13 January 2022 Dearborn County Redevelopment Meeting Notes


Present: Diane Bender, Chairman, Dave Deddens, Jim Helms, Jim Deaton, and Alan Goodman.

Also present:Sue Hayden, county administrator and minute taker and Andrea Ewan, attorney.

ABSENT: Jamie Graf (non- voting school board member) and Connie Fromhold, Auditor and DCRC treasurer.

ELECTION OF OFFICERS FOR 2022

Diane Bender- President

Dave Deddens - Vice President

Jim Helms- Secretary-

All approved

APPROVAL OF MINUTES- November 10, 2021 minutes approved

CLAIMS AND FINANCIALS- One Dearborn qtrly payment for $10,000 was approved and the bill for Seitz Agency for the bond insurance was ratified.

OLD BUSINESS: Guilford properties- Mike Perleberg said the demo contractors had finished up. Looking better and there will be grass springing up there. Future use has been discussed. York Township turned down owning them and the properties in the area are being considered. The future of those properties has been discussed with adjoining owners.  

Bender thanked Perleberg for the work he did with his kids in cleaning out a truckload of trash there.

Dana Glasgow (sp?)  from the York area wants to think about turning it int a park. Bender introduced her. Discussion- the board wanted to have a community organization formed to have a firm plan of commitment. Perleberg noted that they could put an economic agreement in place with the group that is formed and hold them to certain standards to keep it kept up. 

Helms complimented Dana for her efforts and said that they were on the same page. The board will see her in March at their next agreement with further plans fleshed out.    

NEW BUSINESS: Renewed their agreement with One Dearborn. Complimented Mike Perleberg on his nearly 2 years as Executive Director. Communication has been very good between them and its the best informed they have ever been.The One Dearborn Agreement is the same as for 2021. Approved. 

Mike Perleberg- wants the board to be able to approach him with any needs.

Deddens said he may have something for the property out near Project Open Door and Hirlingers. Will advise in March.

Perleberg said the Board of Commissioners owns some properties in Bright and they are trying to get them on the tax rolls again. There is a list. They are thinking about focusing on one area at a time. The Commissioners have certain restrictions on what they can require. One acre total on Professional Park Drive is the first one they are looking at and it is zoned as local business. Commissioner Thatcher met with them to look at this originally. 

Perleberg will set something up with Deddens, himself, Thatcher and Baudendistel to get further input.

ONE DEARBORN REPORT:Perleberg- was thanked for all his work and presentation on SEI READI funding. No decision has been made yet on where the funds are going to be used in each county and on which projects. Thanked the DCRC for agreement renewal again. 

Identifying trends in supply chain challenges etc for businesses. He passed out their annual 2021 report. 31 RFI requests were answered this year. Hopes the flow continues the same pace with site visits etc.   

ATTORNEY’S REPORT- Ewan said she will present her invoice for last qtr 2021 at March meeting.

After meeting Bender and one other DCRC person and Perleberg are meeting with Cushman Wakefield to discuss advertising properties.
