 19 January 2022 Dearborn County Council Meeting Notes

Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Kevin Turner, Tim Doll, Alan Goodman, and Glenn Wright. 

Also present: Connie Fromhold, Auditor and Jim Thatcher, County Commissioner.

Pledge of Allegiance.

Title VI Statement read as legally required by Tim Doll. 

ELECTION OF PRESIDENT AND VICE PRESIDENT:

Current President- Liz Morris- re-elected

Current Vice President- Allen Goodman- re-elected.

CITIZEN BOARDS: All are approved as below. 

Alcoholic Beverage Board- Glenn Huismann (1-year term)

Park Board (RULLMAN PARK)- No candidate and it has to be a Democrat by statute.

PTABOA- Mary Booker (1-year term)

Board of Zoning Appeals (BZA)- Andrea Shuter (4-year term)

Regional Sewer District- Bill Shelton & Jeff Stenger (3-year term)

Aurora Public Library-Jascia Robinson ( 4-year term)


APPOINTMENT OF BOARDS AND BOARD SEATS: All approved as below- no changes from last year.

Southeast Regional Planning Commission-Dennis Kraus, Sr.

Emergency Management Board- Kevin Turner

Convention and Visitor’s Bureau- Glenn Wright

Solid Waste- Tim Doll

Community Mental Health- Allen Goodman

Community Corrections- Liz Morris

Dearborn County Redevelopment Commission- Allen Goodman

Greendale Redevelopment Commission- Dan Lansing

Juvenile Advisory Board- Liz Morris

Personnel Advisory Committee (PAC)-Liz Morris, Dennis Kraus, Sr. 

 1st Alternate- Allen Goodman

 2nd Alternate- Tim Doll

Planning Commission- Dan Lansing

MAINTENANCE- Eric Hartman- Additional Employee- he has been without a part-timer since September. He went to the PAC committee agreed that the position is needed. Transfer the funds to cover this. The staff has extra work with COVID and disinfection daily. Council approved the additional employee which is the combination of 2 part time positions essentially. Council also commended Eric on the fine job they all do for the campus.

AUDITOR-  Minutes from last November's meeting approved. 

Salary Ordinance- just needs Council members signatures. 

Health Dept Grant $330,000- that is COVID related for the schools primarily. Approved to apply for the grant. 

County Clerk Per Diem- Per the IC code - Gayle Pennington gets a per diem for the Election Voter Registration- This hasn’t been in the budget for the last 4 years. Pennington will get the amount that is recommended for a county our size. It used to be in the budget when she was clerk before. Probst did not have it in his budget and so she continued without it. After meeting with other clerks several of them did not have it but most did.No decision yet.  

LATE ARRIVAL- Jim Thatcher- update on 2022 Maintenance projects with Eric Hartman’s help. Want to replace boilers and chillers, addressing window problems and try to get a cost on that or maybe do them in sections. West side of Courthouse needs it first- they are 33 years old. The A/C has issues - it’s from 1996. Efficiency alone will help save money. These will all be bid out. 

Commissioners are going to be bidding out the health insurance. They will select 3 or 4 to then interview. They have had the same health insurance for 14 years.

Kevin Turner had told Thatcher tonight that they can get EMS at the St. Leon location to help cover West Harrison and Harrison township area. They plan to meet with the EMS groups to look at this. 

Sheriff provided a commissary report and it’s very detailed per Morris.
