HIGHWAY ENGINEER- Todd Listerman:
Bid Award Small Structure #667 One Mile Road- Paul Rohe is the lowest bid 433,895.50 Sunesis, McAllister ,and O’Mara also bid. Approved
Agreement for Consulting Services on Small Structure #667- FPBH for a not to exceed $39,080 contract - Approved.
Bridge #33 North Hogan Consulting Contract with Structurepoint for $387,460 not to exceed. Includes all the preliminary engineering needed. This is for 2025, This is through INDOT 80/20. Approved.
Lower Dillsboro Road Slide Contract Supplemental #1 -United Consulting $281,400 not to exceed- was revised form original project. for $7000 increase in preliminary engineering. They are filling the east slip only as the slide nearly doubled in size since bid a few years ago. Approved.
A new fund for 2026 to fix the west slides is for over $3million on an 80/20 contract has been graciously awarded by INDOT. There is nothing we can apply for in 2026 now.
On-Call Professional Services Agreement- USI Consultants- $25,000 annually in his budget. He uses them for prelim paperwork prep for the estimates, and Listerman does the field work. He always gets an estimate before they proceed. He seldom spends all that money. Approved.
Stateline is progressing and that intersection with Georgetown will be open by Friday and by the end of next week the entire road will be open hopefully, They are 3 months ahead on that estimate of completion.
Johnson Melloh Solutions Agreement for Lighting Project- There is a 41 page contract for total price of $508,900 subject to changes and charges for that spelled out in the contract and shall include JMS’s overhead and profit also. Hayden stated $19,346 cost savings annually $44,173- energy savings, Thatcher continued stating- This is totally paid for by the CARES act. It’s a deterrent for spreading the virus. State of the art fixtures so motion sensor covers it. They also have dimmers with respect to the sunlight in the room. 8 buildings being covered. Signature sheet signed and they get a tax deduction sheet that is signed for 179 deduction. Council is funding it to get the reimbursement by CARES Act . Council will hopefully be approving this Thursday at their meeting. Signature for the contract is CONTINGENT on Council approval on Thursday. Approved by Commissioners with this caveat.
ADMINISTRATOR – Sue Hayden- nothing more
AUDITOR – Connie Fromhold -Claims/Payroll and August 18th Minutes approved. Some discussion on lumber price increases affecting some county projects.
ATTORNEY – Andy Baudendistel- Coronavirus regulations now set to expire Oct and masks in late September. There is a thermal reader for anyone entering the building automatically and pops up for the guard station. They have one at Hoosier Square and booking through the state funding for COVID issues.
COMMISSIONER COMMENTS
Probst- Covid still in the county. It’s hard to stay the course and put the mask on all the time. Keep your health and family health safe.
Little- Slow down in school zones and watch for the school bus and little kids.
Thatcher - After watching TV last few weeks - glad that we live where we love

PUBLIC COMMENT- Kevin Russell with Jacoby Toombs and Lanz- Known Todd for 15 years and thanked them for the opportunity for working on the One Mile Road project. He’s from Harrison County which is also a hilly county except for their northern section.
