreadsheet showing what is done. There should be someone whose job it is to check this. 

Mark Rosenberger- explained what they were doing and what task he is staying under. 

Tepe- So we have hired Bayer Becker to do these tasks for us. 

Rosenberger - Yes and Mike Perleberg and I are talking nearly every day on these tasks. When I come up with this design I will bring it in for your approval. I am acting on your behalf. 

Mansfield- Mike puts it down for us to see what tasks are being done at the time. 

Claims approved. 

FINANCIALS- Reviewed. 

OLD BUSINESS:

Mike Perleberg, One Dearborn- Whitewater Processing TIF Allocation Area Declaratory Resolution. Discussing with Tri Township Water to serve West Harrison TIF. This could be millions of dollars in investments to serve projects for the  future. Current projects on Moore Drive area  are eating up the cash on hand.

This is for the 91 acres ( 2 parcels) of the Kopp’s Plant. It has to be TIFed Construction has to begin this year to have teh TIF be in place to end in 2050. Plan Commission in Sept, Commissioners in October and November back to the DCRC. No need for Council approval as there is no bond on this. 

Anthony Smart- Atty- This is not reTiffing the entire area- just this piece for Kopp property.

They will get Baker Tilley to do a tax impact statement after the declaratory resolution has passed. ( which is tonight)

HOTIF can go 20 years- but negotiated only 15 years at Greendale’s HOTIF on Casey Knigga’s development on SR1.

25 years is the max for regular TIF.

Jordan Hoffman wanted to include Council in the process also as it is 25 years. Kopp’s owns the whole parcel there? Yes.

Anthony Smart $77,000 per year and it ends soon. He noted you can end TIF early if you are done with development. He thinks there was a 10 year abatement you need 25 years on this one to recoup that as the 2 parcels are ending TIF on that very soon. 

Doug Baker agrees that Council should be involved. HE will report to Council. 

Mansfield motioned to accept the Declaratory resolution  and Hoffman 2nded. Approved  

NEW BUSINESS:

Land Disposition Advertisement for 3.0 Acre Site, Campus Drive, Lawrenceburg- by the hospital. - Approved to advertise this- ( It is also the 2ndary landing site for the hospital for helicopters)

Bayer Becker Report- Mark Rosenberger

West Harrison I-74 EB Ramp- nothing to discuss

West Harrison Moore Drive and Railroad Crossing- forwarded insurance provision for that on to Jim. Can’t get the RR going unless this is approved. But insurance needs to be provided. Approved contingent on our obtaining the required insurance. 

Anthony Smart- $600 cost to county if they can provide insurance   (and we reimburse the county) or more if another policy is needed. Rosenberger will have the design etc next month on this Moore Drive

West Harrison INDOT Clearing Permit and Billboard Permit- Rosenberger made a call to Seymour District. Devon Maynard. Leave it as is. Rosenberger recommends they just put this to rest for now. He can’t get anything done with the clearing permit.

Downtown Bright Infrastructure- Kraus and Rosenberger met with St E’s and Rosenberger said they do not want us to put a detention pond where we want it. We can put in an underground one in order for St E’s  let that happen. They would put it under the parking lot. Tear it up and put it underground then pave over it. Will wait to hear back from St E. 

ONE DEARBORN REPORT: READI 2.0 grant update- Perleberg said Morris wanted it to go to Council (and Commissioners) for approval. He can do it for DCRC if they want. Sept 5 on a Friday morning 9 AM. Commissioners will get it Sept 2 at 8:30 AM. Jordan Hoffman will go to Council also with him. 

ATTORNEY’S REPORT- none

OTHER BUSINESS- Sue Hayden- Council gave 3% raise to all employees each year. For Sue it would be $187 more from DCRC for their share of her 3% increase. Approved. 

PUBLIC- no comment
