 15 SEPTEMBER 2020 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Art Little, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS- none


NEW BUSINESS


911 Director, Jared Teaney- Subscription Agreement with Emergency Services Marketing Corp Iam Responding- software to be used by emergency management for all the septs that provide services to the county with the exception of Harrison $8,325 annually and setup fee of $500. There are 30 days into the 60 day trial. Volunteers use this too. Commissioners wanted to sign on Oct 6th when they were closer to the 60 day trial ending. Tabled until October 6 meeting.  


Rural Broadband Service/Infrastructure Development Zone Discussion- Thatcher met with REMC that is partnering with SEI Communications to provide this in the rural area. This is a necessity for rural areas. There will be a public hearing on this at the October 6th meeting. Approved to schedule that hearing


ADMINISTRATOR – Sue Hayden- Special Crimes  Unit Grant Request- Preesnting for Tom McKay- $1949 thru Ohio County Community Foundation for laptop etc for communications for both counties. Approved.


Hayden- presenting for Todd Listerman- Bridge #33 North Hogan by Union Ridge- American  Structurepoint $387,460 contract for design. $309,968 is 80% that we get reimbursed from INDOT. Approved. 


AUDITOR – Connie Fromhold  -Claims/Payroll and Sept 1st Minutes approved.


ATTORNEY – Andy Baudendistel- met with Health Dept and Optum testing continues thru October. Worked on those contracts 


Baudendistel wants Joe Calderon with Barnes and Thornburg engaged on a property in Seldom Seen and the current owners have more means than the previous one. Baudendistel - $6300 is the estimated amount to engage him for administrative help on unsafe building. Bill Shelton is working with the attorney for this also. They have taken down scaffolding and drainage work done, but there is a lot to be done. Commissioners met with the property owners and this property has been in contention for 7 years. Baudendistel will help as much as possible. He just wants his additional expertise. Approved.Little noted that the house has not been finished in 7 years- personally he wouldn’t want it. 


COMMISSIONER COMMENTS-  Probst- reinforce safe practices for COVID. Also Census results are low. In New Mexico they are bribing people with MasterCards when they finish the census form.

Thatcher- meeting with Dr Eliasion and Mayor Mollaun on preparing for fall to lessen the speed of COVID. He is excited about the rural broad band service a Dearborn , Ripley and Switzerland Counties. It’ll take about 2 years.
