 8 September 2022 Dearborn County Redevelopment Meeting Notes


Present: Diane Bender, Chairman, Jim Helms, Jim Deaton, Alan Goodman, and Dave Deddens arrived about 10 minutes in via telephone but couldn’t vote.

ABSENT: Andrea Ewan Attorney and Jamie Graf (non- voting school board member)


Also present:Sue Hayden, county administrator and attorney,Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required.

EXECUTIVE SESSION @ 8:00 a.m. 

IC 5-14-1.5-6.1(b) (4)(A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision; 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties.

Memorandum of Executive Session- Board certified they only discussed what was advertised. 

ACTION ON EXECUTIVE SESSION- One Dearborn be authorized to obtain appraisals on the properties discussed during the executive session. Approved.

APPROVAL OF MINUTES- July 14th Minutes Approved

CLAIMS AND FINANCIALS- Drake Lawn Care $1,150 mowing in the districts. 

OLD BUSINESS:

Guilford Property Update-per Bender- still waiting for Andrea schedule a closing but documents are signed. Messaged twice to see when and she hasn’t responded yet. 

I-74 Brush and Tree Removal Update- Perleberg said he and Deddens had talked about this recently and still trying to work thru INDOT. There are employers located there and want INDOT to clear out there so it will show off the mowing. If we can get approval from State the the DCRC can pay to mow that area. Deddens has gotten no response and they are going to check with Randy Lyness to get that permit.

Engineering Civil Engineering Services RFQ- 6 responded and narrowed to 3 and they will move forward to interview them at executive session on Nov 10.

2023 Budget Update- Council gave the county employees a 5% raise. DCRC approved the 5% for Hayden to have that also for her tasks for them.

NEW BUSINESS:none

ONE DEARBORN REPORT: Perleberg- Gage and he took a tour of the West Harrison facility and Maxwell did a great job constructing it. Dyke Industry is open to them touring it also and they are happy with it. Ribbon cutting at a later date. Some talk about having a meeting out there- no decision.

Site plans for other project going to submit to Planning and Zoning next week.

Perleberg said Andrea has been very responsive throughout the whole thing- but the out of state title company has been slow. Got to get the closing- work out the title issue. Goal is to get it done by mid September. The company they contracted with said they can have cement walls ready to go.

Gage and he went to talk to Todd Listerman about estimates to get Randall and the other 2 streets there paved in West Aurora TIF. Some mention of Probst bringing it up to get DCRC to pave there. If you want to move forward with this- then the DCRC can go to Board of Commissioners to get that permission to pave. Maybe can cost share. Or reduce the scope of the project and do it in phases. Board thinks they need to see if the Commissioners would even want to discuss that.

Deddens wanted to know if they really want to get into the blacktop business? The County would be doing the supervising of that. Deddens said (warned) if we do it there- we will be doing it everywhere. He said he’d go with Bender to meet them. He’s not in favor of DCRC being responsible for that. 

Deddens asked about using TIF money to help with a road to get traffic consolidated to help with school traffic by Civista and the BP station. Will discuss later. [NOTE: The TIF money appears to be able to be used for road creation in the St Leon TIF district, but maintenance paving in the West Aurora TIF is questionable?]
