Stenger read the Public Access Statement as legally required.

This meeting was preceded by an extended executive session.

Minutes: February 5th minute approved.

Public Comment:

Theresa Meyer 13724 SR350 in Moores Hill- still trying to see if sewer can come across the highway tp service her property. Kevin from Hrezo thought it would be straight across 350- and the lift station is about 20 ft from it. Board members were hoping to have gravity feed to the manhole. Would need an interlocal agreement with Moores Hill. They need to see if they will make this part of the larger plan out there. Cline asked for a cost estimate from Hrezo. NTE $1,000. Then need construction cost. There is more than one entity interested in hooking up. 

Cline motioned authorized Hrezo to spend up to to $1,000 to design a plan to get under the road and have a plan that meets the future plan needs too. Moores Hill Town President Lynn Allen was present and they will have Garrett Bascom - their town attorney to get with Kramer on the interlocal. Discussion about their flat rate or bulk rate and maintenance responsibilities. Paul is Moores Hill plant operator. Approved. 

Lynn Allen Moores Hill Town President- said they have been approached for a Dollar general on the corner of 350 and Palmer. That also would need sewage. If they annex it, then DCRSD would need to be reimbursed for the expenses of serving it. There is a lift station near that too. She said they will attend next meeting. 

Mr Jacobs on Mello Lane on SR1. Wants to build a new home and get on sewer system. 21100 SR 1. It’s a 15 acre lot. $140,000 is the cost estimate to extend line to his site. He will try to seek others to join in if possible.

Guilford- Ready to put in lift station

High Ridge WWTP -

High Ridge west Expansion - 

Moores Hill

Dillsboro- Christy- lifts station going in and pipes connected too headworks etc. Talking with Randy Scudder on SEI Data. Cline- SEI Data is wanting to be hooked up and their contractor is doing their work. They are bidding out their sewer/electric work for connecting to DCRSD. Meinders- will put pressure on the electrician etc to get things moving. They will need to test pressure. Can do that with trucks and tanks and 4,000 gal H2O.

Christy has emailed Steve Brock all the info he needs to do rates. Has done an asset management plan. Needs a meeting with Doug Baer on operational items. April 1 is a deadline. Maps completed and system inventory done. Wilson Creek was a project but now is owned by LMU- so did not do that one. She (Christy) was urged to get with Brock to be sure his end is being done. Cline - What request are we making to SRF ( State Revolving Fund????) so we need this to evaluate? Asset management plan has pumps that are aging etc, lifts that are clay pipe, etc per Christy. Cline - specific question- how low cost can we make High Ridge Expansion phase 1. He noted that these small grants might be $ 1 million- not $10 million. 

New Business: Cline- made great progress on old projects. I saw there were change orders that caught the board by surprise last meeting. Motion-  For the Lake Dildear and Guilford Projects wants the change orders that are greater than $2500 to be submitted to board 2 weeks in advance of the meeting. The funding is limited so we have to stay ahead of this. Approved.

Claims: $3486.47 operating and Lake Dildear claims $31,258.90- Approved.

The executive session had no action and will have another one. March 19th maybe- trying for sooner. The board only discussed  what was advertised.

Discretion of the Board: Christy noted that the Shriners estimate was $64,000.
