5 September 2019 Dearborn County Council Meeting Notes
Present: Liz Morris, President, Dennis Kraus, Sr., Kevin Turner, Tim Doll, Alan Goodman, and Bill Ullrich. 
ABSENT: Dan Lansing
Also present: Connie Fromhold, Auditor and Leah Bailey, Comptroller, and Rick Probst, Commissioner

TITLE VI COMPLIANCE: Read as legally required by Liz Morris

OLD BUSINESS:

DISCUSSION ON POLICE PENSION- Goodman said there is an IRS clause that says anyone over age 41 hired from outside doesn’t have to work 20 years here to be fully vested in the pension plan. Shane McHenry was present- but did not need to speak. Council approved the changes to comply with the IRS laws. 
Stan Brown sent him all the state agencies that have fees that feed into this. One was bond forfeiture money the could be recouped on a percentage basis. 

NEW BUSINESS:

APPOINTMENT TO SEWER BOARD- Steve Renihan- Art Wentzel has stepped down from sewer board. Need someone to fill this term until 2021. They have  a few interested candidates. Three interested. They want to wait a little longer to see who wants to come to the table. They would like to have someone with Construction and or County background. He just wants to have the Council be aware of this and to send any candidates they know about. Morris wants a short bio of acc candidate for their November meeting for appointment. 

PLANNING & ZONING: Raise Baudendistel retainer from $8,295 to $10,000 also up the hourly fee to $175.00 per hour. This was the same for all board attorneys. No vote required.

BLIGHT CLEARANCE PROGRAM GRANT- Grant to demolish old North Dearborn Elementary 
School. Morris said this was something the school board decided and they just need the county to sign off. Approved with Kraus Sr voting NAY. 

911 COMMUNICATIONS: Transfer $45,494.63 of Statewide 911 other Services/Charges for grant  match- Jared Teaney- This was a match that they had the money for so Council approved. 


HIGHWAY: Tim Grieve- Additional appropriations, sign grant paperwork for Natural Resources Conservation 
Services.Union Ridge and West Laughery. Total is $2,528,778- 75/25 match. $1,896,578 is 75% and $632,192 is what we get back. Have to front the whole amount first. The money to front it is going to come from the following 3 accounts. There is a 5 year performance warranty. Approved this as a short term “loan.” In kind services from the county dept. work for this match amount also.

Grieve said it’s a long process so he is going to apply for more of these grants. Example the Arlington slide. 

AUDITOR: Minutes from August 12, 2019 for Tax Council, County Council Regular meeting, Budget Hearings. All approved. 

OPENED THE BUDGET HEARING COMMENT PERIOD: 9:25 AM closed at 9:35 AM
Council expressed thanks to Leah for her work and Morris and Turner thanked Council members for making it go so well. No public persons commented.
